Ten adaptive or risk-based authentication offerings are supported by current official vendor material reviewed on October 8, 2026. They are not a tested ranking, and the evidence does not validate eleven current products: a 2022 study mentioned an additional vendor, but its historical reference is not enough to confirm that vendor’s current product, features, or pricing. The right choice depends on whether you protect employees or customers, which signals and access decisions you need, how your applications integrate, and what your license actually includes.

What adaptive or risk-based authentication does

Adaptive authentication evaluates sign-in context to decide whether a user can continue, should prove their identity with an additional factor, or should be denied. Depending on the product, context can include a device, network or location, behavior, sign-in history, or IP reputation. Vendors do not all use the same signals, expose the same explanations, or make decisions in the same way.

It is related to, but not synonymous with, multifactor authentication (MFA). MFA asks for more than one proof of identity; adaptive policies determine when to ask for additional proof and, in some products, which factors are permitted. Responses can range from allowing a sign-in to requiring MFA or blocking access. Some policies can also allow a passwordless flow.

Compare the ten currently documented options

The table summarizes the product scope and qualifications established in official vendor material accessed October 8, 2026. It is a comparison of documented fit, not a performance ranking. Prices are vendor-published terms, not a like-for-like estimate of total deployment cost.

Offering Best-fit context and documented capabilities Availability or pricing qualification
Cisco Duo Risk-Based Authentication Workforce MFA. Can restrict factor choice based on risk and adjust remembered-device sessions. Risk-Based Factor Selection applies to Universal Prompt web applications and the named Duo Auth API application; it is not supported for Windows Logon or Duo Unix. Risk-based capabilities are available in Duo Advantage and Premier. The vendor marketing page lists Advantage at $6 per user/month and Premier at $9 per user/month; verify region, billing basis, and feature entitlement.
Okta Adaptive MFA Workforce sign-in policies can use contextual and historical risk. Actions can include allowing or denying access, requiring MFA, or using passwordless authentication. Okta’s pricing page lists Essentials at $17 per user/month and identifies Adaptive MFA in its plan comparison. Do not treat that base-tier price as the total cost or assume lower tiers include equivalent features.
Auth0 Adaptive MFA Customer identity. Uses a login risk score to determine when to challenge with MFA, and Actions can customize the flow. Email availability is relevant to a documented enrollment edge case. Documentation requires an Enterprise Plan plus the Adaptive MFA add-on; no general feature price was established.
PingOne Adaptive MFA Customer and workforce contexts. Supports contextual MFA; the customer plan lists FIDO2 keys among factor options. PingOne for Customers Plus is listed at $6 per user/month with an annual contract and a 5,000-user minimum. Confirm eligibility and terms for your region and deployment.
Microsoft Entra ID Protection A candidate to evaluate in Microsoft identity environments, where risk detections can feed adaptive access policies. Microsoft lists Entra ID P2, Entra Suite, or Microsoft 365 E5 as licensing routes. Confirm the entitlements available in your tenant.
SecureAuth Connect Adaptive Authentication Configurable level-of-assurance threshold, with risk domains covering device, location or network, and behavior. A current public price was not established in the reviewed documentation.
Amazon Cognito Adaptive Authentication Developer-oriented customer identity. Supports risk levels and configurable Allow, Optional MFA, Require MFA, and Block responses; implementation of context collection matters. AWS says some context-data capabilities are restricted to the Plus feature plan. Confirm current feature-plan costs and application requirements.
IBM Verify Adaptive Access Workforce and customer scenarios. Performs continuous assessment for web and mobile using Trusteer-backed signals, including device hygiene, behavior, and threat intelligence. IBM documentation says Adaptive Access is unavailable to FedRAMP customers. A current price was not established.
OneLogin SmartFactor Authentication Workforce adaptive login using a real-time Vigilance AI risk score and location, device, and behavior signals. The product page does not state a public price for the adaptive feature; request a current quote.
RSA ID Plus with RSA Risk AI Enterprise identity across cloud, hybrid, and on-premises environments. RSA describes Risk AI as dynamically assessing behavioral characteristics; hardware tokens are among RSA’s authentication options. A current price for the adaptive feature was not established in the reviewed product pages.

How to choose for your identity population

For employee and workforce sign-ins

Start with the identity platform and application estate you already operate. Duo, Okta, Microsoft Entra ID Protection, SecureAuth, IBM Verify, OneLogin, and RSA describe workforce or enterprise use cases. Compare the applications and sign-in methods each policy can actually cover—not just the product’s broad identity label. Duo’s documented application limits are a concrete example: its Risk-Based Factor Selection does not apply to Windows Logon or Duo Unix.

