Not universally. A runtime can accept a cancellation request without proving that every in-flight tool, subprocess, remote request, or compute environment has stopped. How reliable shutdown is depends on the runtime, how its workers and tools handle cancellation, and whether you verify what happened afterward.
Why stopping an agent is more than stopping a model response
An agent run is usually a loop: the application calls a model, runs requested tools, may hand work to another agent, and continues until it reaches a final result or a stopping condition. “Stop the agent” can therefore mean several different things: prevent another model turn, interrupt current work, stop a worker process, or shut down the environment running it. These actions may be controlled by different parts of your system.

A cancellation request can also arrive after a tool has begun. The tool may stop, finish before it sees the request, or have already caused an effect in another service. Cancellation is not, by itself, a rollback of completed work.
What cancellation means in different runtimes
| Implementation | Documented stop behavior | What the behavior does not establish |
|---|---|---|
| OpenAI Agents Python SDK, streaming runs | cancel(mode="immediate") is the default and is documented to stop immediately, cancel tasks, and clear queues. cancel(mode="after_turn") lets the response finish, executes pending tool calls, saves session state and usage, then stops before the next turn. |
This SDK behavior does not guarantee that external work already accepted by another service is undone. |
| OpenAI Agents JS tool timeouts | A timeout aborts details.signal. A long-running tool can stop promptly if its handler listens for and honors that signal. |
The signal does not prove that arbitrary synchronous work or an already-accepted remote request has been stopped or reversed. |
| Anthropic managed workers | The worker guidance says cancellation during a session stops in-flight work before the worker exits. For an SDK worker embedded in a webhook server, use the server’s shutdown hook rather than taking over the server’s signals. | Signal delivery depends on how the worker is integrated and shut down; a hard process kill bypasses teardown. |
| LangChain Agent Protocol | The protocol describes run listing, status, waiting, streaming, and cancellation. An unstarted run is cancelled immediately; a running run should be cancelled “as soon as possible.” | The wording describes a requested cancellation, not guaranteed instantaneous termination. The protocol is a framework-agnostic proposal; LangGraph Platform implements a superset, and deployments should be checked against their actual implementation. |
These are specific documented behaviors, not a universal guarantee shared by all agent frameworks. In particular, immediate cancellation and graceful after-turn cancellation express different intentions: one tries to interrupt now, while the other deliberately lets current-turn work complete.

What can still be happening after you request cancellation
A tool may not cooperate with the signal
Timeout and cancellation mechanisms often rely on a handler observing a signal and exiting. A tool that ignores the signal may continue until it finishes or is terminated by some other mechanism. Child agents and subprocesses also need an explicit cancellation path; stopping a parent run does not automatically prove that every child operation has stopped.
An external action may already have taken effect
A payment, message, database write, or other remote action can complete before the cancellation reaches the tool—or while the response to that action is still in flight. The reviewed vendor guidance does not promise a universal rollback protocol for these effects. As engineering safeguards, use idempotency where supported, check authorization close to the protected action, reconcile uncertain outcomes against the external system, and inspect that system’s status after a stop.

A disconnected client is not a stopped environment
OpenAI’s agent environment lifecycle guidance treats disconnects, session deletion, and compute shutdown as separate concerns. A mid-turn disconnect can cause a tool to fail while the turn completes; disconnecting does not automatically reconnect or restart a killed command. Deleting a session neither stops its environment nor emits a deletion webhook, so session cleanup and provider-compute shutdown must be handled separately. Pending input recovery after a process crash is not guaranteed.

Shut down workers and compute deliberately
Allow a worker to tear down cleanly
Anthropic’s self-hosted worker operations guidance says, “A killed process runs no teardown.” It recommends configuring SIGTERM and SIGINT to cancel the worker, sending SIGTERM, and allowing at least 30 seconds before a hard kill because final upload can take that long. The same guidance notes Docker’s default 10-second interval before SIGKILL and advises increasing the container stop timeout or orchestrator grace period when needed. These timings are recommendations for the described Anthropic worker setup, not universal values for every agent.

If a worker is killed before teardown, unsynchronized memory edits may be lost. Persist or snapshot state that must survive replacement compute rather than assuming process termination will save it.
Coordinate lifecycle events with new work
OpenAI’s agent environment lifecycle guidance warns that an idle event alone is not a safe shutdown signal: it can occur between a connection request and the next turn. Stop admitting input and coordinate cleanup with startup already in progress. Recheck whether a connection or execution has begun before stopping compute, and cancel a pending shutdown when new work arrives.

A practical shutdown sequence
- Stop or serialize incoming work. Prevent new requests from entering the run, or coordinate them with shutdown so a new connection cannot race with the stop.
- Choose the intended stop behavior. Use the runtime’s documented run-control mechanism. Decide whether to interrupt current-turn work or allow it to finish before stopping; for the OpenAI Agents Python streaming SDK, these are the
immediateandafter_turnmodes. - Propagate cancellation. Make sure tool handlers, child agents, workers, and subprocesses receive the signal and that long-running handlers observe it. For self-hosted workers, configure graceful signal handling and a sufficient teardown window.
- Wait for the run to settle and inspect its outcome. Check the terminal run status and tool results rather than treating the cancel request or a disconnected stream as proof. For the OpenAI running-agents workflow, wait for the stream to finish; if you intend to continue an unfinished cancelled turn, resume from saved state.
- Reconcile external effects. Check relevant remote systems for actions that may have completed before cancellation or whose result is uncertain.
- Stop compute and remove session state separately if both are intended. Follow the provider’s environment shutdown procedure, then delete the session if appropriate. Preserve or snapshot data needed by replacement compute.
How to judge whether a runtime is reliable enough
Do not evaluate reliability by whether an API exposes a cancel button or endpoint alone. Check the whole path from the request to the work being stopped and its outcome being observable.
