Caterpillar says it intends to invest approximately $1 billion in North Carolina, including a new manufacturing facility in Sanford to increase production of compact track loaders and telehandlers. The September 30, 2026 announcement does not specify a firm job count, construction schedule, completion date or facility size.
What is Caterpillar building in Sanford?
The company plans a new, modern manufacturing facility in Sanford for its Cat Compact business. Caterpillar says it will use the site to increase production of compact track loaders and telehandlers in response to demand. The announcement names no specific models.
Caterpillar also says the planned facility is expected to use advanced manufacturing technologies, automation, digital production systems and integrated logistics. These are features in the company’s plans, not completed or independently verified capabilities.
How much is Caterpillar investing?
Caterpillar describes approximately $1 billion as its intended investment in North Carolina. That is a planned statewide investment, not a confirmed amount already spent solely on the Sanford facility. The announcement does not break out how much of the total is allocated to Sanford.

The company says it chose North Carolina because of its longstanding presence in the state, the strength of the local workforce, and the opportunity to build on manufacturing expertise and existing Sanford operations.
How many jobs will the expansion create?
Caterpillar’s announcement does not give a firm number of new jobs, wages or a hiring timetable. North Carolina Commerce Secretary Lee Lilley praised the investment and referred to apprenticeship opportunities as a way to prepare the next generation of workers, but the statement does not quantify apprenticeships or hiring.

WRAL reported that local incentives were intended to retain Caterpillar and 2,000 existing jobs in Lee County. That figure is not a Caterpillar commitment to create 2,000 new jobs through the Sanford expansion.
What did state and local officials say?
In a September 30 statement, North Carolina Commerce Secretary Lee Lilley welcomed the plans and highlighted manufacturing, workforce opportunity and apprenticeship pathways. Lilley called Caterpillar’s investment “a powerful reflection of the manufacturing excellence, innovation, and opportunity” associated with North Carolina.

Caterpillar Construction Industries Group President Rod Shurman said the company was investing “to better serve this growing segment of customers” as demand for compact equipment increases. He also thanked the state, Lee County and the City of Sanford for their partnership and support.
The available statements establish praise from the state Commerce secretary and thanks from Caterpillar’s executive. They do not establish that Sanford or Lee County elected leaders issued the praise implied by “local leaders hail.”

What incentives were reported?
WRAL reported that local officials had approved incentives described in its headline as $85 million in tax breaks less than two weeks before Caterpillar’s announcement, to retain the company and 2,000 jobs in Lee County. WRAL also cited a Commerce Department spokesperson for a $2.6 million commitment from the Industrial Development Fund’s Utility Account and $500,000 from the state Department of Transportation’s Rail Division.
These reported public-support figures are separate from Caterpillar’s intended approximately $1 billion investment. The available reporting does not establish the packages’ full terms, conditions, payment timing or final amounts; those details should not be inferred from headline figures alone.

What remains unknown?
Caterpillar has not announced a firm construction or opening timeline, facility size or project-specific hiring commitment. The announcement also does not provide wages, supplier impacts, tax-revenue estimates or a net public return. Until the company or relevant agencies publish those details, the project’s local employment and fiscal effects cannot be quantified from the announced figures.
