In Chrome, use More options > Capture screenshot in DevTools. If the panel or context extends beyond the viewport, choose a full-size screenshot instead; if you need only the panel, Playwright can capture a selected element.
Open the website’s cookie preferences interface
A cookie preferences panel is part of the website’s interface, not a browser settings panel. Find the site’s own control for managing or changing cookie choices and open it before taking the screenshot. The location and wording of that control vary by site, so there is no universal browser command that opens every site’s preferences.

Keep enough of the page visible to establish which site or page the panel belongs to. If the interface is a modal, check that it is fully open and not obscured before capturing.
Choose what the screenshot needs to show
| Capture scope | Use it when | What it records |
|---|---|---|
| Current viewport | The open panel and the necessary page context fit on screen. | The visible browser page area at the time of capture. |
| Full page | You need content outside the current viewport as well as the visible state. | The page beyond the viewport; inspect the result to ensure the preferences interface remains visible in the captured image. |
| Selected element | The evidence should focus on the preferences panel itself. | The chosen page element; it may omit surrounding context that identifies the page. |
Full-page capture is not automatically better: use the smallest scope that proves what you need. A screenshot records the state presented to the capture tool, so verify the finished image rather than assuming a panel stayed open during capture.

Capture it manually in Chrome DevTools
- Open the target page in Chrome and open its cookie preferences interface.
- Arrange the page so the panel and any identifying context are visible. Resize the viewport or scroll if needed.
- Open Chrome DevTools. In DevTools, open More options, then choose Capture screenshot for the current viewport.
- For content beyond the viewport, choose More options > Capture full size screenshot.
- Open the resulting image and confirm the panel is open, legible, and accompanied by the amount of page context your evidence requires.
Chrome’s documented capture menu provides viewport and full-size options; it does not decide which scope is appropriate for a particular proof. Choose based on what must be visible.
Capture a panel or page with Playwright
Playwright supports screenshots of a page, a selected element, full-page content, and device-scale output. The examples below assume you have installed Playwright and configured a browser; replace the example URL and selector with the target page and the panel’s actual selector. Opening the preferences interface remains site-specific: the example does not guess a button or consent workflow.

Current viewport
import { chromium } from 'playwright';
const browser = await chromium.launch({ headless: true });
const page = await browser.newPage({ viewport: { width: 1280, height: 900 } });
await page.goto('https://example.com', { waitUntil: 'networkidle' });
// Open the site's cookie preferences UI using its own control here.
// For example, use a locator only after identifying the real control.
await page.screenshot({ path: 'cookie-preferences.png' });
await browser.close();
Full page
await page.screenshot({ path: 'cookie-preferences-full.png', fullPage: true });
Selected panel element
const panel = page.locator('YOUR_PANEL_SELECTOR');
await panel.waitFor({ state: 'visible' });
await panel.screenshot({ path: 'cookie-preferences-panel.png' });
Use a real selector for the preferences panel; YOUR_PANEL_SELECTOR is intentionally a replacement instruction, not a selector that will run as written. A panel-only image can be tightly focused but may not show which page it belongs to. A page screenshot preserves more context. Playwright’s documentation also distinguishes screenshot-based visual checks from accessibility snapshots used to inspect page structure and interact with elements.

Chrome DevTools’ Application > Storage > Cookies view is for inspecting cookies associated with an origin, including filtering, editing, and deleting entries. Chrome’s Privacy and security panel provides information and controls for third-party cookies. Neither is the website’s cookie preferences interface, and screenshots of those browser panels do not show the site’s consent dialog.

ScreenshotNeo is a screenshot API and MCP server. For a page-state record, note an important distinction: its clean-shot behavior accepts cookie/consent banners and removes known consent platforms, newsletter popups, and chat widgets before capture. Each step can be turned off, but if the requirement is to show a consent panel open, make sure the relevant removal step is disabled and inspect the returned image. The call below shows the one-request format; see the ScreenshotNeo API documentation for parameters.
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://example.com -o shot.webp
ScreenshotNeo reports whether a response was a cache hit, failed load, bot check, blank page, or other page verdict; bot checks, blank pages, timeouts, failed loads, and cache hits are not billed. Its MCP server lets AI agents use screenshot tools, and the free plan includes 1,000 shots per month without a card; paid plans start at $5 for 3,000 shots.

- The panel is missing: Reopen the site’s preferences interface and recapture. In automation, wait for the actual panel locator to become visible before taking the screenshot.
- The image shows Chrome cookie controls instead: Return to the webpage’s own consent interface. Storage inspection and third-party-cookie controls are browser features, not the site’s dialog.
- The panel is cut off: Adjust the viewport or scroll so the relevant panel area is visible, then use a full-size capture only if off-screen page content is also needed.
- The element screenshot fails or is empty: Check that the selector matches the actual panel and that it is visible; selectors depend on the individual site.
- The screenshot service removes the panel: Disable the applicable consent-removal step where supported, then verify the resulting image. A clean-shot service designed to dismiss overlays may not suit evidence that must show one.
Frequently Asked Questions
Does Chrome DevTools open a website’s cookie preferences panel?
No. The site provides its own control for opening preferences; DevTools can capture the page after that interface is open.
