Neither service is a blanket privacy winner. OpenAI and Anthropic both say business data is not used to train their generative models by default. The sharper distinction is the level of administration documented for each plan: ChatGPT Business offers core identity and workspace controls, while Anthropic lists a broader set of audit, provisioning, and retention features for Claude Enterprise. Choose based on the controls your organization actually needs—and verify the current plan terms before committing.

What the training commitments do—and don’t—tell you
Both companies make a business-data commitment, but these are vendor statements about their respective business offerings, not independent findings about every product tier or configuration. OpenAI says, “OpenAI won’t train on your workspace’s data.” Anthropic says, “Anthropic does not use the data to train generative models.” Read the linked statements alongside the applicable business terms for the exact service you plan to deploy.
A no-training default answers one question: whether submitted business data is used to train generative models. It does not by itself specify who within your organization can access that data, how long it is retained, where every processing step occurs, or what an administrator can retrieve. Those questions depend on sharing settings, administrator features, retention configuration, and contract terms.

Member privacy is different from administrator access
ChatGPT Business
OpenAI’s Business privacy guidance says members do not automatically see one another’s private chats. Analytics and spend controls are not transcript-reading tools. However, workspace sharing is a separate matter: members can share links to chats, and the Business plan does not include the Enterprise-only control to disable shared links across the workspace. Claude for Work
Claude projects have configurable visibility: private to the creator, shared with selected members, or available across the organization. A project’s visibility is not the same as every chat being visible to coworkers; Anthropic says chats are not shared by default. For Enterprise customers, however, the Compliance API is documented as including activity logs, chat histories, and file content. Admin controls: decide whether Business or Enterprise fits
The main practical distinction is not simply which vendor lists more controls, but whether the plan being purchased supports the organization’s identity, provisioning, audit, and oversight requirements. OpenAI distinguishes several advanced controls as Enterprise features, while Anthropic’s cited list of SSO/domain capture, JIT, SCIM, audit logs, custom retention, and Compliance API is specifically for Enterprise. - For a smaller workspace prioritizing baseline administration: assess whether ChatGPT Business’s documented roles, SAML SSO, MFA, GPT controls, and usage analytics are sufficient without the Enterprise-only options.
- For centralized identity lifecycle management or audit review: verify the exact provisioning, logging, and role capabilities included in the specific tier and contract. Feature names alone do not establish the scope of logs, retention, or administrator access.
- For sensitive internal data: establish who can access Compliance API output or other administrative data, how access is approved, and how those records will be governed.
Residency and retention are separate questions
Data residency describes where specified data is stored; it does not automatically mean that requests are processed in the same region. OpenAI says Business residency availability is rolling out rather than universal, and its current description limits the residency commitment to primary customer content at rest. It also says abuse-monitoring logs remain in the United States and notes a limited-time U.S. copy. Anthropic lists custom retention for Enterprise, but the cited overview does not establish exact periods or an equivalent regional residency commitment. What to verify before choosing
- Match the plan to the required controls. Ask each vendor to confirm availability for your exact plan, seat type, and contract—not just whether a capability exists somewhere in its product lineup.
- Map the data lifecycle. Determine how training exclusions, chat and file retention, deletion, export, and administrative access apply to your organization’s data.
- Test identity and governance requirements. Confirm SSO, provisioning, roles, audit coverage, and the scope of any administrator-facing data interface you need.
- Check sharing defaults against policy. Review how members share chats or projects and whether workspace-wide controls meet your requirements.
- Review regulated-use terms directly. Neither broad security language nor a list of certifications proves that a particular deployment meets your legal obligations.

Regulated workloads: don’t assume a BAA
Anthropic expressly excludes general Claude for Work Team and Enterprise plans from its Business Associate Agreement coverage. Its BAA applies only to qualifying HIPAA-eligible services and qualifying configurations, so a standard Team or Enterprise subscription should not be treated as BAA-covered. Choose based on the control gap you need to close. ChatGPT Business may fit an organization whose requirements are met by its documented baseline workspace and identity features. Claude Enterprise may be a stronger candidate where the documented provisioning, audit, custom-retention, or Compliance API capabilities are required. Those observations are not a universal ranking: the relevant comparison is between the features, settings, and contractual commitments available to your organization on the plans you are actually considering.
