Ransomware insurance is usually part of a broader cyber insurance policy, not a standardized policy that automatically pays to unlock files or restore a business. A cyber policy may cover incident response, data recovery, business interruption, certain extortion costs, and liability claims—but the contract’s limits, exclusions, security conditions, and claim procedures determine what is covered.
Traditional commercial property and general liability policies often leave cyber losses out, though some business policies include limited cyber coverage. Check the specific wording rather than relying on a policy label.

Is ransomware insurance different from cyber insurance?
Usually, “ransomware insurance” describes coverage for ransomware-related losses within a broader cyber insurance policy. Policy forms vary, so the phrase does not guarantee a particular benefit or identify a standardized standalone product. The National Association of Insurance Commissioners (NAIC) says cyber policies are highly customized for clients. NAIC: Cybersecurity
Cyber insurance can have two broad sides: first-party coverage for the insured business’s own costs, and third-party coverage for claims made by customers or others. A policy may include both, but the covered events and expenses depend on its terms. Insurance Information Institute: Cyber insurance

First-party costs
Depending on the policy, first-party coverage may address incident response, investigation, legal advice, data restoration or recreation, business interruption, and certain extortion expenses. Verify the trigger for each benefit and which expenses qualify; a general promise to cover “recovery” may not include every cost your business incurs.
Third-party claims
Third-party coverage may help with defense costs and liability when customers or other parties bring covered claims related to a cyber incident. Check which claim types are included rather than assuming all privacy, security, or service-disruption allegations are covered.

Does business insurance cover ransomware?
Often, not under ordinary commercial property or general liability coverage alone. The NAIC says most such policies do not cover cyber risks. Some business policies may provide limited coverage for particular cyber events, so the answer depends on the policy form and endorsements. NAIC: Cybersecurity

Will insurance pay the ransom?
It may cover ransom payments or related extortion expenses, but payment is not guaranteed. The NAIC says many policies cover ransom payments, extortion-related expenses, and repair costs, while insurers typically require notification before payment. A policy may impose consent requirements, a sublimit, exclusions, or other conditions; failing to follow required procedures may jeopardize a claim. NAIC: Ransomware
Before an incident, find the policy’s exact process for contacting the insurer, using approved incident-response providers, and seeking authorization for any payment. A ransom benefit is not the same as a promise that the insurer will pay every demand or reimburse a payment made without satisfying policy conditions. Legal restrictions may also affect whether a payment can be made.

What should you check in a cyber insurance policy?
Compare the actual contract, not just the premium or the word “ransomware” in a product description. These terms can materially change the protection available:
| Policy area | What to verify |
|---|---|
| First-party costs | Whether incident response, investigation, legal advice, restoration or recreation of data, and business interruption are covered; check each benefit’s trigger and eligible expenses. |
| Extortion | Coverage for negotiator costs and ransom payments, the applicable sublimit, notice and consent requirements, and legal or policy restrictions. |
| Third-party liability | Covered claim types, defense costs, and liability for claims by customers or other parties. |
| Limits and retention | The overall policy limit, any ransomware-specific sublimit, deductible or self-insured retention, and coinsurance. NAIC reports that sublimits and increased deductibles are part of the cyber insurance market. NAIC Cyber Insurance Report (2024) |
| Security conditions | Required security controls, how compliance is assessed, and the consequences of failing to maintain required measures. NAIC: Ransomware |
| Exclusions | War or hostile-act language, failure-to-maintain-security wording, and definitions of covered cyber events. Application depends on the exact language and facts of a claim. NAIC Cyber Insurance Report (2024) |
| Timing and territory | For claims-made coverage, the retroactive date and any reporting requirements; also confirm that the policy’s geographic scope fits the business. NAIC 2023 Cyber Report |
| Other business policies | Whether property, general liability, or business interruption coverage addresses cyber-triggered losses, and how it coordinates with the cyber policy. |
Why do ransomware figures matter—and what do they not tell you?
NAIC’s 2025 ransomware overview reports that the FBI Internet Crime Complaint Center (IC3) received 859,532 complaints and recorded $16.3 billion in reported losses in 2024. Within that reporting, IC3 received 3,156 ransomware complaints with losses exceeding $12 million; ransomware complaints rose 9% from 2023. These are reported complaints and losses, not a count of every incident or an estimate of what insurers paid. NAIC: Ransomware

The same NAIC overview reports nearly $15 billion in global cyber insurance premiums in 2024, up 7% year over year, and $16.6 billion in U.S. cyber insurance market volume. Those market figures describe the insurance market, not the price or likely recovery for an individual business. NAIC: Ransomware
NAIC also cites Cybereason’s Ransomware: The Cost to Business Study 2024, which found that 78% of organizations in the cited study population that paid a ransom were targeted again. That result is specific to the study population; it should not be read as a universal probability for every victim. NAIC: Ransomware
How does insurance fit into ransomware readiness?
Insurance transfers some financial risk; it does not prevent an attack or replace operational preparation. NAIC presents cyber insurance as one mitigation step and emphasizes robust security controls. Maintain reliable backups, document response responsibilities, and know how to contact your insurer and incident-response providers before a crisis. NAIC: Ransomware
Ransomware can also create regulatory reporting or disclosure obligations. For example, NAIC notes that SEC rules effective in 2024 require public companies to disclose material cyber incidents within four business days of determining materiality. This is limited to the described public-company context; businesses should get current legal advice about their own obligations. NAIC: Ransomware
