When Chrome cannot reach a public site over HTTPS, it asks before continuing to an insecure HTTP connection. A saved bookmark that explicitly starts with http:// may bring that prompt to your attention, but Google has not said bookmarks are affected more often than other kinds of links.
What Chrome 154 changes
Chrome tries to use HTTPS and, when a public site is unavailable securely, asks whether you want to continue over HTTP. The browser does not simply block every HTTP site: the prompt asks for your permission to proceed. Google’s Chrome 154 release notes list “Ask before HTTP on by default” and give September 22, 2026 as the stable release date. The notes say the change applies to Android, ChromeOS, Linux, macOS, and Windows unless otherwise noted.

Google first announced the planned default change on October 28, 2025. Its announcement says Chrome 154 was expected in October 2026; the release notes now document the feature as shipped. The prompt is a security safeguard, not proof that a site is malicious. HTTP does not protect the connection with HTTPS, so someone able to interfere with the network may be able to alter what loads or expose users to malware, exploitation, or social engineering. Google describes this risk in its Chrome Security announcement.

A bookmark whose saved address begins with http:// can initiate an insecure public-site navigation when opened. If the destination cannot be reached over HTTPS, Chrome may ask before continuing. This makes old bookmarks a practical place to encounter the change, particularly for sites you have not visited recently.

Google has not established that bookmarks will encounter prompts before typed addresses, search results, or other links. The bookmark angle is a likely user experience, not a measured ranking of which navigation method will be affected first.
Check and update saved links
- Open bookmarks and shortcuts for public sites you use, especially services where you sign in or enter personal information.
- Look at the address for an explicit
http://prefix. If the site offers HTTPS, use its secure address and replace the saved HTTP link. - If Chrome warns that the public site cannot be reached securely, continue only when you understand why you need that destination and trust the site and network. Otherwise, go back and contact the site owner.
Will Chrome warn on every visit?
No. Google says regularly visited insecure sites will not trigger repeated warnings; prompts are aimed at new or not recently visited insecure destinations. The announcement does not guarantee a particular prompt frequency for every user, so individual experience may vary.

Google reported that in its Chrome 141 experiment the median user saw fewer than one warning per week, while the 95th-percentile user saw fewer than three per week. It also said warnings accounted for considerably less than 3% of navigations. These are Google’s experiment estimates, not independent measurements or a promise about an individual’s usage.

Does the setting cover routers and company intranets?
The default change concerns public websites. Local device pages and company services may use private-network addresses or single-label hostnames, and often cannot obtain publicly trusted certificates. Google distinguishes the public-sites mode from a broader option that warns on any insecure site; the broader mode can affect local or internal workflows.

| Mode | Destinations covered | Practical trade-off |
|---|---|---|
| Public-sites mode | Public websites reached over insecure HTTP | Protects public connections while reducing prompts for people who use private services. |
| All-sites mode | Public and private insecure destinations | Extends warnings to local and internal services, which may disrupt workflows when those destinations lack publicly trusted certificates. |
Google’s managed Chrome documentation describes the modes and enterprise controls. If a router’s administration page or an intranet service uses HTTP, the relevant question is whether it is included by the chosen mode and whether your organization has configured an exception—not simply whether Chrome has changed its default for public sites.
What website owners should do
Move public pages to HTTPS and check links, redirects, and saved URLs that still point to HTTP. An HTTP-to-HTTPS redirect does not remove the initial insecure navigation: the browser must first make the HTTP request. Google recommends enabling “Always Use Secure Connections” early to identify HTTP destinations users may still depend on, then deploying HTTPS.

What Chrome administrators should review
Chrome 154’s release notes name the HttpsOnlyMode enterprise policy. Google’s managed Chrome guidance also documents HTTPAllowlist for exceptions. Before setting behavior across an organization, review whether users need private services or local device pages and test those workflows. The public-sites-only and all-sites modes have different coverage; an allowlist may be appropriate for specific managed exceptions.
Who has already seen the change?
Google said in its 2025 announcement that it would enable the public-sites variant for more than 1 billion users who had opted into Enhanced Safe Browsing in Chrome 147, ahead of the broader Chrome 154 default rollout. That describes Google’s stated rollout population, not a count of people guaranteed to receive a prompt or evidence that every Chrome installation changed at the same time.
