Can You Still Read Data From Discontinued Storage Formats?

Discontinued storage does not always mean lost data. Recovery depends on the condition of the carrier, compatible hardware and software that can interpret the files.

Often, yes—but the answer depends on whether the storage medium is readable and whether the files on it can still be interpreted. A working floppy disk drive may retrieve a file that modern software cannot open; a well-documented file may remain inaccessible if its only copy is on damaged or unreadable media.

What “discontinued storage format” can mean

People use “format” to describe two different things: the physical carrier and the file format. A carrier is the medium that holds the data, such as a floppy disk, hard drive, CD, DVD, thumb drive or tape. A file format is how information is encoded within that medium. The National Archives and Records Administration (NARA) treats media obsolescence and file-format obsolescence as separate preservation problems: each can prevent access independently. NARA’s sustainable-formats FAQ defines the goal as access throughout a record’s lifecycle, despite changes in technology.

  • Carrier problem: The device, interface or media is missing, incompatible or damaged, so the bits cannot readily be retrieved.
  • File-format problem: The bits are available, but current software cannot reliably interpret or render them.
  • Both problems: The carrier and the file format each need a solution.

The Library of Congress cautions that keeping the original bits is an important foundation, not a guarantee that people will be able to use the content. Rendering may require legacy software or codecs, and the original software may be unavailable or subject to licensing restrictions. Some content may also depend on hardware that is no longer available. The Library of Congress on digital-format sustainability

How to assess old media before trying to open it

  1. Identify the carrier. Note the media type, labels, manufacturer and model, and any known interface or recording system. “Old disk” is not specific enough to select a reader: different media and recording systems may require different hardware.
  2. Record clues about the files. Write down filenames and extensions, software or operating-system names, and any accompanying documentation. An extension can help identify a file, but it is not conclusive. NARA warns that available tools cannot identify every legacy format with certainty. NARA’s “Obsolescence” presentation
  3. Preserve the original before experimenting. If the media can be read, make a bit-for-bit copy or image where practical, keep it separate from working copies, and document what you do. This preserves options for later analysis; it cannot make physically unreadable media accessible. The Library of Congress on digital-format sustainability
  4. Choose a path that addresses the actual barrier. A compatible drive or interface may be needed to retrieve the bits. Supported software or a converter may handle a known file format; legacy software, a codec or an emulated environment may be needed when the content depends on old software behavior. NARA’s preservation framework uses format-specific plans and tools rather than assuming one solution works for every file. NARA’s Digital Records File Format Preservation Plans
  5. Validate what you recover or convert. Compare file counts and sizes, use checksums when practical, and inspect important content for missing fields, altered formatting, lost precision or broken dependencies. Keep recovered originals and converted files distinct.

Which access approach makes sense?

Approach Useful when Limitation
Read the original media with compatible hardware The carrier and interface are intact, and an appropriate reader can be found. A reader retrieves bits; it does not necessarily decode the files. Aging media can also fail. NARA lists multiple legacy carrier types that archives need the ability to read. Source: NARA’s “Obsolescence” presentation
Open or convert with current software The file format is documented or supported by available tools. Conversion may alter features or data, so keep the original and check the result. NARA’s framework includes format-specific preservation actions and tools. Source: NARA’s Digital Records File Format Preservation Plans
Use an emulated legacy environment The content depends on an old operating system, application or behavior that conversion cannot preserve. Suitable software may be unavailable or restricted by licensing; codecs, dependencies or unavailable hardware may also be required. Source: The Library of Congress on digital-format sustainability
Seek specialist recovery or digitization The media is unusual, damaged or requires equipment and handling beyond what you can provide. Whether recovery is possible depends on the specific device, media condition and format. The sources cited here do not establish a general success rate or guarantee for individual cases.

Why conversion needs a quality check

Migration can make information accessible in a newer format, but accessibility is not the same as perfect preservation. NARA’s guidance emphasizes identifying the significant properties that should survive a migration. For datasets, the Library of Congress specifically warns that moving information into transport or export formats can lose precision or accuracy; it recommends complete export data that retains full detail and precision. • Broad Compatibility: This floppy disk reader is compatible with most PCs, laptops, and desktop computers with Windows 11/10/8.1/7/Vista/XP/2000 OS, but not compatible with Mac and Chrome. In Windows 11/10 systems, there has many show/hide options in File Explorer, so after opening "Windows File Explorer," you may not see the drive icon named "Floppy Disk Drive (A:)". Please open "Devices and Printers," right-click on the drive icon named "TEACV0.0" under "Devices," hover the cursor over "Browse Files," and then click on "Floppy Disk Drive (A:)," then you will see the contents of your disks
  • Reminder: Not all of your disks can be read, which is due to their age, not the drive. Floppy disks were produced in the 1980s and 1990s and have a history of 30 to 40 years. Due to long storage times, some floppy disks may be corrupted, mouldy or dusty, so some of your floppy disks may not be successfully opened by our floppy disk drive, or the drive may initially be able to open some floppy disks but stop working due to dust on the disks. Therefore, please carefully check the status of the floppy disk before reading to avoid the drive stopping working due to floppy disk issues.

Check the output against the original where possible. For a document, inspect layout and embedded elements; for a dataset, compare fields, values and precision; for software-dependent content, check whether necessary dependencies or behavior remain. A file that opens successfully may still have lost information.

What improves the odds of future access?

Open documentation, broad adoption, self-describing metadata, unrestricted access and lossless compression can all help make a format more sustainable. They reduce dependence on a single vendor or undocumented tool, but none guarantees future access. NARA’s guidance frames sustainability as continued access over time, not as a property conferred automatically by choosing a particular file extension. NARA’s sustainable-formats FAQ
