If a covered uncrewed commercial rocket launch or experimental rocket launch will take place in Canada, the launch applicant must seek the interim authorization administered by the Minister of Transport. Separately, exporting an item on Canada’s Export Control List requires a Global Affairs Canada permit, while remote-sensing operations and satellite communications can trigger their own licensing regimes. Which rules apply depends on where the rocket launches, what activity the company conducts, the payload and related technology, and any export transaction.
Which Canadian authorization applies to your activity?
“Launch licensing” can refer to several distinct regulatory questions. A Transport Canada launch authorization concerns covered rocket launches conducted from Canadian territory; it is not a general licence for every Canadian satellite operator. Export controls concern particular items and transactions, while remote sensing and space-station spectrum use are governed separately.

| Activity | Authority and regime | What triggers it | What it does not decide |
|---|---|---|---|
| Launch a covered rocket from Canada | Transport Canada interim authorization program | A covered uncrewed commercial launch vehicle or experimental rocket launch in Canada | Export-permit, remote-sensing, or spectrum requirements |
| Export hardware, software, or technical information | Global Affairs Canada under the Export and Import Permits Act and Export Control List | An export of an item classified on the list by a Canadian resident | Whether a launch or space-station spectrum authorization is required |
| Operate a remote-sensing system | Global Affairs Canada under the Remote Sensing Space Systems Act and Regulations | Covered commercial, foreign, or government remote-sensing activity | Whether a particular launch or export is authorized |
| Use spectrum for a space station | Innovation, Science and Economic Development Canada (ISED) | Application for space-station spectrum licensing under the Radiocommunication Act framework | Whether the rocket may launch or an export permit is needed |
One mission can involve more than one row. Treat each activity as a separate compliance question rather than expecting one authorization to cover the whole satellite project.

Transport Canada describes a temporary or interim program while it develops a longer-term approach. The department states: “In order to launch in Canada, a company needs permission from the Minister of Transport.” The program described in its current materials concerns covered uncrewed commercial launch vehicles and experimental rockets launched in Canada; it excludes amateur rockets.

The detailed application requirements document is explicitly a draft and subject to change. It is current interim application guidance, not finalized regulations. Under that draft, an authorization is tied to a specific vehicle, launch site, defined period and, where applicable, payload or payload type. It is not a blanket approval for future launches unless the authorization says so.
How the review works
Transport Canada directs prospective applicants to begin with pre-application engagement. The ministerial decision considers the public interest and aviation safety. The review may involve up to 15 other federal departments and consultation with the province or territory hosting the launch site. Factors identified by Transport Canada include proximity to populated areas, compliance with existing environmental laws, national-security risks, and air and marine traffic risks. An authorization may include conditions specific to the operator or mission.

The draft requirements also describe safety and policy assessments that may address compliance with Canadian law, national security, foreign-policy interests, and international obligations. The actual requirements and conditions depend on the application and the authorization issued.
If your satellite launches outside Canada
The Canadian interim launch program described here concerns launches conducted in Canada; it does not establish a Canadian launch permit requirement for every Canadian satellite operator. For a launch in another country, assess that country’s launch rules. Separately assess Canadian export controls, remote-sensing obligations, spectrum requirements, and any other rules relevant to your activities.

Does satellite technology need an export permit?
It depends on the item and the transaction. Global Affairs Canada’s Export Control List includes categories such as dual-use items, munitions, nuclear non-proliferation items, nuclear-related dual-use items, missile technology, and other strategic goods and technology. Under the Export and Import Permits Act, a Canadian resident wishing to export an item included on the list must obtain a Global Affairs Canada export permit before export.
Do not assume that all satellite hardware or software is controlled, or that commercial purpose automatically makes an item exempt. Classification needs to be assessed for the specific hardware, software, or technical information and the proposed transaction, including its destination, end use, and consignee. A permit describes the items and includes details such as quantity, technical description, destination country, and consignee.

A practical classification and transaction check
- Identify what will leave Canada. Define the hardware, software, or technical information, including the specific technical description and quantity where relevant.
- Assess the item against the current Export Control List. Do not decide from a broad label such as “satellite component”; determine the applicable classification for the particular item.
- Define the transaction. Record the destination, consignee, and intended end use. These details matter to the permit assessment and application.
- Obtain any required permit before export. Global Affairs Canada provides export-control resources, including the Export Control List guide, commodity-code handbook, online control system, forms, and annual reports.
Global Affairs Canada reported that, for military, dual-use, and strategic goods exports, it issued 4,663 permits, returned 377 applications without action, had 411 applications withdrawn, denied 11 applications, and cancelled or suspended 38 permits. These figures cover applications submitted from January 1 through December 31, 2025, across those export categories; they are not satellite-sector statistics and do not predict the outcome of a particular application.
When do remote-sensing rules apply?
Remote-sensing operations can require a separate statutory licence. The Remote Sensing Space Systems Act and Regulations establish a framework covering the space segment, ground segment, and associated data. Global Affairs Canada describes the framework as applying to commercial remote-sensing operators based in Canada, certain foreign operators carrying out controlled activities in Canada, and some Canadian government activities.

This regime is distinct from launch authorization and export controls. A remote-sensing operator should assess whether its system and activities fall within the Act and Regulations rather than infer coverage solely from where the satellite launches or where a data export occurs.
Global Affairs Canada’s review page says the Act and Regulations were last amended in 2007; independent reviews took place in 2012, 2017, and 2022, with the next review expected in 2027. Check the current framework and status before relying on those review details.
Do communications satellites need a separate spectrum licence?
Yes, spectrum authorization is a separate question from permission to launch. ISED administers space-station spectrum licensing under the Radiocommunication Act framework. Its procedure, CPC-2-6-02, issue 7, was issued in April 2026. A Transport Canada launch authorization does not itself grant a spectrum licence or market-access rights.

- Launching in Canada? Contact Transport Canada for pre-application engagement if the activity is a covered uncrewed commercial or experimental rocket launch. Work from the current interim guidance, noting that the detailed application requirements are a draft subject to change.
- Exporting anything from Canada? Classify each relevant item and assess the destination, consignee, and end use against the current Export Control List before export.
- Collecting remote-sensing data? Determine whether the operator and its space, ground, and data activities fall within the Remote Sensing Space Systems Act and Regulations.
- Operating a space station? Review ISED’s current space-station spectrum licensing procedure separately from launch and export requirements.
Specialist Canadian export-control counsel or space-regulatory licensing advice can help where item classification, multiple jurisdictions, or overlapping activities make the applicable obligations uncertain. The facts needed for a case-specific determination include the launch location and profile, item classification, destination, consignee, end use, and operating configuration.
