Choose the runner that matches your existing CI platform first, then validate the machine, network, isolation and scaling model. CircleCI machine runner executes CircleCI jobs on a virtual or physical machine you operate. A self-hosted GitHub Actions runner executes GitHub Actions jobs on infrastructure you operate. Neither is automatically faster or cheaper: queueing, provisioning, hardware, concurrency, security controls and engineering effort determine the outcome.
The short answer
CircleCI machine runner is usually the lower-friction choice for a team already using CircleCI that needs a full host environment, private-network access, fixed IP addresses, cloud permissions, specialized hardware or a particular supported operating system. The job runs on the machine where the runner is installed, so host-level tools and configuration are available according to the execution user’s permissions.

The decision is therefore about platform alignment and operating responsibility rather than a simple hosted-versus-self-hosted comparison. What each runner model actually does
CircleCI machine runner
CircleCI machine runner is installed on a virtual machine or directly on a physical machine. CircleCI sends a job to that runner, and the job executes in the host environment. This is useful when a container image is not an adequate execution boundary or when the build needs the complete operating system, host-installed SDKs, device access or private infrastructure.
Machine runner is distinct from CircleCI’s container runner and from CircleCI’s Machine Runner Orchestrator. This comparison concerns machine runner only. A machine-runner job does not use CircleCI Convenience Images or a custom Docker image as its execution environment; the installed host is the environment that must contain the required tools and configuration.
The runner can operate in a continuous mode, polling for more work, or in a single-task mode intended for disposable compute that exits after one task. You provide the machine fleet and decide how machines are created, retired, patched and monitored.
Self-hosted GitHub Actions runner
A self-hosted runner is a system that you deploy and manage for GitHub Actions. It may be a physical server, a virtual machine, a container, an on-premises host or a cloud instance. GitHub assigns workflow jobs to eligible runners based on labels and groups, and runners can be attached at repository, organization or enterprise scope.
The host must provide the operating system, CPU architecture, tools and network path required by the workflow. Docker container actions and service containers require a Linux runner with Docker installed. Other actions may have different operating-system or architecture requirements, so check each action and GitHub’s current support matrix before standardizing a fleet.
The common foundation
In both models, your team controls the machine rather than receiving a fully managed, clean environment for every job. That control enables private package registries, internal databases, fixed egress addresses, privileged cloud access and unusual hardware. It also means that a compromised build can affect the runner and anything reachable from it unless you deliberately design isolation and credentials.

Match the runner to your CI workload
Start with the platform your repositories already use
If your pipelines, approval rules, caches, contexts and deployment integrations are in CircleCI, machine runner keeps those workflows in place while moving execution to your infrastructure. You avoid rewriting jobs merely to obtain a private network or a full host.
If your automation is already expressed as GitHub Actions workflows, self-hosted runners preserve the existing event triggers, reusable workflows, action ecosystem, labels and permissions model. Moving only the execution host is generally simpler than migrating the workflow platform and the host at the same time.
A mixed estate can be sensible when different repositories have different constraints, but it adds two runner-management models, two sets of policy controls and two scaling paths. Treat that operational duplication as a real cost.

Check the exact operating system and architecture
Write down the operating system, release, CPU architecture, kernel features, virtualization needs and required system libraries for every job class. Include build tools, language runtimes, browser dependencies, signing utilities and device drivers. Then verify that the chosen runner and current platform documentation support that combination.
CircleCI machine runner is appropriate when a job needs a supported Linux, Windows or macOS host environment and cannot be represented by a container image. GitHub can place Actions jobs on the operating system and architecture you provide, but the available action implementations and container features still vary by platform.
Do not assume that a workflow that works on an x86 Linux host will work unchanged on an ARM host, or that a macOS job can be moved to another operating system because the source code is portable. Keep separate labels, resource classes or runner groups for materially different environments.
Identify hardware and privileged requirements
Machine runner is a strong candidate for workloads needing a physical host, host-level virtualization, USB or other peripherals, specialized CPUs, large local disks, a particular GPU configuration or software that cannot run inside the normal container model. GitHub self-hosted runners can also provide these resources, provided you build and maintain the corresponding machines and route jobs to them with precise labels and groups.
Document which jobs need elevated privileges. A runner that can deploy infrastructure, sign releases or access production services should not be the same general-purpose host that accepts arbitrary pull-request builds.
Map private-network access
Both models can run inside a private network or on a machine with tightly controlled egress. That makes them useful for private package registries, internal APIs, databases, source mirrors and cloud resources reachable only through a private route.
List the destinations each job requires, then design firewall rules around those destinations rather than giving the runner unrestricted access. A fixed outbound address can simplify allow-listing, but it does not replace credential scoping or host isolation.
Decide whether the host can be reused
Persistent machines retain operating-system state, caches, credentials, temporary files and any changes made by earlier jobs. Reuse can reduce startup time, but it increases the blast radius of a malicious or simply defective build.
If every job can receive a fresh machine or virtual machine, an ephemeral design is easier to reason about. If reuse is unavoidable, define cleanup, workspace deletion, cache boundaries, credential removal and regular reimaging as explicit controls rather than informal maintenance.

