Resetting may be requested as a follow-up after an iPhone unlock, but it cannot perform the unlock itself.
What a factory reset changes—and what it does not
A factory reset returns a phone’s local software and data to a clean state. Carrier unlocking is different: it removes a software restriction that can prevent the device from being activated on another provider’s network. The reset does not change the carrier’s authorization status for the phone.

For iPhone, Apple says only the current carrier can unlock the device. A reset can be part of a carrier’s or Apple’s device-specific follow-up instructions after the carrier confirms an unlock; it is not a substitute for that approval. Apple’s instructions for unlocking an iPhone explain the status check and carrier handoff.
How to check whether an iPhone is carrier-unlocked
- Open Settings > General > About.
- Find Carrier Lock.
- If it says No SIM restrictions, the iPhone is unlocked. If it does not, contact the carrier that locked or sold it and ask about its unlock request process.
Apple cannot unlock the iPhone itself. If the carrier confirms that it has unlocked the device, follow any restore or other steps the carrier or Apple specifies for that model. Apple’s support page provides the current iPhone guidance.

What to do on an Android phone
The same distinction applies: a reset does not remove a carrier lock, but there is no single Android menu path or unlock-code procedure that applies to every phone. Instructions vary by carrier, manufacturer, model, and software version. Contact the carrier that sold or locked the phone and follow its current instructions. For example, T-Mobile’s SIM unlock policy directs people with devices it did not sell or authorize to contact the carrier or manufacturer that sold the device.
Before switching carriers, check eligibility and compatibility
An unlocked phone is not automatically compatible with every other network. Unlocking removes a software restriction; it does not change the phone’s radio hardware. A destination carrier may not support the phone’s network bands, technology, or particular services. The FCC and CTIA both caution that unlocking alone does not guarantee interoperability or full functionality. See the FCC’s 2024 notice and CTIA’s Consumer Code for Wireless Service.

Why unlocking rules depend on carrier and location
In the United States, CTIA describes a voluntary industry commitment that includes different provisions for postpaid and prepaid devices. Under that commitment, prepaid unlocking is addressed within a year, while postpaid unlocking is tied to applicable contract or financing obligations. These are terms of the industry commitment, not a guaranteed outcome for every device or a replacement for the current carrier policy or local law. Check CTIA’s current commitment alongside the carrier’s current rules.
The FCC’s 2024 notice proposed a uniform 60-day unlocking requirement; it should be understood as a proposal in that notice, not as a universal rule that is already in effect. For an individual case, rely on current official guidance from the carrier and the relevant regulator. The FCC has explained the consumer rationale for unlocking: “mobile device unlocking facilitates consumer choice among mobile broadband providers by freeing consumers from having to replace their handset to use another network, thereby reducing switching costs.” The statement appears in the FCC’s 2024 Communications Marketplace Report.
