Sometimes, but not as a general rule. Carrier Wi-Fi Calling normally depends on an eligible carrier account and activation, though Google says some carriers may allow it without service. That exception does not mean any phone can use its carrier number over Wi-Fi with no SIM, eSIM, or active line. Check the requirements for your carrier, phone, and location.
What “without a SIM” can mean
The answer depends on what you mean by “without a SIM.” A physical SIM is only one way a phone can connect to a carrier; some phones use an eSIM. Neither a Wi-Fi connection nor a compatible handset, by itself, creates a carrier line or provides a mobile number.

- No physical SIM, but an active eSIM or carrier line: Wi-Fi Calling may be available if the carrier, phone, region, and account support it.
- No SIM or eSIM and no active carrier service: Do not assume you can make or receive calls using your usual mobile number. Google notes that “on some carriers” Wi-Fi Calling may work without service, but this is a limited carrier-dependent exception, not a universal rule. See Google’s Wi-Fi calling guidance.
- Internet calls through an app: These are separate from carrier Wi-Fi Calling. They may use an app account or number rather than your mobile number, and their emergency-call capabilities depend on the service.
Carrier Wi-Fi Calling is a carrier service, not simply a phone call routed through any available Wi-Fi. For example, T-Mobile describes its service as using the customer’s T-Mobile phone number and requiring an active account. Other providers set their own eligibility and activation rules.

What determines whether carrier Wi-Fi Calling works
Several conditions need to line up; a phone supporting the feature is not enough on its own.

- Carrier and account: The provider must support Wi-Fi Calling for your line and permit it in your service state. An active account may be required.
- Device and software: The exact phone model and operating system must be supported by the carrier.
- Country or region: Support can vary by location. Apple explicitly says Wi-Fi Calling is not available with every carrier or in every country or region in its iPhone Wi-Fi Calling guide.
- Activation: The line may need to be set up with the provider, and some providers require an emergency address.
- Connection continuity: If Wi-Fi drops, whether a call continues, switches networks, or fails depends on the device and carrier.
How to check or enable the setting
These are the general paths in the cited device guides. Labels and availability can differ by phone, software version, carrier, and region.
On Android
- Open Settings.
- Go to Network & internet > SIMs.
- Select the carrier SIM or line, then tap Wi-Fi calling.
- Turn on the setting if it is available and follow any carrier prompts.
If you do not see the option, Google advises checking whether your carrier supports Wi-Fi Calling. Its setup guidance does not establish that the feature is available on every Android phone or carrier.

| What you need | Carrier Wi-Fi Calling | Internet calling app |
|---|---|---|
| Identity used for calls | Typically your carrier number; T-Mobile says its service uses the T-Mobile phone number. | An app account or number; whether it can use your carrier number depends on the specific service. |
| Carrier line and activation | Carrier eligibility and setup apply; account requirements vary. | Uses the app’s own service and internet connection; its requirements vary. |
| Emergency calls | Carrier-specific emergency routing and address rules apply. | Do not assume standard carrier emergency-call handling; check the app’s current terms. |
T-Mobile distinguishes its carrier-number service from calls made through internet apps such as Skype, WhatsApp, and Google Voice in its Wi-Fi Calling support page. Those app calls are not proof that carrier Wi-Fi Calling works without a SIM or service.
Emergency calling needs special care
Wi-Fi Calling may offer a way to reach emergency services when cellular service is unavailable, but do not treat it as a guarantee of successful connection or accurate location. Apple warns that emergency calls may use Wi-Fi when cellular service is unavailable, that a carrier may use a registered address, and that emergency alerts may not be received while using Wi-Fi Calling.

- Ooma has been rated the top phone service by Consumer Reports.
- Built-in wireless connectivity to place your Ooma Telo anywhere in your home. Works only in the US.
- Crystal-clear nationwide calling for free and low international rates. Pay only monthly applicable taxes and fees.
- Take your home phone on the go with the easy-to-use Ooma Home Phone mobile app
- Includes unlimited calling in the US, voicemail, caller-ID, call-waiting, 911 calling and text alerts.
Requirements differ by provider and location. Verizon says its setup requires a U.S. address for 911 and cautions that calling from another location can affect routing; network problems can also impair calls. Follow your carrier’s instructions to enter or update the emergency address, and verify the rules that apply where you are. See Verizon’s Wi-Fi Calling FAQs.

First decide whether you need to call from your usual mobile number. If so, contact your provider and ask whether your exact device and account can use Wi-Fi Calling in your current service state, and whether an eSIM or other activation step is required. If you only need internet-based calls, an app may be an alternative, but verify its account, number, and emergency-call terms directly.

- 2.4GHz WiFi Connection Pairing & No Monthly Fee: The Tuya wifi emergency button needs to be paired with the smartphone in the 2.4GHz WiFi environment. After the pairing is successful, the Tuya wifi emergency button needs to always be in the WiFi environment where it was paired, and the paired smartphone only needs to connect to the network. Even if you are in another city, your smartphone will receive the notification from the call button
- Easy to Use and Portable Design: The personal alarm button is easy to carry that can be put in the pocket, hung around the neck, taped to the wall, etc. The super big attractive button makes the calling more convenient for people who are seeking help at home. Get the attention of others without yelling. The call button is already paired with the receiver, people just need to pair the call button with smartphone
- Safe and Reliable Performance: The receiver has a choice of 32 types of music, with 5 levels of volume adjustment including mute and a maximum volume of 100 dB. The receiver has a working distance of 100m, 328ft in an open environment, but the actual working distance may be reduced due to building obstructions, which is sufficient for use in a domestic environment, so that family members can hear the receiver's notification music in time
- Reassuring Care Alarm Button Connected to Phone: This WiFi emergency button can be connected to phone to realize remote push. When encountering danger, the elderly can push the SOS Transmitter and the signal will be sent to the phone and the receiver. Stable registration, long-distance transmit, no messy code
- Share Function with Multiple Users: When family members also want to receive calls from parents, they can download the Tuya App on their smartphones and share the panic alarm button on their main account to other accounts. This way, when parents press the button, other family members can be notified and provide better care for ageing parents
A router or Wi-Fi extender can improve internet access, but it cannot supply carrier-number service or activate Wi-Fi Calling. Likewise, buying a compatible phone alone does not resolve missing carrier eligibility.
Provider policies can change, and the cited guidance represents examples rather than a complete list of every carrier’s current rules. Confirm availability with your carrier before relying on the feature.
