Chrome’s built-in full-page capture is available in DevTools: open the Device Mode toolbar, choose More options → Capture a full size screenshot, and Chrome captures content beyond the visible viewport. If the command is missing or capture is blocked, first check whether your browser is managed by an organization. A government website is not, by itself, evidence that screenshots are restricted.
Use Chrome’s full-page command, not the viewport capture
Open the page in Chrome, open DevTools, and turn on the Device Mode toolbar if it is not already visible. In the toolbar’s More options menu, select Capture a full size screenshot. Chrome distinguishes this from Capture screenshot, which captures only the visible viewport. The documented full-size command is intended to include page content outside that viewport.

If the command is missing or DevTools will not open
Check whether this is a managed browser before assuming the website is responsible. On managed Chrome installations, administrator policies can restrict DevTools according to the URLs of page frames. A page may include frames from more than one URL; under an allowlist configuration without a blocklist, every frame must match the allowlist. An unmatched frame can therefore prevent DevTools from opening for the page.

Ask your organization’s administrator to check its configured DevTools availability policy and the relevant page-frame URLs. Do not try to work around a restriction set by your organization. The Chrome Enterprise policy reference is DeveloperToolsAvailabilityAllowlist.
If Chrome says screenshot capture is restricted
Ask your administrator whether screenshot prevention is enabled for your managed browser or account. Google documents an administrator-controlled screenshot-prevention policy for qualifying managed environments with a Chrome Enterprise Premium license. The policy can apply to screenshots regardless of the capture method and supports URL exceptions. Follow your organization’s rules rather than switching methods to bypass the restriction.

Note the Chrome version and the extension’s exact error, then check with your administrator. Chrome for Developers announced stricter enterprise-policy enforcement for extensions that use chrome.debugger in Chrome 155, including host and screenshot restrictions. The announcement, published September 8 and updated September 16, 2026, scheduled Stable rollout for October 6, 2026. This is a version- and policy-dependent change, not evidence that every government site blocks screenshots.

If the image is incomplete or dynamic content is missing
First reproduce the capture after the page has finished loading. If content still does not appear, record which section is missing and whether it appears on the page before capture. The cause depends on the particular page and its behavior; the available documentation does not establish a government-site-specific fix for missing dynamic content.

When Headless Chrome is appropriate
For automated or command-line work, Chrome’s Headless documentation describes screenshot and PDF options. The basic screenshot flag is not, by itself, a complete full-page capture recipe; full-page output requires additional work. Use this route when you can configure and maintain a browser workflow, not as a way around an administrator’s screenshot restriction. See Headless Chrome.
