China’s reported policy guidelines pair support for strategic technology and artificial intelligence with warnings against blind investment and excessive expansion in emerging industries. The approach seeks to accelerate AI development while discouraging “swarm-like” rushes into high-tech sectors and setting out monitoring, risk-warning, and emergency-response measures. The details below summarize a Reuters report published by The Business Times on 9 October 2026; the report does not reproduce the full guidelines.

What China’s reported guidelines say

The guidelines, as described in The Business Times’ 9 October 2026 report, frame technology policy as a balance: build strategic industries and new productive forces, but avoid undisciplined investment that leads to redundant projects or excessive capacity.

The report says the guidelines warn against blind investment, excessive expansion, industrial hollowing-out, and “swarm-like” entry into high-tech sectors. They also describe developing new productive forces as “an inherent requirement and an important focus for promoting high-quality development.” The report attributes that statement to the guidelines, citing Xinhua, rather than to a named official.

These phrases signal concern about the quality and coordination of investment, not a stated ban on investment in emerging technology. The report provides no numerical measure of the scale of bubbles or of the expected effect of the policy.

How the AI agenda combines expansion and safeguards

Development priorities

The report says the guidelines call for breakthroughs in AI theory and core technologies, stronger supplies of computing power, algorithms, and data, and national pilot bases for industrial AI applications. These priorities point to both foundational capabilities and deployment in industry.

Risk controls

To keep AI “safe, reliable and controllable,” the report says the guidelines call for technology monitoring, risk warnings, and emergency-response systems. It does not specify how these systems would operate, which agencies would run them, or what actions might follow a warning.

The two sides of the agenda are linked but not quantified: the report describes both faster AI development and greater attention to risk, without saying how officials will weigh those aims when they conflict.

What the 2025 AI Plus policy adds as context

A separate State Council policy, dated 21 August 2025 and published by the Cyberspace Administration of China on 27 August 2025, set out an “AI Plus” agenda across science and technology, industry, consumption, people’s welfare, governance, and global cooperation. It is useful context for the development goals, but the available sources do not establish that the 2026 guidelines continue or implement that policy.

The 2025 policy also calls for safety measures across models and algorithms, data, infrastructure, and applications. It identifies risks including black-box behavior, hallucinations, and algorithmic discrimination, and calls for AI technology monitoring, risk warnings, and emergency response. Those provisions belong to the 2025 policy; they should not be read as details independently confirmed in the 2026 guidelines.

The 2025 policy set adoption targets for new-generation intelligent terminals and AI agents of more than 70 percent by 2027 and more than 90 percent by 2030. These are policy targets, not verified adoption results or figures reported for the 2026 guidelines. The policy text is available from the Cyberspace Administration of China.

What is—and is not—known about implementation

The Business Times report says the Communist Party and cabinet issued guidelines on 9 October 2026, but it does not link to their full text. The reviewed material therefore does not establish the guidelines’ exact legal force, implementation timetable, responsible agencies, enforcement arrangements, or penalties. Those details cannot be inferred from the broad policy aims in the report.

Risk-control language also predates this report: China’s 2017 New Generation Artificial Intelligence Development Plan called for risk assessment and prevention, monitoring and early warning, and a transparent AI regulatory system. That history shows earlier policy attention to AI risks; it does not demonstrate how the 2026 guidelines will be put into effect. The 2017 plan is published on the Chinese government website.
