For a typical live stream sent from an encoder to a platform, use CBR (constant bitrate) unless the platform or a managed delivery workflow specifically calls for another mode. CBR gives the incoming feed a more predictable rate, and YouTube’s current live encoder guidance specifies CBR. VBR (variable bitrate) is often a better fit for video-on-demand and can work in managed adaptive-bitrate pipelines, but it is not a universal live-streaming default.
What CBR and VBR do
CBR: a steadier target rate
CBR aims to keep the encoder near a configured target bitrate over time. A more predictable feed can be easier for a live platform to ingest and manage. It does not make your internet connection constant: actual network throughput can still rise and fall.

VBR: bitrate changes with the scene
VBR allocates more bits to complex or high-motion scenes and fewer to simpler ones. That can improve quality or encoding efficiency when the delivery path can accommodate changing rates. Google recommends VBR for high-motion VP9 video-on-demand, while recommending CBR for live VP9. Google’s VP9 bitrate-mode guidance explains the distinction.
When to choose each mode
| Workflow | Starting choice | Why |
|---|---|---|
| Ordinary live encoder-to-platform ingest | CBR | A predictable contribution rate is the dependable default; follow the destination platform’s current settings. |
| Video-on-demand file encoding | VBR is often suitable | It can spend more bits on difficult scenes and fewer on simple ones. |
| Managed adaptive-bitrate delivery | Depends on the pipeline | Some systems are designed to handle variable segment rates, including capped-VBR approaches. |
It is inaccurate to say VBR never works for live. The key question is whether the delivery workflow is built to handle variable rates and segment sizes. Twitch Engineering’s 2017 explanation of adaptive-bitrate rate control describes those trade-offs; it is useful technical context, not a substitute for current platform instructions: Twitch Engineering on live-video bitrate.

Set the bitrate for the platform and video
CBR or VBR alone does not tell you the right numeric bitrate. Choose the codec, resolution, and frame rate first; then use the destination’s recommendation for that combination. Content motion matters too: fast-moving footage usually needs more bitrate than a static slide deck. Confirm that your upload connection can sustain the chosen rate.
YouTube Live recommendations
YouTube’s live encoder guidance lists CBR, recommends a 2-second keyframe interval, and says not to exceed 4 seconds. Its recommended bitrates vary by codec, resolution, and frame rate. For example, YouTube Help recommends 17 Mbps for H.264 at 1080p60 and 12 Mbps for AV1 or H.265 at 1080p60; for 720p30, it recommends 8 Mbps for H.264 and 6 Mbps for AV1 or H.265. These are YouTube’s settings recommendations, not universal targets. Check the current table before configuring an encoder: YouTube Live encoder settings.

Preflight and monitor a live stream
- Check the platform’s current requirements. Match the codec, resolution, frame rate, bitrate, and keyframe interval to the destination’s guidance.
- Check sustainable upload capacity. Run a speed test and leave room for normal network variation; an encoder’s target rate does not guarantee your connection can hold it.
- Test with representative material. Before the event, send a test with similar movement and audio to the actual broadcast. This can reveal issues that a static test image will not.
- Watch stream health during the broadcast. If the platform reports instability, check both the connection and encoder settings rather than assuming the rate-control mode alone is responsible.
What transcoding changes—and what it does not
Transcoding creates alternate resolutions, frame rates, or bitrates for viewers. It can help people on slower connections, but it does not remove the need to send a suitable ingest feed. Availability depends on the platform and account tier: OBS’s documentation says YouTube transcodes all streams and describes Twitch access as tiered. See OBS’s transcoding documentation.
