Can Your Phone Use Another Network During a Disaster?

Disaster roaming may provide a temporary connection when a carrier’s network fails, but it is conditional—not a guarantee of service for every phone or location.

Sometimes—but disaster roaming is not a guarantee that your phone will connect. In the United States, federal rules require reasonable roaming arrangements when a provider’s network is inoperable and the conditions for access are met. A compatible host network must still be operating and able to accept traffic without harming service for its own customers.

What disaster roaming means

Disaster roaming is a temporary, provider-to-provider arrangement: customers of a mobile provider whose network is impaired may be allowed to use a different provider’s network. The FCC’s 2022 order calls these arrangements “roaming under disaster arrangements,” or RuDs, and requires providers to “provide for reasonable roaming under disaster arrangements (RuDs) when technically feasible.” FCC Order 22-50

It is different from ordinary international roaming, which lets a customer use partner networks while traveling, and from rules about emergency calls or public-warning alerts. Disaster roaming is a resilience measure between providers—not a phone feature that a customer can reliably switch on.

When can it work in the United States?

The FCC framework is conditional. The requesting provider’s network must be inoperable, and that provider must take appropriate steps to restore service. The host provider must determine that roaming is technically feasible and will not adversely affect service for its own subscribers. Arrangements are temporary, with continued access tied to the affected provider taking all possible steps to restore its network promptly. FCC Order 22-50

“Technically feasible” is not the same as “available to every phone.” The FCC describes feasibility in terms of allowing customers to use compatible generations of network technology offered to the host’s own customers. The phone, location, surviving network and available capacity all matter.

How the initiative is activated

FCC implementation materials identify formal activation triggers, including activation of FEMA Emergency Support Function 2 (ESF-2), activation of the FCC’s Disaster Information Reporting System (DIRS), or a qualifying state request followed by an FCC activation notice. Providers also have testing and reporting duties under the initiative. These procedures support preparedness, but do not mean every local outage immediately triggers roaming for every customer. Why it may not connect your phone

Roaming can help only if a usable host network remains. A disaster can damage several networks at once, isolate particular locations, or leave a surviving network with technical or capacity constraints. Even where a host signal is present, compatibility and the terms of the arrangement affect whether a particular device can use it. The FCC’s feasibility and service-protection conditions are designed to account for those limits.

Manually selecting another network in your phone’s settings is not a substitute for a provider-coordinated disaster arrangement. A network may appear in a list without permitting your SIM to register, and the FCC framework does not promise a particular customer an immediate connection. Emergency calling and public alerts are separate matters; their rules should not be treated as a guarantee of ordinary voice or data service through another carrier.

How this differs from European protections

EU rules provide related but distinct protections. The European Electronic Communications Code requires Member States to take measures aimed at the fullest possible availability of voice and internet services during catastrophic breakdown or force majeure. It also addresses uninterrupted access to emergency services and public warnings. Those obligations do not establish a blanket EU-wide replacement for the FCC’s U.S. provider-to-provider disaster-roaming framework. European Electronic Communications Code

The European Commission’s roaming FAQ says visitors receive information about calling 112 and links to information on technically available alternative emergency-access methods in the visited Member State. Member States also use different approaches to public warnings. These rules concern emergency access and consumer information while roaming; ordinary “roam like at home” rules do not by themselves guarantee use of another domestic network when an operator fails. What outage history can—and cannot—tell us

ENISA reported 79 significant electronic communications incidents reported by EU Member States to ENISA and the European Commission in 2012; most affected mobile telephony or mobile internet. Half of the major communications outages reported by EU Member States that year were mobile-network outages. These are historical figures from ENISA’s 2013 analysis, not a current outage rate or evidence that national roaming is universally deployed today. ENISA, 2013

ENISA’s 2013 analysis treated national roaming as one possible fallback for severe mobile outages and examined resilience and security trade-offs. It also recommended discussion between regulators and providers and mutual-aid arrangements. That policy analysis supports viewing roaming as one possible resilience measure, not as proof of seamless connectivity in any particular country or during a specific disaster.

What to expect as a mobile customer

  • If your provider’s service fails, your phone may not automatically move to a different carrier; disaster roaming depends on a qualifying arrangement and its technical conditions.
  • A signal from another network does not guarantee that your device or account can use it.
  • Even a technically compatible host network may be unable to accept more traffic without affecting its own customers.
  • Emergency-call access and public warnings follow distinct rules; do not infer that either guarantees regular calls or data through another provider.
