Yes. You can make a regular carrier call without mobile data if your phone still has cellular voice service, coverage, and an eligible account. If cellular service is unavailable, carrier Wi‑Fi Calling may work over an internet-connected Wi‑Fi network. Calling apps also need internet access. Without cellular voice service or internet, none of these options can connect the call.
What “without data” can mean
People use “data” to mean different things: the mobile data allowance on a plan, any internet connection, or cellular service altogether. Those are not interchangeable. Switching off mobile data or reaching a plan’s data limit does not by itself disable the carrier’s voice network. A call can still work if the line is active and cellular voice service is available. How to turn on carrier Wi-Fi Calling
On an Android phone
- Open the Phone app’s Wi-Fi Calling settings for the carrier SIM and turn the feature on. Menu names and locations vary by phone and carrier; follow the carrier’s current instructions.
- If you cannot find the setting, check with your carrier. Google Phone Help cautions, “Not all carriers support calls over Wi-Fi.” Possible charges may also depend on the carrier and account. Google Phone Help.
On an iPhone
- Open Settings and go to Cellular, select the relevant line if necessary, then choose Wi-Fi Calling and turn it on. Apple notes that availability depends on the carrier and country or region.
- Follow the prompts to provide or confirm an emergency-services address if requested. Apple says an emergency call uses cellular service when available; if cellular service is unavailable and Wi-Fi Calling is enabled, it may use Wi-Fi. What to know about charges, apps, and emergency calls
Wi-Fi Calling is carrier service, not a free-standing internet app
It places calls through a supported carrier feature over Wi-Fi. Eligibility, setup, fees, and emergency procedures vary. For example, T-Mobile requires an active account and an E911 address; its guidance says callers may still need to provide contact details and their current location. Verizon says US calls and texts over Wi-Fi do not count against its mobile data allowance, but the Wi-Fi network itself may charge access fees. Google Voice is one example: Google says its calls use about 0.2 MB of data per minute, an estimate in Google’s undated support guidance accessed in 2026. A Wi-Fi connection can supply that internet access without using the phone’s mobile data allowance. Actual use and service behavior can vary, and the estimate should not be applied to other apps. Do not assume emergency calls work like ordinary calls
Emergency calls over Wi-Fi or through an app can have different routing, location, account, or feature requirements from ordinary carrier calls. The FCC explains that Wi-Fi emergency calls follow a different call flow from calls on a cellular network. Check the current instructions for your device, carrier, and calling app, and be ready to give emergency services your location. FCC order.

If you have neither cellular voice service nor an internet connection, a regular carrier call, Wi-Fi Calling, and an internet calling app have no connection to carry the call. A working Wi-Fi network can provide an alternative only when your carrier or app supports the relevant calling method and your account and device are set up for it.
