Sometimes—but not by installing a PC Steam game directly on an Android phone. Steam Link streams a game running on a host PC, so the phone and computer need a network connection to each other. If you mean no internet access but a working local network, streaming may work; Valve documents same-network setup but does not explicitly guarantee that internet-disconnected scenario. If you mean no connection between the phone and PC, Steam Link cannot stream.
Steam Offline Mode is different: it can let eligible games run on the PC without an active connection to the Steam Network, after online preparation. It does not make the PC game run natively on Android.

What “offline” means for Steam Link
Steam Link is a streaming client, not an Android version of your PC game. The host computer runs the game through Steam, while the Android device receives its video and audio and sends input back. Valve’s Steam Link setup documentation calls for the phone and host PC to be on the same network, with Steam launched and the user logged in on the PC.

In short, “no internet” and “no network” are not the same condition. A local network can connect devices without providing internet access, but Steam Link still needs that connection to the host. Authentication, updates, or remote access may also behave differently when the internet is unavailable.

What Steam Link needs on Android
Valve says Steam Link supports many Android phones, tablets, and TVs running Android 5.0 or newer. Its setup guidance calls for a computer running Steam and recommends a 5 GHz wireless router. The Android app pairs with the host after the PC is powered on, Steam is running and logged in, and both devices are on the same network.
Network quality and connection problems
Streaming performance depends on the connection between the host and Android device. Valve recommends connecting the host computer to the router by Ethernet when possible and prefers 5 GHz Wi-Fi to the more congested 2.4 GHz band for wireless setups. Interference, client isolation, captive portals, and public, workplace, school, or guest networks can prevent a connection or make it unreliable. Steam Offline Mode: play on the PC without Steam Network
Steam Support describes Offline Mode as a way to play games through Steam without an active connection to the Steam Network. That capability applies to the PC running Steam; it is not an Android install or a substitute for Steam Link’s connection to its host.
Prepare before disconnecting
- While online, start Steam and leave “Remember me” selected when signing in.
- Update the game files you plan to play.
- Launch each game once while online to confirm that no further update or installation is required.
- In the Steam client, select Steam > Go Offline.
Steam may still require an online login if preparation or stored account information is inadequate; the client does not provide a bypass for a login requirement. Steam Support also warns that stored information can be lost if Steam is force-quit or the computer is shut down without manually closing Steam. Its instructions are in Steam Offline Mode.

Why a game may not start offline
- Some titles require an active internet connection or rely on an external launcher, so Steam Offline Mode cannot make them playable offline.
- A game may need its initial online startup before it will run without a connection.
- If a game that seemed ready will not launch offline, Steam or the game files may need an update, or the title may have its own online requirement.
Controllers are optional, but do not remove the connection requirement
Valve lists the Steam Controller, Microsoft Xbox One S Controller, Sony DualShock 4 on Android 9.0 or newer, and Razer Kishi and Raiju Mobile among supported controllers. Other input devices may work without being officially supported. Compatibility can vary by model and Android version; a controller does not replace the host PC or the network path needed for Steam Link.
