The right time clock for facilities staff depends on where employees start work and how they move between assignments. A fixed building often suits a clock at a staff entrance; a shared tablet can serve as a kiosk; and mobile clocking may fit rounds across buildings or off-site work if employer policy allows it. In every setup, plan for accurate records, payroll review, missed-punch corrections, and the connectivity and location limits at each site.
This guide uses the U.S. federal baseline. State and local rules, contracts, and collective-bargaining agreements may add requirements.

What federal rules require of time records
For covered non-exempt employees, the Fair Labor Standards Act requires employers to keep complete and accurate records of hours worked and wages paid. It does not require a particular clock, device, or record format. Required records include employee-identifying information, hours worked each day and workweek, wage rates, straight-time and overtime earnings, deductions, pay period, and payment date. DOL guidance says payroll records generally should be retained for at least three years, while records used to calculate wages, such as time cards, generally should be kept for two years. Check applicable state, local, contract, and collective-bargaining rules before treating a retention period or rounding practice as universal. Rounding to customary increments is not permission to discard work time: DOL discusses it only where the practice averages out and does not fail to count time actually worked.

Choose a clocking method that fits the work pattern
Facilities teams may work at one building, rotate among several, make rounds, or report to contracted or off-site assignments. Start by mapping where employees actually begin and end work, then choose the clocking point and controls around that pattern.

DOL recognizes employee-recorded hours and timekeeper records as possible methods when records remain complete and accurate. A device alone does not provide that assurance; the organization still needs a dependable process for reviewing and correcting time before payroll.
Dedicated clock at a facility
A physical clock can give employees a consistent, shared clocking point. ADP describes a dedicated kiosk that can be mounted and powered and can log punches offline within its own product ecosystem. That product description does not establish that another vendor’s device has the same capabilities, so confirm offline behavior, payroll connection, and support with the provider.

A compatible shared tablet can function as a kiosk without a purpose-built terminal. ADP describes a kiosk app for this use. Compatibility is not automatic: check the timekeeping provider’s current device and OS requirements, app availability, network needs, installation process, and responsibility for maintenance. An Android tablet is one possible device category, not a guarantee that any particular model will work with a given service.

Mobile clocking at approved sites
Mobile clocks can reduce the need to return to one terminal between assignments, but location controls need to match real work conditions. OnTheClock describes GPS verification and geofencing for approved sites. These are vendor-described features, not proof that a system will fit every site or prevent all inaccurate or remote punches. Test real locations and exception cases, and decide what location information is collected and how an employee can challenge or correct a failed check.
Set identity, location, and exception controls
Convenience is only one part of selection. Decide how the system identifies staff, what happens when a punch fails, and who resolves discrepancies before hours reach payroll.
- Identity: Compare badge, PIN, or other available methods with the way staff enter each site. If considering biometric options, assess workforce policy and privacy implications before enabling them.
- Clocking location: Choose among a physically placed clock, approved-site rules, GPS or geofencing, or no location restriction. Define how employees report a valid punch rejected by a location check.
- Missed punches: Establish how an employee requests a correction, what evidence or explanation is required, who approves it, and how the audit trail is retained.
- Employee visibility: Make it practical for staff to review their recorded hours and raise errors before payroll is finalized.
- Supervisor review: Set a routine for checking exceptions, approvals, schedules, and hours—not just a last-minute review at pay-period close.
Location verification and biometric identification are controls, not guarantees of accurate attendance. They do not replace a clear correction path or a supervisor’s review.
Verify connectivity, payroll, and deployment details
Before choosing a system, walk through a normal shift and a problem shift at each work location. A clock that works at headquarters may not behave the same way in a basement, remote building, or outdoor assignment.

- Connectivity: Ask whether punches can be captured offline, how they are queued, when they synchronize, and how supervisors can identify a delayed or failed sync. Validate this at the actual sites.
- Payroll and operations: Confirm integration or export to payroll, employee and job/location codes, schedules, break rules, overtime handling, supervisor approvals, and the audit trail.
- Hardware and upkeep: Include devices, mounts, power, network access, replacement responsibility, support, and training in the deployment plan.
- Policy and access: Decide whether staff may use personal phones, whether a shared device is accessible to everyone, and which sites or roles may use each clocking method.
Use local policy examples as examples, not universal rules
Facility employers may set their own clock-in locations and phone-use rules. For instance, UA Little Rock Facilities Management describes use of TimeClock Plus, assigned workstations or a time clock, mobile clocking only with written supervisor approval in specified circumstances, and daily supervisor review and approval. Weber State Facilities Management’s procedure describes its time-and-attendance system and prior written permission for cell-phone time entry. The page identifies an issue date in 2012 and a revision dated February 27, 2020, so confirm its current applicability before relying on it as institutional policy. A practical selection sequence
- Map the work: List buildings, entrances, rounds, off-site jobs, shifts, and locations with weak or intermittent connectivity.
- Choose a clocking point: Decide whether each group needs a fixed clock, shared kiosk, mobile access, or a paper or employee-recorded fallback.
- Set controls and policy: Define identity checks, approved sites, phone rules, location-data practices, correction requests, approvals, and employee access to recorded hours.
- Test failure cases: Check offline punches and synchronization, a missed punch, a rejected location check, a schedule or job-code change, and a payroll export using representative sites and staff roles.
- Confirm ongoing ownership: Assign responsibility for reviewing exceptions, maintaining devices, training employees, and resolving payroll discrepancies.
For a multi-site team asking how to prevent staff from clocking in remotely from home, no single device feature establishes that outcome in every circumstance. Compare the combination of approved-site controls, physical clock placement, employee policy, exception handling, and supervisor review against the actual work locations before selecting a system.
