Yes. On HP laptops with a startup Boot Menu, you can choose a bootable USB for a single startup without changing the saved BIOS boot order: connect the drive, power on, tap F9 repeatedly, select the USB entry, and press Enter. HP documents this one-time option in its Secure Boot guidance. The exact key and menu options can vary by model.
Use the one-time boot menu
- Prepare bootable media for the operating system or recovery task. A USB drive with ordinary files will not boot.
- Shut down the laptop and connect the USB drive.
- Turn on the laptop and immediately tap F9 repeatedly. When the Boot Menu appears, select the USB device and press Enter.
- If F9 does not open the menu directly, repeatedly press Esc during startup. If the Startup Menu appears, choose Boot Device Options (F9), if available, then select the USB drive.
This selection applies to the current startup; it does not save a new boot order. HP describes the F9 procedure for booting from USB in its Windows 11 Secure Boot troubleshooting guidance and Cloud Recovery Tool instructions.

One-time USB boot versus changing BIOS settings
HP lists OS Boot Manager before the USB drive in its default UEFI boot order. That is why a laptop normally starts its installed operating system when a USB drive is connected. Choosing USB from the F9 menu makes a temporary startup choice; editing the boot order in BIOS Setup changes the saved sequence for later starts.

| Method | What it changes | When it fits |
|---|---|---|
| Startup Boot Menu (F9) | Selects a device for the current startup; leaves the saved order unchanged. | Booting once from installation or recovery media. |
| BIOS Setup boot order | Changes the saved boot sequence used on subsequent starts. | When you specifically need a persistent order change and the model’s instructions support it. |

If the USB drive is missing or will not start
The USB entry does not appear
- Verify the USB contains valid bootable media made for the intended operating system or recovery task; a blank or file-storage drive is insufficient.
- Check that the media’s format and boot mode match the laptop. For the Windows 11 Secure Boot workflow it documents, HP specifies a bootable USB formatted as GPT. That guidance should not be treated as a universal recipe for every operating system or HP generation.
- Check the exact HP model’s documentation: available startup keys, menus, and firmware options vary by computer.
The USB appears but does not boot
Secure Boot can reject unrecognized or legacy recovery media. First verify that the media was created correctly and supports the computer’s boot mode. Do not disable Secure Boot as a routine first step. If the media still fails, use the instructions for the exact model before considering firmware changes.
HP’s Windows 11 Secure Boot guidance says newer PC models released after 2020 no longer support the older Legacy mode. Do not look for or enable Legacy Support if the model does not offer it.

Protect BitLocker before changing firmware options
HP warns that a BitLocker recovery key may be requested in connection with changing the boot order. Have the recovery key associated with the device or account available before changing firmware boot settings or troubleshooting an encrypted system. If a recovery prompt appears, use the correct key; do not guess or try to bypass encryption.

When to consult model-specific HP instructions
If the startup keys differ, the F9 option is absent, or compatible bootable media still will not start, consult HP’s documentation for the laptop’s exact model. HP notes that BIOS menus and functions vary among computers, so instructions for another model may not apply.
