Capacity Planning Works Better When Teams Forecast Workloads, Not Machines

Capacity planning improves when teams forecast traffic, data, jobs, and storage needs—and infrastructure models translate those assumptions into resources.

Stop asking product and service teams to predict how many machines they need. Ask what is changing in their workloads—traffic, ingestion, retention, reads, writes, jobs, or storage—and translate those assumptions into capacity with maintained, workload-aware models.

Why machine-count forecasts break down

Product teams may understand launches, growth, and the demand their products will create without knowing how to size infrastructure. Infrastructure teams understand capacity but may not have the context of every product roadmap. Asking one group to supply the other group’s answer creates a mismatch: the people closest to business demand are asked to forecast hardware, while infrastructure planners must interpret numbers without clear links to the products driving them.

That process can be manageable for a few services. Across thousands of services and hundreds of teams, it becomes slow and hard to reconcile. Ankur Gupta’s 2026 account in LeadDev describes a planning exercise that had stretched to three or four months. The account identifies several sources of friction:

  • Teams add their own uncertainty buffers. Each may seem reasonable locally, but the combined forecast can outgrow the underlying business demand and be difficult to trace.
  • Teams may keep requesting familiar hardware SKUs even when those no longer fit the workload, increasing variation and making standardization harder.
  • Forecasts can be disconnected from current capacity, utilization, past accuracy, and the products behind projected growth, making them difficult for finance and leadership to assess.

Start with workload intent, then translate it into capacity

Replace the machine-count question with inputs product teams can reasonably estimate: expected traffic growth, data ingestion, retention, replication, job volume, reads, writes, and storage growth. Gupta describes this shift as asking familiar product questions instead of asking teams to name a number of machines.

Infrastructure teams then use system-specific calculators to translate those assumptions into compute, memory, storage, and network demand. This keeps the forecast grounded in what a product expects to do while preserving the technical work of sizing the systems that serve it. The conversion logic must be maintained: workload assumptions and their effects on resource use can change over time.

Build a forecast that can be traced and improved

Keep one queryable forecast record

Begin with a shared registry rather than disconnected spreadsheets. It should capture assumptions and make forecasts trackable. Gupta’s recommended sequence is practical: establish adoption and dependable data capture before adding sophistication. A complicated model is of little use if teams do not provide consistent inputs or planners cannot see where a number came from.

Represent service dependencies

A business projection may affect several dependent services, so a forecast should account for how demand propagates through the service graph. Stateless relationships are generally easier to model first. Stateful systems need more data and domain-specific attribution: their resource consumption can lag behind an input or respond nonlinearly, so a simple proportional multiplier may misrepresent demand.

Attach demand to durable products

Use products as the durable unit of ownership where possible. Products persist, have owners and lifecycles, and connect capacity needs to business accountability more naturally than temporary projects. That makes it easier to understand which roadmap or product trajectory supports a forecast and who can update its assumptions.

Close the loop with actual capacity and past accuracy

Forecasts should be reconciled with current allocations, actual utilization, idle capacity, and historical forecast accuracy. These signals help planners distinguish a genuine growth need from unused capacity or a pattern of overestimation. Expressing demand in common units—such as CPU cores, memory, and storage—also makes forecasts less dependent on a particular hardware generation.

Make the planning process usable enough to earn trust

A shared model only works if teams use it and understand its assumptions. Gupta’s account emphasizes building trust incrementally: make early versions understandable, keep domain assumptions under expert control, document the model, respond to users, and deliver value over time. A useful implementation should let teams update workload assumptions in familiar terms without requiring them to become infrastructure-sizing experts.

What the reported results do—and do not—show

Gupta, a senior staff technical program manager in AI infrastructure at LinkedIn, reports that the planning exercise went from three to four months to roughly one month. He also says review identified hundreds of millions of dollars in planned capacity for avoidance through reduced overprovisioning, hardware simplification, and reuse of supply. That figure describes capacity removed during planning review; it is not reported as realized cash savings.
