Usually, yes—but two separate checks decide the answer. Steam Offline Mode can run a game without an active Steam connection after you prepare it online, while controller play depends on that individual game’s Steam listing. A game may support one, both, or neither.
Steam’s rules require an online setup and first launch for most games. For controller play, look for Full Controller Support or Partial Controller Support on the game’s store page rather than assuming every card RPG uses a gamepad.

What “offline” means on Steam
Steam’s Offline Mode is a prepared state, not a guarantee that any installed game will start with the network cable unplugged. Steam describes it as allowing games to be played “without having an active connection to the Steam Network.” The game still has to be installed, updated, and initialized correctly before you lose connectivity.

Multiplayer services, online authentication, cloud-connected features, and games that require an always-on connection cannot be used merely because Steam is set to offline. An external launcher can also prevent a game from starting if that launcher demands its own sign-in or network check.

Why the individual game matters
“Card-based RPG” describes a genre, not a technical capability. Two games with similar deckbuilding mechanics can have completely different launch requirements. Check the game’s Steam page and its publisher’s requirements for online services; do not infer offline compatibility from the presence of a single-player campaign alone.
Prepare Steam for offline play
Do this while you still have a reliable internet connection. Steam advises that most games need an initial online launch, and the account credentials must be saved on the device.
- Sign in online. Open Steam on the computer or handheld you will use. Enable the option to remember your credentials so Steam can authenticate the account when no network is available.
- Finish installation and updates. Let the game reach a fully installed, current state. Do not treat a paused download, pending patch, or partially installed workshop item as ready for travel.
- Launch the game once online. Start it from your Steam library and complete any first-run setup that appears. Reach the normal title screen or gameplay, then exit cleanly. This gives Steam and the game an opportunity to complete their initial checks.
- Switch Steam to Offline Mode. While still connected, choose Steam > Go Offline. Follow Steam’s confirmation prompt and allow the client to restart into offline mode if requested.
- Test the exact situation you expect. Quit Steam, disable Wi-Fi or disconnect the network, reopen the client, and launch the game from the library. Testing before a flight or outage is more useful than relying on an unverified installation.
Steam recommends reconnecting periodically. Updates can change a game’s files or authentication requirements, and Offline Mode cannot download those fixes. Reconnect when practical, let Steam and the game update, then repeat the online launch and offline test if you are preparing for another disconnected period.

When offline play will fail
Offline mode is not a compatibility override. Expect a failure or a blocked feature in these cases:
- The game explicitly requires an active internet connection, even for its single-player mode.
- An external launcher must sign in, validate ownership, or fetch a session token before the game opens.
- The title’s important systems are online services, such as multiplayer matchmaking or a server-hosted campaign.
- The installation was never launched online, credentials were not saved, or an update remains incomplete.
- A required first-run component was deferred until the moment you tried to play offline.
If the game opens but a menu is unavailable, that can be normal: Offline Mode disables network features rather than converting them into local features. Keep a separate expectation for “the game launches” and “every mode works.”
How to tell whether a Steam card RPG supports a controller
Controller compatibility is listed per game. Steam’s Big Picture mode guidance defines the labels this way:
Rank #3
- Sleek 7-in-1 USB-C Hub: Features an HDMI port, two USB-A 3.0 ports, and a USB-C data port, each providing 5Gbps transfer speeds. It also includes a USB-C PD input port for charging up to 100W and dual SD and TF card slots, all in a compact design.
- Flawless 4K@60Hz Video with HDMI: Delivers exceptional clarity and smoothness with its 4K@60Hz HDMI port, making it ideal for high-definition presentations and entertainment. (Note: Only the HDMI port supports video projection; the USB-C port is for data transfer only.)
- Double Up on Efficiency: The two USB-A 3.0 ports and a USB-C port support a fast 5Gbps data rate, significantly boosting your transfer speeds and improving productivity.
- Fast and Reliable 85W Charging: Offers high-capacity, speedy charging for laptops up to 85W, so you spend less time tethered to an outlet and more time being productive.
- What You Get: Anker USB-C Hub (7-in-1), welcome guide, 18-month warranty, and our friendly customer service.
- Full Controller Support: the game can be downloaded, launched, and played using only a controller. You should not need a mouse or keyboard for setup or in-game configuration.
- Partial Controller Support: a controller works for some or most play, but a mouse or keyboard may still be needed for setup, launch screens, menus, text entry, or another interface task.
- No controller label: Steam has not represented the game as having one of those supported levels. A controller might still work, but the listing does not give you the same assurance.
Check the listing before buying or traveling
- Open the game’s Steam Store page in the desktop client or a browser.
- Find the features and compatibility area near the purchase and platform information.
- Look specifically for Full Controller Support or Partial Controller Support, and note any controller-family label such as Xbox Controllers.
- If portable play matters, check the Steam Deck compatibility badge separately. It addresses the Deck experience, not a universal promise that every computer or every offline configuration will work.
Steam’s Big Picture environment is designed for controller navigation. Steam lists its Steam Controller, official Xbox controllers, DualShock 4, DualSense, and Nintendo Switch Pro controllers as supported families. Third-party controllers often work, but Steam does not describe them as officially supported in the same way. The game’s own support label remains the deciding evidence for in-game play.
Concrete example: Slay the Spire
Slay the Spire shows how to assess a card-based RPG without generalizing from the genre. Steam describes it as a single-player deckbuilder that combines card games and roguelikes. Its listing identifies Mega Crit as both developer and publisher, gives a release date of January 23, 2019, and displays Full Controller Support, Xbox Controllers, and Steam Deck Verified.
| Listing detail | What it establishes | What it does not establish |
|---|---|---|
| Single-player deckbuilder | The listed game mode and card/roguelike design | That every mode is available without a network |
| Full Controller Support | Steam’s controller-only download, launch, and play definition | That every third-party gamepad has identical support |
| Xbox Controllers | Xbox controller compatibility is identified on the store page | That you must buy a particular controller |
| Steam Deck Verified | The listing’s Deck compatibility classification | A guarantee of offline launch on every installation |
| January 23, 2019 release date | The date shown by Steam for this title | A measure of performance, popularity, or offline reliability |
The listing is strong evidence for controller play, but it does not explicitly certify offline operation in every configuration. Prepare it through Steam’s Offline Mode procedure and perform your own disconnected launch test before depending on it away from the internet.

