First, check the download list in the browser or app that handled the file. Confirm that it finished, then use the app’s control to open the file or show where it was saved. If it is missing or will not open, the cause may be storage space, folder access, a website sign-in requirement, a security block, or a cloud file that is not stored on your device.
1. Check whether the download actually finished
Open the download history or status panel in the browser or app you used. A file that is still downloading, paused, or marked with an error may not be ready to open. Start troubleshooting from the status or error shown there rather than assuming the file is missing.

2. Find the file in its actual save location
A completed download may be saved somewhere other than the folder you expected. Use the browser or app’s download history to open the file or reveal its location. If the app offers a save-location setting, confirm which folder it uses.

On iPhone or iPad, check Files > Downloads for internet downloads. Safari may also let you reach a file from its download control. Other browsers and apps can save to different destinations, so check the app that handled the download before concluding the file is gone.
If a browser reports that it cannot save to the selected folder, choose a location you can access. Google Chrome Help’s download-error guidance distinguishes save-location and permission problems from other failures.

3. Use the error message to identify the cause
The message often points to where the failure occurred: on your device, in the destination folder, or at the website serving the file.

4. Check whether the app can access the folder
If one app can see or open a file but another cannot, the second app may not have permission to access the relevant folder. Check the operating system’s privacy controls instead of repeatedly downloading the same file.

Windows privacy settings control app access to file libraries. Review the relevant file or library access controls for the app. The exact labels and available switches can vary by Windows release. Microsoft describes Windows privacy controls for app access.
Mac
Review System Settings > Privacy & Security > Files & Folders and check whether the app is allowed to access Downloads. Menu names can differ across macOS versions. Apple’s guide explains app access to files and folders on Mac.

5. Check whether a cloud file is available offline
A file visible in OneDrive is not necessarily stored locally on your device. If you need to use it without an internet connection, use the app’s offline option for the file where supported, or download a local copy. In OneDrive mobile, the offline option applies to selected files; Microsoft says folders and OneNote notebooks cannot be made available offline through the app.
For OneDrive or SharePoint files in Shared view, Microsoft says: “You can’t download files directly from the Shared view. You will need to open the file and save a copy in the location of your choice.” Open the file first, then save a copy where you want it. 6. Narrow down where the failure occurs
- The download list shows an error: Follow the error message, then check whether the cause is storage, folder access, security, network, or website authorization.
- The download completed but you cannot find the file: Use the app’s open-location control and verify its save destination.
- One app cannot open a file another app can access: Check operating-system folder permissions.
- The file appears in cloud storage but will not open offline: Make it available offline or save a local copy.
For Android, the exact download folder and permission controls can depend on the device maker, Android version, browser, and app. Check the support instructions for the specific app and device rather than relying on one universal folder path.