For a Microsoft-centered identity environment, Entra ID Protection is worth evaluating because its risk detections feed adaptive access policies. The licensing route still needs to be confirmed for the specific tenant. For hybrid or on-premises requirements, ask vendors to map the exact authentication flow and deployment components; broad cloud, hybrid, or enterprise positioning alone does not establish support for every application.

Rank #2
Yubico - Security Key NFC - Basic Compatibility - Multi-Factor Authentication (MFA) Key, Connect via USB-A or NFC, FIDO Certified
  • POWERFUL SECURITY KEY: The Security Key NFC is the essential physical passkey for protecting your digital life from phishing attacks. It ensures only you can access your accounts.
  • WORKS WITH 1000+ ACCOUNTS: Compatible with Google, Microsoft, and Apple. A single Security Key NFC secures 100 of your favorite accounts, including email, password managers, and more.
  • FAST & CONVENIENT LOGIN: Plug in your Security Key NFC via USB-A and tap it, or tap it against your phone (NFC) to authenticate. No batteries, no internet connection, and no extra fees required.
  • TRUSTED PASSKEY TECHNOLOGY: Uses the latest passkey standards (FIDO2/WebAuthn & FIDO U2F) but does not support One-Time Passwords. For complex needs, check out the YubiKey 5 Series.
  • BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.

For customer identity

Auth0 Adaptive MFA and Amazon Cognito Adaptive Authentication are customer-identity-oriented options. PingOne covers customer as well as workforce contexts. Check how each integrates with your application, how context is collected, and whether the feature plan or add-on matches your expected users and sign-in volume. Cognito’s documented response choices are particularly explicit: Allow, Optional MFA, Require MFA, or Block.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For mixed populations

PingOne and IBM Verify document both workforce and customer scenarios. That does not by itself mean one policy, enrollment process, or license will serve both populations. Evaluate employee and customer flows separately, including factor enrollment, support ownership, recovery, and the applications each population uses.

What to compare beyond the feature name

  • Signals and explanations: Ask which device, network, location, behavior, history, or reputation inputs are used for your deployment, what administrators can inspect in sign-in records, and whether a decision can be explained to an operator. Do not assume two vendors’ “risk scores” measure the same thing.
  • Policy outcomes: Confirm whether policy can allow, deny, step up to MFA, restrict factor choice, or permit passwordless authentication. Make sure the controls you need apply to the protocols and applications in scope.
  • Integration and deployment: Validate support for your identity provider, application protocols, SDKs, web and mobile flows, and any hybrid or on-premises components. Record exclusions and environment restrictions, including IBM’s stated FedRAMP unavailability.
  • Factor enrollment and recovery: Identify how users enroll allowed factors, recover when a device is lost, and get help when a legitimate sign-in is challenged. Decide who can provide a controlled administrative bypass and how that action is logged.
  • Licensing: Separate base-plan pricing from feature add-ons, required tiers, annual commitments, seat minimums, regional availability, and negotiated quotes. Ask the vendor to confirm the exact entitlement in writing for the tenant and applications being evaluated.

Can a security key be used for step-up authentication?

Yes, in documented product configurations. Duo lists WebAuthn FIDO2 roaming and platform authenticators among secure factors, and Ping lists FIDO2-bound biometrics and security keys. Whether a particular key works depends on the product’s policy, the user’s enrollment, and endpoint and browser support. Check connector and platform compatibility, and confirm that the key is an allowed factor before making it part of a step-up policy. These examples do not establish that every product in the table supports every security key.

How to roll out risk-based policies safely

  1. Map coverage first. Inventory the applications, authentication protocols, user groups, and devices that must be protected. Check vendor-specific exclusions before enabling a policy.
  2. Define decisions and fallback paths. Specify which situations allow access, require a stronger factor, or block access. Set enrollment, account recovery, support, and administrator bypass procedures before users encounter a challenge.
  3. Inspect decisions before enforcing them where possible. Duo offers a preview mode so administrators can see which authentications would have stepped up. Its documentation cautions that the algorithm uses both historical and live data, which can make policy impact difficult to predict. Use a preview or audit facility when available, then review sign-in events and user impact before enforcement.
  4. Test legitimate and risky scenarios. Exercise expected work locations and devices, new or changed devices, factor loss, recovery, and denial flows. Validate outcomes against the policy you intended rather than relying only on a displayed risk label.
  5. Monitor after enforcement. Review challenge and denial events, support requests, and factor enrollment. Adjust thresholds or policy scope when evidence shows that a legitimate workflow is being interrupted or an application is outside the intended coverage.

What the “11 tools” count can—and cannot—mean

The ten products above have current official product or documentation support in the material accessed October 8, 2026. A 2022 USENIX paper also named CyberArk among access managers with risk-based authentication at that time. That older mention does not establish a current product name, feature status, or price, so CyberArk is not counted as an eleventh verified current option here. This comparison should not be read as a tested ranking or as evidence that the ten offerings perform equally.
