Echo needs Wi‑Fi and an internet connection for setup and its usual voice assistant and connected services. If your phone was paired with the Echo beforehand, you can use the Echo as a Bluetooth speaker for audio available on the phone—but Alexa’s online features will not come back with that workaround.
What works when Wi‑Fi or internet is unavailable?

Use an already-paired Echo as a Bluetooth speaker
Amazon documents Bluetooth pairing through the Alexa app. For a fallback you can rely on during an outage, pair and test the phone while the Echo is set up and connected.

- Open the Alexa app and select the Echo device.
- Open the device settings, choose Bluetooth devices, and select the option to pair a new device.
- Once paired, connect from the phone’s Bluetooth settings when needed. Amazon also says you can turn on Bluetooth on the phone and say, “Pair Bluetooth.” Some devices may reconnect automatically when they are in range.
- Play audio that the phone itself can access. For streaming audio, the phone needs its own internet connection; downloaded or locally stored audio does not.
Bluetooth audio is a phone-to-speaker connection. It does not let the Echo answer ordinary Alexa questions, stream a service on its own, or control cloud-dependent smart-home features without internet.

What if the Echo has never been set up?
Amazon’s setup and Bluetooth instructions use the Alexa app, but they do not promise that initial setup or first-time Bluetooth pairing can be completed with no Wi‑Fi. The dependable approach is to set up the Echo and pair the phone before losing connectivity. Amazon says Echo supports common home Wi‑Fi networks using 2.4 GHz or 5 GHz and 802.11 a/b/g/n; it does not connect to ad-hoc or peer-to-peer networks. Consult the Wi‑Fi guidance if you are trying to connect it to a different network.

Does local smart-home control mean Alexa works offline?
No. Amazon documents local connectivity for certain supported smart-home integrations, which can allow compatible device control during an internet outage. Whether it applies depends on the devices and connection methods involved. It does not establish that Echo’s general voice assistant, online music, or other cloud-dependent services work offline.

Amazon’s general support pages do not provide an offline-feature matrix covering every Echo model and generation. Do not assume a specific offline function is available just because another Echo supports it; check the documentation for your exact model and the smart-home devices or services you intend to use.
