Not with the Android options verified here. J2ME Loader can emulate Java ME games on Android, but it does not provide a game catalogue: you need to supply a compatible game file. If “without a JAR” means you do not want to download or manage a file yourself, the sources reviewed do not confirm a built-in catalogue or hosted service that solves that problem.
What “without a JAR” can mean
There are two different requests hidden in that phrase:

- No JAR file at all: You want to open an app and choose a classic game that is already included or streamed. No verified Android catalogue of that kind was identified.
- No file handling by you: You want a service to provide the game without asking you to find, download, copy, or import a JAR. The browser-based option surfaced in the available documentation still asks the user to select a JAR, so it does not meet this definition either.
An emulator recreates the environment needed to run software; it does not necessarily include the software itself. J2ME Loader’s Google Play listing describes an emulator, and the separate RezRetro project documents importing a JAR or JAD file. Neither establishes an included game library.

J2ME Loader is the Android emulator identified in the available sources. Its Google Play listing says it supports most 2D games and 3D games with limitations, and notes that Mascot Capsule 3D games are unsupported. Those are broad compatibility claims, not a guarantee for any particular title or device.

The listing describes a virtual keyboard, display scaling, and individual settings for each application. The project’s GitHub README states Android 4.0 or later as the system requirement and links lists of tested touchscreen and non-touchscreen games, plus games with known bugs. Compatibility can vary by game and device, so consult those lists for a specific title rather than assuming it will work.
What a file-based workflow involves
If you already have a game file you are entitled to use, J2ME Loader may be worth trying. A typical Java ME package uses a JAR, sometimes accompanied by a JAD descriptor. The emulator is only the runtime; obtaining the game file is a separate step. The sources do not establish where to obtain any particular commercial game’s file, so use only copies you have the right to use.

Installing J2ME Loader alone should not be expected to reveal a shelf of classic games. Likewise, a browser emulator is not automatically file-free: the browser-based result found here describes selecting a JAR. Do not treat avoiding an Android app installation as the same thing as avoiding the need to supply the game.

- If performance is slow, disable filtering; the project says filtering can reduce performance.
- If the image flickers, try enabling “Immediate processing mode.”
These are project recommendations, not guarantees that every performance or display problem will be fixed. The README and linked compatibility lists are the best cited starting points for title-specific issues.

If your requirement is genuinely “tap a title and play, with no game file supplied by me,” the options documented here do not satisfy it. A suitable alternative would need to offer a built-in or hosted catalogue of games that is actually available to you; no such service or rights-cleared catalogue was verified in the cited material. If you are willing to manage a file, J2ME Loader is the Android route documented here, subject to title compatibility and your right to use the game.
