Yes. OpenAI says ChatGPT image generation is available to Free users, but image creation has its own usage limit, separate from ordinary chat. OpenAI does not publish a fixed Free image count or reset interval in its current FAQ, so the limit shown in your account is the best guide.
What Free users can do with ChatGPT Images
OpenAI’s Images in ChatGPT page says ChatGPT Images is available on all tiers, and the Free Tier FAQ specifically lists “Create images in ChatGPT” as a Free capability. OpenAI identifies web, iOS, and Android as supported platforms.

You can ask for a new image in a conversation or select Images and enter a prompt. You can also upload an image—or choose one ChatGPT generated—and describe an edit. OpenAI’s help page also documents selecting an area for a targeted edit, choosing an aspect ratio, and prompting for details such as text or a transparent background.

Image generation has a separate usage limit from regular chat. If you reach it, OpenAI says ChatGPT will notify you and you must wait until a later time before using image generation again. The current FAQ does not give a stable numeric Free image quota or a fixed reset interval; limits can change, so follow the notice displayed in your account.

Because the image limit is separate, reaching it does not necessarily mean you have also exhausted your ordinary chat allowance. You may still be able to chat while image creation is unavailable.
Free access can depend on your account configuration
OpenAI documents an Ads-Free option for some Free users that removes ads but lowers usage limits and can remove access to tools such as image generation. Ads controls depend on region and eligibility, so this configuration does not apply to every Free account. If image generation is unavailable, check the account’s current settings and any notice shown in ChatGPT.
Free availability does not mean every plan has identical features
OpenAI’s April 21, 2026 release notes say ChatGPT Images 2.0 is available on all ChatGPT plans. The Images help page separately lists “Images with thinking” for Plus, Pro, and Business, and describes Enterprise and Edu availability as forthcoming. Core image generation is available to Free users, but advanced features and usage limits are not necessarily identical across plans. OpenAI’s cited pages do not provide a numeric Free quota or an exact cross-plan allowance comparison.
Use ChatGPT Images, not the retired DALL·E GPT
The official DALL·E GPT inside ChatGPT was retired on August 30, 2026, according to OpenAI’s July 31, 2026 release-note announcement. OpenAI directs users to ChatGPT Images for continued image creation and editing.
