Maps, files, and other apps
Apple’s December 2023 iPadOS 17 feature document says maps can be downloaded for use when an iPad has no Wi‑Fi or cellular signal, and lists driving and walking routes. This is version-specific documentation; it does not establish identical map coverage or behavior for every model, software version, area, or navigation feature. Apple: iPadOS 17 New Features.
Files saved directly on the iPad can generally be opened offline. Third-party apps vary: offline access may depend on prior downloads, sign-in, account status, app version, and whether a feature needs a server. Do not assume an app or cloud file will work offline just because it appears in the app while you are connected.

What needs an internet connection?
Without Wi‑Fi, cellular data, or a hotspot, an iPad has no internet connection. Web browsing, streaming, cloud retrieval, and live services that rely on a connection will not work as usual. Offline downloads may also have app-specific account or availability requirements.

Can an iPad connect to the internet without Wi‑Fi?
It depends on the iPad model. Apple says Wi‑Fi + Cellular models can connect to a carrier’s cellular data network when Wi‑Fi is unavailable. This requires cellular service to be set up and may incur carrier charges. Apple notes that these iPads support cellular data only, not ordinary cellular phone service. A Wi‑Fi-only iPad does not connect directly to a carrier network. It can access the internet through a Personal Hotspot shared by an iPhone or another iPad with cellular service, if one is available. A hotspot is a separate internet connection, not offline access.

How to prepare your iPad before going offline
- Connect while you still have internet. Download the books, music, maps, documents, and other app content you expect to need.
- Open important apps and content once online. Some apps may require initial sign-in or setup before offline use.
- Check that files are stored on the iPad. A cloud item visible in a library is not necessarily downloaded to the device.
- Download the map area in advance. Confirm that the offline-map feature is available for your software version and destination.
- Arrange a connection if you need live internet. Check whether your iPad is a Wi‑Fi + Cellular model with an active data plan, or make sure a suitable hotspot will be available.
What to check if something does not work offline
- Content will not open: Confirm it was downloaded rather than merely listed in a cloud library.
- An app asks you to sign in: The app may require account verification or setup; connect before leaving coverage if possible.
- A map or app feature is missing: Offline support can vary by app, iPadOS version, region, and feature. Check the app’s own documentation rather than assuming all functions work offline.
- You need internet, not just access to stored content: Use cellular data on a Wi‑Fi + Cellular model with service, or connect through a hotspot.
