They are connected layers, not usually two separate Google vaults. Whether a password is saved only on the phone or in your Google Account determines where else it can be used.
How Chrome and Google Password Manager fit together
Chrome handles password prompts and autofill while you browse. When Google is the selected autofill provider, Chrome can use credentials managed by Google Password Manager. The manager also covers supported app sign-ins and passkeys, so its reach is broader than the Chrome browser.

Think of Chrome as one place you use and manage credentials, and Google Password Manager as the Google service that stores and makes them available. The “Passwords” app or shortcut is another way to access Password Manager, not proof that a separate vault exists.

Where Android passwords are stored
A password saved while you are not signed in to Chrome can be stored locally on that device. If you are signed in and save it to your Google Account, it can be available on other devices signed in to that account. Not every password in Chrome automatically syncs: local-only credentials are not in the account vault. See Google’s instructions for managing passwords in Chrome on Android.
#1 Best Overall
Google Password Manager can manage credentials saved in an account or on a device, depending on how it is used. For account-saved credentials, management is available in Google Password Manager on Android, through Chrome, or at passwords.google.com. Google’s Android getting-started guide describes the service and its account and device options.
Choose which service Chrome uses to autofill
Android Chrome does not require Google as its autofill provider. You can select another service that has already been added in Android settings. Menu wording can differ by Chrome version or device, and a work or school administrator may control the choice.

- In Chrome, tap More > Settings > Autofill services.
- Choose Autofill with Google or Autofill using another service.
- Confirm the prompt to restart Chrome. If choosing another service, add that provider in Android settings first.
Google’s Chrome Android autofill instructions cover the provider setting and restart. A non-Google provider changes the source Chrome uses for autofill; it does not turn Google Password Manager into a competing Chrome vault.

Passwords, apps and passkeys
Google says passwords and passkeys can be used on sites and in apps across devices signed in to the same Google Account. If a device has multiple Google Accounts, an app may ask which account should receive a saved password. Details are in Google’s guide to using passwords and passkeys across devices.

Passkeys have additional Android requirements: Google’s instructions specify Android 9.0 or later and a screen lock. Android uses the device’s screen lock to access them. Google says saved passkeys are backed up and synced across Android devices; setting up a new device involves signing in and verifying with the lost device’s lock credential. See Google’s Android passkey guidance.

- Use Google Password Manager with Chrome if you want Google-managed credentials available across supported apps and devices signed in to your account.
- Choose another autofill provider if you already use a different manager and want Chrome to draw credentials from it. Check that the provider covers the apps and browsers you use and supports the passkeys you need.
- Check the save location if a password is missing on another device: determine whether it was saved to the Google Account or only on the original device.
Google documents the provider choice, but that guidance does not establish how named third-party managers compare. Availability of the setting and exact labels can vary with Android or Chrome releases, device configuration, and administrator policy.
