Yes. An iPad can make internet-based calls without an iPhone: use FaceTime to reach other FaceTime users, or a supported calling service such as Google Voice to call phone numbers. Carrier Wi-Fi Calling may also work if your provider and account support it. A cellular-data connection by itself does not give an iPad a standard mobile voice line.
Choose the kind of call you need

These options are not interchangeable. FaceTime is internet calling, not a general phone-number dialer; a calling service can bridge to phone numbers under its own terms; and Apple’s call-relay feature relies on an iPhone.

Make FaceTime calls over Wi-Fi or cellular data
Apple says, “With an internet connection and an Apple Account, you can make and receive calls in the FaceTime app.” To start, open FaceTime on the iPad, choose a new call, enter a contact’s name, phone number, or email address, then select audio or video. The recipient must be reachable through a supported FaceTime method. Apple notes that FaceTime audio is unavailable in some countries or regions, so availability is not universal.

Call ordinary phone numbers with an internet-calling service
Google Voice
Google Voice is one documented option for placing calls from an iPad to phone numbers. Google describes its service this way: “Your Google Voice number lets you make domestic and international calls from your web browser and mobile devices.” Availability, setup, number eligibility, and charges depend on geography, account, and destination; check Google’s current terms for your location before relying on it.
To place an internet call, use the Google Voice app and configure it to prefer Wi-Fi and mobile data. Starting a call from the device’s Phone app instead can use carrier minutes. Google estimates about 0.2 MB of data per minute for Voice calls over the internet; actual use may vary with network quality and speed. Check whether your carrier supports Wi-Fi Calling
Apple documents a Wi-Fi Calling setting for iPad under Cellular settings, but whether it is available and how it works depend on the network provider and account. Confirm eligibility and setup with your carrier rather than assuming that every cellular iPad can use a carrier voice service. Apple also describes emergency-call handling: when cellular service is unavailable and Wi-Fi Calling is enabled, emergency calls may be made over Wi-Fi. Location information may be used, and some carriers may use the registered address. Apple warns that an iPad connected to Wi-Fi Calling may not receive emergency alerts. Apple’s “Calls on Other Devices” feature sends calls through an iPhone; it is not a standalone iPad phone service. It requires an iPhone and compatible setup, including devices signed in to the same Apple Account and connected to the same Wi-Fi network. Apple also specifies that the devices must be within 30 feet (10 meters). Carrier charges may apply. If an iPhone is not available, this route does not meet the requirement. Plan for emergency calls and audio
Emergency access
Do not assume that FaceTime or a consumer internet-calling app can reach emergency services. Google documents restrictions on emergency calling, including a limitation for unmanaged personal accounts. Carrier Wi-Fi Calling has its own emergency-call conditions, including possible use of location information or a registered address. Check the service’s current emergency guidance and keep another reliable way to contact local emergency services.
Microphone, speakers, and headsets
You do not need extra hardware for app-based calls: Google Voice can use the iPad’s built-in microphone and speakers. A compatible Bluetooth headset with a microphone is optional for hands-free use; Google also lists Lightning and 3.5 mm audio devices among supported types for Voice on iPhone and iPad. What to check before relying on the iPad
- Recipient: FaceTime reaches people through supported FaceTime methods; for ordinary numbers, use a service or carrier arrangement that supports them.
- Connection: Internet calls need Wi-Fi or, on a Wi-Fi + Cellular model, mobile data. Carrier Wi-Fi Calling has separate provider requirements.
- Availability and cost: FaceTime audio, carrier features, and internet-calling services vary by region, account, provider, and destination. Check current terms rather than assuming a number or rate applies everywhere.
- Emergency access: Confirm the limits of the specific service; internet calling should not be treated as a guaranteed emergency-phone replacement.
- Sound: Built-in audio is sufficient for a basic setup; a compatible headset is a convenience, not a requirement.