A practical pre-trip checklist
- Steam is signed in with credentials saved on the device.
- The game is completely installed and has no queued update.
- You launched the game once while online and completed first-run setup.
- Steam was switched to Offline Mode while still connected.
- The game opened after you disabled the network.
- The store page’s controller label matches the way you intend to play.
- You have a charged, paired controller and a backup input method if the listing says Partial Controller Support.
- You understand which menus or services will disappear without a connection.
The final two checks are practical safeguards rather than Steam requirements. A controller can be compatible while a particular interface still expects a keyboard, and a game can launch while an online feature remains inaccessible.

Steam keeps asking you to connect
Return online and verify that “Remember me” is enabled, then launch the game once from the updated installation. Enter Offline Mode from Steam > Go Offline and test again before disconnecting. If the request persists, the title or one of its launch components may require a live connection; Steam’s Offline Mode cannot bypass that requirement.

Separate local content from network features. Matchmaking, cloud-dependent functions, and server-hosted systems are not available in Offline Mode. Reconnect when you need those services, and expect Steam or the game to update before they become usable again.

The controller works in Steam but not in the game
Recheck the game’s store label. Full Controller Support is the strongest indication that no mouse or keyboard should be needed; Partial Support warns that some screens may still require one. If no support level is shown, treat controller operation as unconfirmed rather than assuming Big Picture compatibility guarantees it.
An external launcher appears
Identify whether that launcher performs a network sign-in or ownership check. Steam can be offline while a separate launcher remains online-dependent. In that case, the game’s launcher requirement—not the card or RPG genre—is the limiting factor.
How to evaluate another card-based RPG
Use the same evidence in this order:
| Question | Where to verify | Decision |
|---|---|---|
| Can it start without a network? | Steam’s offline preparation rules plus the game’s own requirements | Prepare online and test; reject titles that require always-on access |
| Does it need another launcher? | Store requirements and the launch process | Allow for that launcher’s separate authentication rules |
| Can you play entirely with a gamepad? | Steam listing’s controller-support label | Full is controller-only; Partial may need keyboard or mouse |
| Will it suit a handheld? | Device-specific compatibility badge, such as Steam Deck Verified | Use the badge as a device clue, not as offline certification |
| Which features disappear offline? | Game modes and services described as online | Plan for local modes only and reconnect for network functions |
This process avoids two common mistakes: treating “single-player” as proof of offline support, and treating a compatible controller family as proof that every screen is controller-only.
What you may need—and what you do not
You do not need to purchase a specific controller to use Offline Mode. If you already own a supported pad, the game’s listing determines whether it is suitable. An Xbox-compatible controller is an optional hardware choice for a game whose listing names Xbox Controllers; it is not a Steam Offline Mode requirement.
Likewise, a Steam Deck is optional. Slay the Spire is marked Steam Deck Verified, which can make it an attractive portable example, but that badge does not replace the online preparation and disconnected test required for your particular installation.
Bottom line
A Steam card-based RPG can be played offline when Steam and the game have been prepared online, credentials are saved, no always-online or external-launcher dependency blocks startup, and the offline launch has been tested. Controller play is a separate, game-by-game decision: use the Steam listing’s Full or Partial Controller Support label, with Slay the Spire providing a clear Full Support example. Do not treat its controller and Deck badges as a blanket offline guarantee.
