Caps Lock toggles uppercase-letter entry; Control (usually labeled Ctrl) is typically held with another key to trigger a shortcut. They have different default jobs, but you can change what a physical key does in some settings—for example, macOS can make the Caps Lock key perform Control’s action.
What is the difference between Caps Lock and Control?
Caps Lock changes how letter keys are entered, making letters uppercase until Caps Lock is turned off. Control is a modifier: hold it while pressing another key to issue a command. Apple lists Caps Lock and Control as separate keyboard keys and explains that modifier keys are held before pressing the final key in a shortcut (Apple’s Mac keyboard-shortcut guide).

How does the Control key work in shortcuts?
Control usually works as part of a combination rather than as a standalone typing key. For example, Microsoft documents Ctrl+A for selecting items and Ctrl+C for copying in Windows. Common combinations also include Ctrl+V to paste and Ctrl+Z to undo; which combinations work can depend on the operating system and the app (Microsoft’s Windows keyboard-shortcut list).

Can Caps Lock be changed to act like Control?
Yes. On a Mac, open Apple menu > System Settings > Keyboard > Keyboard Shortcuts > Modifier Keys, choose the keyboard if prompted, then set the Caps Lock key’s action to Control. Apple documents this option for users accustomed to Control in the Caps Lock position (Apple Support: Change the behavior of the modifier keys on Mac).
This changes the action assigned to that physical key; it does not make the terms “Caps Lock” and “Control” interchangeable. After remapping, that key performs Control’s modifier action instead of its usual Caps Lock behavior, unless the configuration is changed again.

Why might Caps Lock do something else?
Windows Narrator
In Narrator, Caps Lock and Insert can serve as Narrator keys for commands. Microsoft provides a setting to choose which key or keys Narrator uses, so Caps Lock’s behavior in this accessibility feature is distinct from its usual typing role (Narrator basics; Narrator keyboard commands and touch gestures).

Japanese input methods
With certain Japanese keyboard configurations, Microsoft Japanese IME documentation describes using Caps Lock to switch between Hiragana and Alphanumeric modes. This is an input-method-specific function, not the general definition of Caps Lock on an alphabetic keyboard (Microsoft Japanese IME).

Does every keyboard place or use these keys the same way?
No single physical position or behavior should be assumed across every keyboard layout, operating system, application, and user configuration. Apple’s remapping instructions specifically address people accustomed to having Control where Caps Lock appears on an Apple keyboard; that is one reason the key’s position and assigned action are not universal. Check your system’s keyboard settings or the application’s shortcut list when a key behaves differently from expectation.
