Who must meet the 12-tester requirement?
Google applies this closed-testing requirement to personal developer accounts created after November 13, 2023. It is not a requirement for every Google Play developer account. Check both your account type and its creation date before relying on the rule. Google Play Console Help explains the requirement.

What must be true when you apply?
At least 12 testers must be opted in to your closed test when you apply for production access, and each must have maintained that opt-in continuously for the preceding 14 days. The qualifying point is the application—not merely the day the 14-day period ends.

- If that tester opts back in, a new consecutive 14-day period starts from the new opt-in.
- Keep enough testers opted in to ensure at least 12 individually meet the full period when you submit.
Can you remove testers after 14 days?
You can end a test in Play Console by opening the relevant test, managing its track, and pausing the track. Google says testers will no longer receive updates after the test ends, but the app remains installed on their devices. See Google’s instructions for setting up an open, closed, or internal test.

Before submitting your application
Do not remove testers if doing so would leave fewer than 12 people who are still opted in and have each completed the continuous 14-day period. The requirement is assessed when you apply.
After submitting your application
Google’s public guidance does not specify whether removing testers or ending the test after submission affects a pending production-access review. It therefore cannot be treated as guaranteed safe—or as something that automatically invalidates the application. If preserving eligibility is your priority, leave the testers opted in while the application is pending.

What happens after the test threshold?
Meeting the testing requirement makes you eligible to apply for production access; it does not publish the app or guarantee approval. In Play Console, open the production-access application from the Dashboard and answer questions about your closed test, app or game, and readiness for production. Google asks about tester engagement and feedback, the app’s audience and value, and changes made in response to test findings. The production-access guidance also recommends giving testers clear instructions, requesting feedback, and offering a feedback channel such as email, a website, or a messaging forum. Testers can also send private feedback through Google Play.

Google’s November 2023 Android Developers Blog announcement described an initial threshold of at least 20 people for two weeks. The current Play Console Help guidance states at least 12 testers continuously opted in for 14 days. For the operative requirement, follow the current Help article rather than the original announcement. Read the 2023 announcement.

Do all 12 testers need to open the app every day?
The published requirement is continuous opt-in for 14 days; the Help guidance does not state a daily app-opening threshold. The application separately asks about tester engagement and feedback, so collect and describe useful test feedback rather than assuming that opt-in alone answers every application question.
