Yes, you can use an external USB drive to create Windows installation media, but that is different from running a full Windows desktop from the drive. Microsoft’s current Windows 11 instructions cover creating bootable installation media; Microsoft’s former Windows To Go feature for booting a portable Windows workspace was removed in Windows 10 version 2004 and later.
Two different things “install Windows on an external drive” can mean
| Use | What the drive does | Microsoft support evidence | Important consequence |
|---|---|---|---|
| Windows installation media | Boots Windows Setup so you can install or reinstall Windows on a PC. | Microsoft’s current Windows 11 download instructions describe creating bootable USB installation media. | Creating the media deletes the selected drive’s contents. It does not mean Windows will run from that drive afterward. |
| A portable Windows workspace | Boots a full Windows desktop from external storage. | Microsoft documented this historically as Windows To Go, then stated it was removed in Windows 10 version 2004 and later in its Windows To Go FAQ. | Old Windows To Go instructions do not establish a generally supported Windows 11 portable-install method. |
Use an external drive to make Windows installation media
If your goal is to install Windows on a computer, an external USB drive can hold the installer. Microsoft’s Windows 11 download page explains how to create bootable media, and warns that the USB drive’s existing contents will be deleted.

- Back up the drive. Copy any files you need elsewhere before making installation media; the process erases the selected device.
- Open Microsoft’s Windows 11 download page. Follow the instructions for the installation-media option and for your device architecture. Microsoft distinguishes x64 from Arm-based PCs, so use the matching instructions.
- Boot the target PC from the media and run Windows Setup. The external drive starts the installer; Windows Setup is used to install Windows on the target PC.
This is the practical external-drive use supported by Microsoft’s current download instructions. The page may change as Windows releases are updated, so follow the version and architecture information it currently presents.

Microsoft once offered Windows To Go, which let users boot a full Windows environment from an external USB drive. It was limited to Windows 10 Enterprise and Windows 10 Education. Microsoft says: “Windows To Go is removed in Windows 10, version 2004 and later operating systems.” The Windows To Go FAQ gives the reasons: the feature did not support feature updates and relied on a specialized USB drive type that many original equipment manufacturers no longer supported.
#1 Best Overall
- Easily store and access 2TB to content on the go with the Seagate Portable Drive, a USB external hard drive
- Designed to work with Windows or Mac computers, this external hard drive makes backup a snap just drag and drop
- To get set up, connect the portable hard drive to a computer for automatic recognition no software required
- This USB drive provides plug and play simplicity with the included 18 inch USB 3.0 cable
- The available storage capacity may vary.
That history is not evidence of a current, generally supported way to put Windows 11 on an ordinary external hard drive and use it as a portable PC. Treat Windows To Go tutorials and drive lists as historical guidance, not as a current Windows 11 setup recommendation.
Does a 64 GB external drive meet Windows 11 requirements?
Microsoft’s Windows 11 minimum hardware requirements specify a minimum storage-device size of 64 GB for devices that run Windows 11. The same requirements say storage controllers must support EFI boot. These are system requirements, not certification that an external hard drive is a supported Windows boot device. The 64 GB figure alone does not establish that Windows can be installed or run from an external drive.

Why old Windows To Go instructions are hardware-specific
Microsoft’s legacy Windows To Go overview described specialized, certified USB drives optimized for the random read/write workload of running Windows. The historical setup also depended on the PC being able to boot from USB and on the drive being connected directly rather than through an external USB hub. The Windows image’s architecture had to match the host’s firmware and processor architecture.
Those details explain why Windows To Go was not simply a matter of copying Windows to any portable disk. They apply to the retired feature and should not be read as a current list of requirements or recommended drives for Windows 11.

What to do based on your goal
- To install or reinstall Windows on a PC: make official Windows installation media on an external USB drive, and back up its contents first.
- To carry a full Windows desktop between PCs: Microsoft’s former Windows To Go feature is retired; current Windows 11 download instructions do not establish a supported external-drive workflow for this purpose.