Scaling and runner lifecycle
CircleCI machine-runner scaling
CircleCI machine runner does not automatically provide your VM or physical-machine fleet. CircleCI describes task APIs that can feed a custom scaling system. Your scaler can observe pending work, provision an eligible machine, install or start the runner and retire capacity when demand falls.
Single-task mode suits disposable machines: a host accepts one task and then exits or is destroyed. Continuous mode keeps polling for additional tasks, so you need a reliable way to detect idle machines and remove them. Plan concurrency matters; provisioning more machines than your CircleCI entitlement can use only creates idle cost.
For each machine class, define a maximum fleet size, startup timeout, health check, drain procedure and replacement policy. Keep runner software and the base image versioned so a new machine is reproducible instead of hand-configured.
GitHub Actions scaling options
For Kubernetes operations, GitHub documents Actions Runner Controller (ARC) as its reference autoscaling solution. ARC creates and removes runner capacity through Kubernetes resources and is designed for teams that already operate a reliable cluster.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →The Runner Scale Set Client supports custom provisioning across virtual machines, containers, on-premises infrastructure and cloud environments. It is a better fit when your fleet does not map neatly to Kubernetes but you still want a documented scale-set integration.
Webhook events can also feed a custom autoscaler. This approach gives you control over the provisioning system, but webhook delivery and processing time can add delay. Build retry handling, reconciliation and a way to recover when an event is missed.
Operational steps for either platform
- Define runner classes. Separate operating systems, architectures, hardware profiles, trust levels and network zones. Give each class an unambiguous label or resource-class mapping.
- Build an immutable base. Install the runner software, required tools, monitoring and security agents from a versioned image or repeatable provisioning process.
- Register with least privilege. Attach the runner only to the repositories, organizations, groups or projects that need it.
- Scale from demand. Use queue or task information, runner status and concurrency limits to decide when to add capacity. Include a hard upper bound.
- Drain before removal. Stop accepting new jobs, wait for the active task to finish or fail it deliberately, then destroy or reimage the machine.
- Monitor the full path. Track queue time, provisioning time, job duration, failed registrations, disk pressure, runner health and cleanup failures.
Security and isolation decisions
Assume workflow code has runner privileges
CircleCI allows you to choose the user under which a machine-runner job executes, but you must constrain that user’s permissions. Access to a Docker daemon is effectively root access on the machine. A job that can control Docker may be able to inspect or alter host resources, mounted files and other workloads.
GitHub similarly warns that self-hosted runners are not guaranteed to be clean, ephemeral virtual machines. A workflow running untrusted code can compromise the runner and, depending on configuration, expose secrets or a token with repository write access.

Handle pull requests from forks deliberately
Public pull requests and forked code are an especially difficult case because the workflow author may not be trusted. CircleCI restricts machine-runner use with public projects that enable forked pull-request builds for security reasons. GitHub recommends using self-hosted runners with private repositories unless you have deliberately addressed the threat model and access controls.
Do not place persistent credentials or a reusable privileged host behind an untrusted fork workflow. Use a separate low-trust validation path, require approval before sensitive jobs, or redesign the workflow so untrusted code never reaches your internal runner network.
Prefer ephemeral runners for autoscaling
GitHub recommends ephemeral runners for autoscaling: the service assigns one job to an ephemeral runner, after which operators can wipe the system. Forward logs to external storage before the host disappears so failed jobs remain diagnosable.
The same principle applies to CircleCI single-task machines. Ephemeral capacity reduces cross-job contamination, but it does not remove the need to restrict credentials and network access during the one job’s lifetime.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Cost, limits and total ownership
GitHub states that self-hosted runners are free to use with Actions. “Free” refers to the Actions runner entitlement, not to the machine fleet. You still pay for compute, disks, network transfer, image storage, observability, backup, patching, security reviews and the engineering time needed to operate the system.
CircleCI uses credit-based plans. Resource classes and self-hosted-runner entitlements depend on the plan. CircleCI’s documented Scale plan includes unlimited self-hosted runners and no concurrency limits across configurations, while macOS resource classes retain a custom concurrency limit. These are plan terms that can change, so verify the current entitlement for your organization before budgeting.

