Online casino fairness and security are assessed through different checks, not a single universal seal. In Great Britain, the Gambling Commission requires covered remote gambling and software licensees to follow its Remote Gambling and Software Technical Standards (RTS): RNG-driven games must be tested before release, while covered remote casino operators must undergo an annual independent security audit. These requirements apply in Great Britain; check the regulator that licenses an operator in your own jurisdiction.
How do fairness and security standards work?
The Great Britain framework is a useful example, not a global rulebook. The UK Gambling Commission issues the RTS under sections 89 and 97 of the Gambling Act 2005. The RTS and the Commission’s testing strategy form part of the licence conditions for covered licensees.

The framework is principles-based: it sets requirements and outcomes while allowing a licensee to use an alternative approach if it can show that the approach is reasonable and similarly effective. The Commission says the standards permit equivalence between technologies and do not specify proprietary products. Compliance is therefore not an endorsement of a particular technology or a blanket rating of an operator.
The Commission’s RTS guide reports updates effective 30 June 2026, and its RTS introduction reports an update on 20 March 2026. Its testing-strategy summary and annual security-audit page report updates on 13 September 2024. Requirements can differ elsewhere, so verify the regulator and rules relevant to the operator’s licence.

How do I know an online casino is fair?
For games whose outcomes are generated by a random number generator (RNG), the Commission’s testing strategy requires adequate testing by an approved test house before a new product is released. The licensee must provide evidence to the Commission. Some changes that could affect fairness require external retesting; not every software update necessarily triggers the same requirement.
Applicable licensees also face an annual games-testing audit. It examines processes such as how changes are classified, how games are developed, tested and released, and how return-to-player (RTP) is monitored. This process-level audit is distinct from testing a particular game before it launches.
When a game or operator publishes a testing claim, check its scope rather than relying on a badge alone:

- What kind of check was performed: product testing, a games-testing audit or a security audit?
- Who performed the test or audit, and what role did that organization have?
- What date and scope does the report state, and have relevant changes occurred since then?
A result for one game or licensee does not establish that every game or company has been assessed. An old or narrow report is not blanket proof of current compliance.
Are online casino games independently tested?
Under the Great Britain testing strategy, RNG-driven products—including casino, bingo and virtual betting products—are the main focus of external product testing. New products must be adequately tested by an approved test house before release. Fairness-affecting changes can require further external testing, and the annual games-testing audit reviews relevant licensee processes.
These are related but separate forms of assurance. A pre-release test assesses a product within its stated scope; an annual audit looks at the applicable processes around games and changes. Neither should be read as a promise about every product, every later version or every future outcome.

What does an RNG certificate prove?
An RNG certificate or report can support a claim about the game, software or testing scope it identifies. To understand what it establishes, look for the named product, responsible licensee, test house, scope and date. The Commission’s framework requires pre-release testing for covered new products and recognizes that some later changes may need retesting.

What does an online casino security audit examine?
Covered remote casino operators in Great Britain must have an annual independent security audit against the RTS security requirements. Those requirements draw on relevant sections of ISO/IEC 27001:2022; this should not be confused with a claim that the operator holds a full ISO certification.

The Commission identifies critical systems that may include systems storing or processing sensitive customer information, generating or processing random numbers used to determine outcomes, and keeping customer gambling-history records, along with connected systems and networks. Audit evidence can address:
- Access controls and how access is managed.
- Software changes and release controls.
- Penetration testing and vulnerability assessments.
- System logs and backup processes.
- Information handling and staff procedures.
An independent audit is evidence that specified controls and systems were assessed within a defined scope and period. It cannot establish that information is perfectly safe or that no incident will occur later. The Commission also cautions that its technical standards should not be used as a measure of an operator’s reliability, quality or security.

How can I check whether an online casino is licensed?
- Find the licensing information. Check the operator’s own licensing page or terms for the named regulator, jurisdiction and legal licensee.
- Verify the claim with the regulator. Use the regulator’s own records for the jurisdiction named by the operator; do not treat a logo on a website as verification.
- Match the entity and activity. Confirm that the record corresponds to the company operating the service and the gambling activity being offered.
- Assess assurance claims separately. A licence, game-testing report and security audit address different obligations. Check the product or systems covered and the date of each claim.
The Great Britain requirements described here apply only to licensees and activities within their scope. They do not establish what rules apply to an operator licensed elsewhere.

Does a casino security audit mean my information is safe?
No audit can guarantee that personal information will never be exposed. A security audit checks controls and systems within its stated scope; it is not proof against every threat or future change. Encryption language, a security badge or a licence logo should not be treated as evidence of every consumer protection unless the operator provides current, verifiable information that explains what was assessed.
When comparing two assurance claims, compare the jurisdiction and regulator, the licensee and product or systems covered, the type of assurance, the independent body’s role, the report date and any relevant changes since assessment, and the stated limitations. That makes a narrow certificate easier to distinguish from a broader—but still bounded—audit.
