Sometimes—but the answer depends on what you mean by “without a SIM card.” A phone with no physical SIM may still have an active carrier line through eSIM, while a phone with no active carrier service is a different case. Some carriers allow their Wi-Fi Calling service without service, but that is a carrier-specific exception, not a general rule. Check your carrier, device, and account before relying on it.
What “without a SIM card” can mean
Carrier-native Wi-Fi Calling routes calls through a supported carrier service over Wi-Fi. It is not the same thing as placing a call through an internet calling app.

| Phone or service arrangement | What to expect |
|---|---|
| No physical SIM, but an active compatible eSIM line | Wi-Fi Calling may work if the carrier, device, software, and account support it. For example, Google Fi says compatible Pixel 2-or-newer phones can use eSIM; Fi also has device and software requirements for full feature support. Google Fi eSIM and device setup. |
| No active carrier service | Do not assume carrier-native Wi-Fi Calling will work. Google says some carriers may allow it without service, but not all carriers support Wi-Fi Calling and the exception must be confirmed with the carrier. Google Android Phone app help. |
| Calling with an internet app | This is separate from carrier Wi-Fi Calling. The app’s account, connectivity, and emergency-call rules determine what it can do; carrier Wi-Fi Calling instructions do not establish those details. |
What needs to be in place
- Carrier eligibility: The carrier must support Wi-Fi Calling for the relevant line and account. Availability, charges, and rules vary.
- Compatible device and software: Support can depend on the phone model and its software, including when using eSIM.
- Activated line or a specific carrier exception: An eSIM can replace the physical SIM while keeping a carrier line. With no active service, ask the carrier whether it explicitly permits Wi-Fi Calling in that situation.
- Working Wi-Fi: The phone needs internet access, and not every Wi-Fi network works for Wi-Fi Calling. Apple recommends trying another network if calls fail. Apple’s iPhone Wi-Fi Calling guidance.
- Feature enabled: The relevant line’s Wi-Fi Calling setting must be available and turned on.
- Emergency details: Some setups ask you to enter or confirm an emergency-services address. Keep it current where required.
How to check or enable Wi-Fi Calling
On Android
- Open Settings > Network & internet > SIMs.
- Select the carrier SIM or line, then open Wi-Fi calling and enable it if the option is available.
- If the setting is missing, your carrier may not support the feature for that line or device. Check with the carrier; Google also notes that charges may apply, so review the provider’s terms. Google’s Android instructions.
On iPhone
- Open Settings > Cellular.
- If you have multiple lines, select the line you want to use.
- Tap Wi-Fi Calling, turn it on, and enter or confirm the emergency-services address if prompted.
- If it does not work, verify carrier support and that iOS is up to date, then try a different Wi-Fi network. Apple says emergency calls use cellular when cellular service is available; if Wi-Fi Calling is enabled and cellular service is unavailable, an emergency call might use Wi-Fi. Apple’s iPhone guidance.
Using Wi-Fi only: a provider-specific example
Google Fi documents a way to use Wi-Fi only on Android: turn on Airplane mode while remaining connected to Wi-Fi. That is Fi-specific guidance, not a universal procedure for other providers. Fi warns that calls may switch to cellular if Wi-Fi weakens and a mobile network is available, and that VPN settings can interfere with Wi-Fi Calling. Follow the instructions for your own carrier and device. Google Fi Wi-Fi Calling guidance.

Wi-Fi or data-based emergency calling can behave differently from a traditional call. Google Fi warns that 911 calls over Wi-Fi or data may not connect to local operators, may not transmit your location or number, and can be affected by internet or power outages. Fi may use the service address as a fallback in some situations; keep that address current and be ready to provide your location and callback number. Apple also cautions that an iPhone may use Wi-Fi for emergency calls only when Wi-Fi Calling is enabled and cellular service is unavailable. Do not rely on Wi-Fi Calling as a guaranteed way to reach emergency services. Google Fi emergency-calling guidance.

What to verify before removing a SIM or relying on Wi-Fi
- Whether your carrier supports Wi-Fi Calling for your specific phone, line, and account.
- Whether removing the physical SIM leaves an active eSIM line in place—or ends the only active carrier service.
- Whether your device and software meet the carrier’s requirements and the Wi-Fi Calling option appears in settings.
- Whether your Wi-Fi network is stable enough for calls, and whether the carrier charges for Wi-Fi calls.
- How emergency calls are handled in your location, and whether an emergency-services address needs updating.