Use your real job history to model average and peak concurrency, machine lifetime, cache hit rate, failed provisioning and staff hours. There is no supported universal cost winner from the documented facts alone.
Performance: what you can and cannot conclude
Neither platform’s official documentation establishes a head-to-head speed winner. Job time depends on CPU and memory, disk and network performance, dependency-cache strategy, image or VM startup, queue depth, runner reuse, isolation and the specific build tool.
Run a controlled pilot on the actual machine types you would operate. Use the same source revision, dependency mirrors, cache policy, parallelism, test data and artifact destinations. Measure queue time separately from provisioning time and execution time. Record cold-start and warm-start results, failure rates, cache misses and the cost of keeping capacity ready.
Best Value
A persistent host may look faster because it retains caches, while an ephemeral host may provide stronger isolation at the cost of startup. Report those trade-offs instead of presenting one elapsed-time number as a platform property.

A practical decision guide
| Workload or team condition | Initial direction | Why |
|---|---|---|
| Existing CircleCI workflows need a full host, private network, controlled IP address or specific supported machine environment | CircleCI machine runner | It keeps the CircleCI workflow while executing on the customer-controlled host. |
| Existing GitHub Actions workflows need custom machines or internal services | Self-hosted GitHub Actions runners | Labels, groups and repository or organization attachment route Actions jobs to your systems. |
| Kubernetes operations are mature and autoscaling is a priority | Evaluate GitHub ARC if using Actions; evaluate the appropriate CircleCI runner mode separately | ARC is GitHub’s documented Kubernetes autoscaling route. CircleCI container runner is a separate mode from machine runner. |
| Every job needs a full VM or host boundary, specialized tools or hardware | Test both against the target host design | Both can use customer-managed machines, but the platform integration and lifecycle tooling differ. |
| Untrusted fork pull requests may run on the fleet | Redesign isolation before selecting a runner | Persistent hosts and credentials can be compromised by untrusted workflow code. |
How to evaluate before committing
- Inventory the jobs. Group workflows by OS, architecture, hardware, network zone, privilege, average duration and peak concurrency.
- Choose the trust boundary. Mark which jobs accept code from forks or external contributors and which can access signing, deployment or production credentials.
- Build one representative runner class. Use the same base image, tools, cache policy and network rules you would use in production.
- Test platform integration. Confirm registration, labels or resource classes, queue behavior, cancellation, retries, artifact handling and log retention.
- Exercise failure paths. Kill a runner during a job, break a dependency mirror, fill the disk, expire credentials and miss a scaling event. Verify that the system recovers without leaving an unsafe host available.
- Measure economics. Capture machine cost, platform charges, idle capacity, startup delay and operator time for at least a representative peak period.
- Document the operating model. Assign owners for runner upgrades, base-image rebuilds, patching, access reviews, incident response and decommissioning.
Common pitfalls and fixes
Provisioning machines that cannot receive work
A fleet can be online yet unusable because its labels, resource class, OS, architecture or concurrency entitlement does not match the queued jobs. Keep runner definitions and workflow selectors under review, and alert on healthy-but-idle capacity.
Treating a persistent cache as a security boundary
Caches improve speed but can contain secrets, generated files or attacker-controlled content. Scope caches by trust level, avoid sharing sensitive paths across unrelated jobs and wipe disposable machines after use.
Giving every job broad network access
Private-network capability is valuable only when the route is controlled. Segment runner pools, restrict egress and use separate credentials for build, test and deployment stages.
Assuming autoscaling removes operations work
An autoscaler creates and deletes capacity; it does not patch the base image, rotate credentials, preserve logs, repair a broken cluster or explain why jobs are slow. Keep those tasks in the runbook.
Comparing only execution time
Include queueing, startup, cache warm-up, cleanup and failed-job recovery. A slightly slower isolated runner can be the better choice when it reduces incident risk and manual maintenance.
Bottom line for your CI workload
Choose CircleCI machine runner when CircleCI is already your workflow platform and the defining requirement is a full, customer-controlled host. Choose self-hosted GitHub Actions runners when GitHub Actions is already central to delivery and you need GitHub’s labels, groups and documented scaling options around your own machines.
For either choice, design the fleet as production infrastructure: separate trust zones, use ephemeral capacity where practical, scope credentials and network access, monitor queue and provisioning health, and budget for the people who operate it. Validate cost and speed with representative jobs on the actual hardware; the available documentation does not support a universal winner.
