Official policy describes a framework of records, information sharing, evaluations, regulatory oversight, incentives and legally grounded consequences. What applies depends on the person or organization, the relevant authority and the specific rules.
What does “social credit score” mean?
The official policy term is “social credit system” (社会信用体系). It refers to an information and policy framework intended to record and use credit-related information across different kinds of entities. That can include government bodies, businesses, social organizations, people in certain occupational categories, and judicial or enforcement actors. The framework is broader than a personal score.

In March 2025, the General Offices of the CPC Central Committee and State Council issued a guideline setting out 23 measures. It calls for shared rules and information infrastructure, expanded coverage, credit evaluations, differentiated oversight, credit repair and continued development of credit services. Xinhua’s March 31, 2025 report describes the guideline and the policy challenges it addresses.

The cited official documents do not establish a single national score, universal scoring formula or one number covering every citizen’s daily activities. They describe different records, evaluations and lists, maintained or used by different authorities and in particular contexts.
#1 Best Overall
The 2025 guideline allows qualified localities or departments to evaluate natural persons in certain contexts, including as a reference for incentives for trustworthy conduct. It also expressly bars non-credit information and personal private information from those evaluations. The guideline’s provisions should not be mistaken for evidence that every person receives a score or that implementation is uniform across China.
How does the system work?
The framework links information and administrative processes; it is not a single scoring mechanism. The 2025 guideline and the State Council’s December 2020 guidance describe several distinct components:
- Records and information: Authorities define public credit information within their legal and policy authority and manage it through catalogues. Policy also calls for information-sharing infrastructure. Market credit information is another category.
- Evaluations and oversight: Departments may assess credit-related information in defined contexts. The 2025 guideline describes business credit assessments and risk-based, differentiated supervision; it also permits certain natural-person evaluations under specified conditions.
- Incentives and consequences: Official guidance provides for incentives for trustworthy entities and consequences for serious dishonesty, subject to legal authority and applicable procedures. A record or evaluation does not, by itself, establish that a particular penalty applies.
- Serious-dishonesty lists: These are not interchangeable with a universal score. The 2020 guidance says lists need authorized scope and standards, with notice and objection procedures; restrictions must be legally grounded and proportionate.
- Credit repair: Eligible subjects may seek repair after correcting the conduct and addressing its effects. Depending on the case, qualifying repair can lead to removal from a list or the end of public disclosure. The 2025 guideline calls for a unified repair system.
- Privacy and information security: The guidance sets legal limits on collecting, sharing and disclosing information and recognizes privacy and commercial-secret protections. The 2025 guideline also calls for information-security safeguards.
How is this different from a financial credit score?
A financial credit score is generally used to assess borrowing or repayment risk. China’s social credit system is a broader policy framework that includes public and market information, administrative records, evaluations and regulatory processes. Those categories may intersect in practice, but the official documents distinguish them rather than treating every financial score, government record or enforcement action as one system or one number.

| Local or sectoral evaluation | A specific assessment used by a qualified locality or department under its applicable rules. |
| Serious-dishonesty list | A rule-governed list tied to specified conduct and procedures, not a universal personal score. |
What the official rules do—and do not—tell us
The State Council’s December 2020 guidance says information collection and disclosure need a lawful basis, and that penalties must be authorized and proportionate. It also describes notice, objection and repair procedures. These are official rules and guidance, not proof that every local or sector-specific practice always follows them.

- Used Book in Good Condition
The March 2025 guideline calls for broader coverage and more unified systems while directing authorities to prevent credit-management measures from extending beyond appropriate limits. Its publication does not demonstrate that practices are identical across regions or sectors. The documents explain the intended framework; they do not establish a complete account of every local implementation.

When people say “China’s social credit score,” they usually mean the country’s broader social credit system. That system includes multiple types of records, evaluations, lists and administrative uses. Whether a particular record or consequence applies depends on the relevant rules and authority—not on a single universal score assigned to every citizen.
