YouTube’s current live encoder guidance specifies constant bitrate (CBR). Variable bitrate (VBR) can use bits more efficiently in some workflows, but it is not a universal upgrade for ordinary live ingest.
What CBR and VBR mean
CBR: a steady target rate
Constant bitrate aims to keep the encoded stream near a consistent bitrate over time. This makes the data rate more predictable for a conventional live connection, though the encoder still has to represent scenes with different levels of detail and motion.

VBR: a rate that can vary
Variable bitrate allows the encoder’s output rate to rise or fall according to content complexity, within the mode’s configured limits. It can spend more bits on demanding scenes and fewer on simple ones. The actual behavior depends on the encoder, its target or maximum bitrate settings, and the delivery pipeline.
Which mode should you choose?
For YouTube Live
Use CBR for a conventional YouTube live stream because Google’s published live encoder settings specify “Bitrate encoding: CBR.” Follow YouTube’s current recommendations for your chosen codec, resolution, and frame rate rather than selecting a bitrate from a different configuration.

YouTube’s encoder guidance also covers RTMP/RTMPS, H.264, H.265/HEVC and AV1, supports up to 60 fps, and recommends a two-second keyframe frequency that should not exceed four seconds. These are related encoder settings, not substitutes for choosing the appropriate bitrate mode.
For other platforms
Check the destination platform’s current ingest specification first. Twitch’s 2013 article advocated CBR in the delivery context it described, but that historical article alone does not establish a current universal Twitch rule. The available current evidence here does not establish Twitch’s present-day ingest requirements, so do not infer a current setting or bitrate from the old article. Confirm the latest Twitch guidance before configuring a stream.
For segment-based adaptive-bitrate delivery
VBR can be useful when the encoder is aware of a segment-based adaptive-bitrate (ABR) workflow and the delivery system can use its variable output. Twitch’s 2017 engineering discussion describes VBR benefits in that specific live ABR context: it can provide more stable quality and save bits when encoding is designed for the workflow. That is different from sending one conventional live stream to a platform ingest endpoint.

Why the delivery workflow matters
A bitrate mode cannot be judged in isolation. Consider whether the stream goes directly to a platform as a single live ingest or is encoded for segment-based ABR; whether the encoder uses a target and maximum bitrate; how much stable upload capacity is available; and whether the platform transcodes the incoming stream.
Transcoding means creating alternate feeds, commonly with different resolutions, frame rates, or bitrates. The OBS explanation of transcoding describes platform differences, including YouTube’s transcoding of all streams. When a platform creates multiple viewer renditions, that does not mean the encoder should ignore the platform’s ingest guidance.
Set the mode in OBS without guessing at the bitrate

Check the destination’s current live encoder specification. For YouTube, use its published live encoder settings and match any bitrate recommendation to the codec, resolution, and frame rate you intend to send.

In OBS, open Settings and select Output. If necessary, change Output Mode to Advanced so the encoder’s rate-control options are available.

Choose the encoder you intend to use and set its rate control to CBR for a platform-directed conventional live stream when the destination recommends it. OBS labels and available options can vary with the selected encoder.

Set the bitrate using the destination’s recommendation for that exact output configuration, then set resolution, frame rate, and keyframe interval to match its guidance. For YouTube, the published guidance recommends a two-second keyframe frequency and says it should not exceed four seconds.

Save the settings and verify the live preview or stream health in the destination’s interface before relying on the stream. If the platform reports ingest or connection problems, troubleshoot the configured bitrate and upload capacity rather than switching modes on the assumption that VBR is inherently better.
In OBS 31.0’s documented NVENC options, “Variable Bitrate with Target Quality” behaves similarly to CQP while allowing a maximum bitrate. OBS states that maxBitRate is used for VBR and ignored in CBR mode. Those are NVENC-specific details; do not assume every encoder exposes identical labels or controls. See the OBS Advanced NVENC Options (31.0).

Using a bitrate recommendation for the wrong output: Recheck the destination’s recommendation for your actual codec, resolution, and frame rate. YouTube’s figures are configuration-specific.

Treating VBR as automatically more efficient for any live stream: VBR’s benefits depend on the encoder and delivery path. For a standard single-bitrate ingest, follow the platform’s specification.

Assuming a historic platform article states today’s ingest rules: Twitch’s 2013 CBR discussion is historical. Check the current official Twitch requirements instead of applying it as a present-day universal rule.

Changing rate control to solve every stream-health problem: First check whether the configured bitrate matches the destination’s recommendation and whether upload capacity is stable. Rate control alone does not identify the cause of a delivery problem.

Expecting OBS options to match across encoders: Controls and labels vary. OBS’s documented VBR maximum-bitrate behavior cited above applies to its Advanced NVENC options, not every encoder.
