When a Chromebook “bootloader unlock” is not working, first identify what you are trying to change: enable ChromeOS Developer Mode, disable firmware write protection, or install alternate firmware. These are different procedures. For most users, the intended change is Developer Mode; repeating its key sequence will not remove a carrier lock or firmware write protection.
Identify what you mean by “bootloader unlock”
Chromebooks do not have one universal bootloader-unlock switch. Developer Mode changes ChromeOS Verified Boot restrictions and provides more system access. Firmware modification is a separate, deeper change that depends on the exact model and may involve firmware write protection.

If you are trying to enable Developer Mode
Use the Recovery screen, not a normal startup
For a typical keyboard Chromebook, Google documents entering Recovery Mode by holding Esc + Refresh + Power. When the Recovery screen appears, press Ctrl + D to begin the Developer Mode transition on supported keyboard devices. Follow the on-screen prompt. Tablets use a different button procedure, and some models have their own recovery-entry sequence, so check documentation for the exact model if these keys do not open Recovery Mode.

Google’s recovery instructions describe the standard keyboard entry sequence: Recover your Chromebook. The Developer Mode guide covers the transition: ChromiumOS Developer mode.
Check whether an administrator manages the Chromebook
A school- or work-managed Chromebook may have enterprise policy that blocks Developer Mode. If the device is managed, contact the school or employer’s administrator. Do not try to bypass its management controls; repeated key presses will not override an administrator’s policy. ChromiumOS documents this restriction in its Developer mode guide.

Check for a carrier lock
Google states that Developer Mode is unavailable on a carrier-locked Chromebook. Contact the carrier, original user, or seller to resolve the lock. A Powerwash or reset is not a carrier unlock. See Google’s instructions for unlocking a carrier-locked Chromebook.

Switching into or out of Developer Mode wipes the device’s stateful partition, which includes user data. Copy important files somewhere else before you proceed; do not assume they will still be available afterward. ChromiumOS describes this as a “Mode Transition Wipe” in its Developer mode documentation.

If you mean firmware write protection or alternate firmware
Developer Mode may be one step in an alternate-OS setup, but it does not itself disable firmware write protection or guarantee that a Chromebook supports a particular alternate boot path. Firmware procedures and compatibility vary by model.
- Look up the exact Chromebook model and confirm that the firmware change you want is supported.
- Use model-specific documentation for any write-protection procedure. Do not assume your device has a write-protect screw or that a battery disconnect, jumper, or other hardware step applies.
- Do not open the Chromebook or remove components unless you have the right model-specific instructions and the necessary technical skill.
- Understand the risks before modifying firmware. ChromiumOS warns that unsupported system modifications may cause hardware, software, or security problems and may affect warranty coverage.

If ChromeOS is damaged, use recovery—not an unlock procedure
Recovery removes and reinstalls ChromeOS, permanently erasing files stored on the Chromebook’s hard drive, including downloaded files. Back up what you can before starting. Google’s recovery process can use a USB flash drive; if recovery media does not work, Google suggests trying another drive because some USB drives may not work well. A recovery drive repairs ChromeOS; it does not unlock Developer Mode or change firmware.
