A carrier data plan sets the terms for using cellular internet: what you pay, how much data you can use at particular speeds, and what happens when you reach a limit or the network is busy. The word “unlimited” describes a plan’s offer, not a guarantee of the same speed or network priority in every situation.
What is a carrier data plan?
A carrier data plan is the arrangement through which a mobile carrier provides cellular internet service under specified payment, data, speed, and network-management terms. The plan may also set conditions for features such as hotspot use and service in different locations. So its headline data quantity is only one part of what you are signing up for.

The FCC describes mobile service plans using features such as billing arrangements and data allowances. A carrier’s customer agreement may define the service and its conditions in more detail; for example, AT&T’s Wireless Customer Agreement describes its mobile internet-enabled Data Service.
What do data allowance and unlimited data mean?
Data allowance
A data allowance is a stated quantity of data included in a plan or available at a particular speed. Check whether the figure refers to all data use, high-speed data, or a separate feature such as hotspot data.

Unlimited data
“Unlimited” is a plan description whose meaning depends on the carrier’s terms. AT&T’s agreement, for example, says an AT&T unlimited-plan customer pays a single monthly flat rate for wireless Data Service regardless of how much data is used, subject to the agreement’s limitations. That is AT&T’s contractual definition, not a universal promise of unlimited high-speed service or uninterrupted priority.
Some plans continue data service after a high-speed allowance is used, but at reduced speeds. Other terms allow speeds or priority to be affected when a network is congested. A plan may therefore offer ongoing data while still limiting the speed or conditions of use.

What happens after high-speed data runs out?
The plan’s terms determine the consequence. Service might continue at a reduced speed, or the carrier may apply network-management conditions such as deprioritization during congestion. These are different effects, so look for the trigger, the conditions under which it applies, and how long it lasts rather than assuming every plan labeled unlimited works alike.

Carrier materials illustrate the variation. T-Mobile’s prepaid data label has described unlimited continuation alongside a high-speed data amount followed by reduced speeds; the displayed offer can change. Verizon’s data usage FAQ gives a plan-dependent example of speed reduction after high-speed data is exhausted. These are examples of carrier-specific terms, not rules that apply to every plan.

Throttling and deprioritization are not the same
Throttling or reduced speed
Throttling means a reduction in data speed under stated plan conditions. For instance, terms may say that after a high-speed allotment is used, service continues at a lower speed. The relevant questions are what causes the reduction and when the plan says it ends or resets.
Deprioritization
Deprioritization means data receives lower network priority, which can affect performance when the network is congested. In its FCC 24-136 report, the FCC says postpaid users who exhaust a plan allowance generally experience deprioritization only during network congestion. That differs from a defined speed reduction that applies after reaching an allowance, whether or not the network is busy.

Do not infer the effect from a label alone. Read the plan’s own explanation of the trigger and conditions. A 2014 FTC release recorded consumer reactions to disclosures about throttling on an unlimited plan, including the phrase “bait and switch”; that historical dispute does not establish how carriers currently treat unlimited plans.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsPrepaid versus postpaid
The distinction is when you pay. The FCC’s FCC 24-136 report explains that prepaid customers pay for services in advance, while postpaid customers are billed after service has been provided. Payment timing alone does not tell you how much high-speed data a plan includes or what happens after it is used.

Does hotspot data count separately?
Hotspot, or tethering, uses a phone’s cellular connection to connect another device to the internet. A plan may set a separate hotspot allowance or different conditions for tethered use, so do not assume the phone’s data terms also apply to hotspot use. The FCC’s report lists hotspot data separately in a historical plan example, illustrating why it is worth checking as its own feature; that example is not a current offer.
What to check when reading a plan
Compare the plan’s terms on the points that determine the service you will actually receive:
- Price and billing: Identify the recurring charge, whether payment is prepaid or postpaid, and any stated taxes, fees, or contract conditions.
- High-speed data: Find the amount included at the stated speed, if the plan provides one.
- After the allowance: Check whether service continues at reduced speed, whether an additional charge applies, or whether another condition takes effect.
- Network priority: Look for congestion-related deprioritization and the circumstances in which it may affect service.
- Hotspot use: Confirm whether tethering has its own allowance or restrictions.
- Location and roaming: Check any geographic or roaming conditions that apply to your use.
Where available, a broadband label can make the details easier to inspect. T-Mobile’s prepaid data label, for example, shows how a carrier may present monthly price, included data, speeds, and additional charges; the displayed terms can change.
