Sometimes. A Windows 7 key may activate on a newer computer if the installed edition and license rights match, and the key has not been used on more devices than permitted. But activation is only a license check: it does not confirm that Windows 7 can install, that the computer has working drivers, or that the operating system is secure and supported. Windows 7 support ended on January 14, 2020.
Activation, installation, and compatibility are separate questions
A successful activation means Windows accepted the license for that installation. It does not certify that the processor or motherboard supports Windows 7, that all hardware works correctly, or that the license can legally be transferred to that PC. Treat these as separate checks:

- Installation: Can Windows Setup boot, accept keyboard and mouse input, and access the storage drive?
- Hardware support: Does the exact processor platform have Windows 7 support, and are suitable drivers available for the computer’s components?
- Licensing: Does the key match the edition and license channel, and do the license terms permit its use on this device?
- Security: Is the operating system receiving security updates? Windows 7 is no longer in ordinary support.
Microsoft describes activation as checking that Windows is genuine and has not been used on more devices than the license terms allow. A key that activates is not, by itself, proof that a transfer is permitted.

Identify the installed edition, such as Home Premium or Professional, how the license was obtained, whether it came preinstalled on another computer, and whether the key has already been used elsewhere. The key must correspond to the installed edition and the rights attached to that license. Microsoft’s general activation guidance says a product key used on more PCs than allowed may not activate.

One specific OEM troubleshooting case concerns a KMS error on a reimaged OEM computer. Microsoft explains that the relevant firmware ACPI_SLIC table must contain the required Windows marker; a missing or invalid marker can cause that described error. This is not a general requirement for every Windows 7 retail activation, nor does it mean every newer PC needs a SLIC marker to activate.
Windows 7 OEM Home Premium license text describes automatic internet activation or manual activation by internet or telephone, and notes that component or software changes may require reactivation. Those terms are specific to that license text; check the terms for your own edition and license type. Do not assume a historical telephone route is currently staffed or available.

What happens after a motherboard or other hardware change?
Microsoft says substantial hardware changes can leave Windows unactivated; it gives replacing a hard drive or motherboard as examples. Whether a Windows 7 installation can be reactivated depends on the license and circumstances, so do not assume that a key will transfer simply because it can be entered again.
Microsoft’s current account-linking and Activation troubleshooter instructions on its general activation page apply to Windows 10 and Windows 11. They should not be treated as a Windows 7 reactivation procedure. For Windows 7, first establish the license channel, edition, original device if applicable, and the nature of the hardware change; then use the activation options applicable to that license.

Will Windows 7 install and run on the hardware?
“Modern PC” is not a precise compatibility category. Check the exact processor model and the computer or motherboard manufacturer’s support information rather than making a decision based on age alone. Microsoft publishes a supported Intel processor list for Windows 7 and earlier editions. Intel states that 7th Generation Intel Core processors do not support Windows 7 or Windows 8.1; that statement does not establish a universal cutoff for every processor or platform.
Even if Setup starts, Windows 7 needs suitable drivers for the chipset, storage controller, graphics, network hardware, and peripherals. Driver availability varies by computer and component model. Intel notes that generic Windows 7 graphics drivers exist for some products, but advises checking with the computer maker because some systems require customized drivers.

Installation media may not recognize USB devices
Intel documents that standard Windows 7 installation media lacks native USB 3.0 driver support. On a system relying on USB 3.0 ports, Setup may not recognize a keyboard or mouse; missing storage-controller drivers can also prevent Setup from seeing the drive or continuing installation. Check the exact system’s firmware and manufacturer documentation for a supported installation path and required drivers before relying on an installer.

- Setup access: Confirm that the installation environment can use the keyboard, mouse, and storage controller. Check the computer maker’s guidance for the relevant USB and storage drivers.
- Processor and platform: Look up the exact CPU and motherboard or computer model in official compatibility and support information.
- Component drivers: Check the system or component manufacturer’s Windows 7 driver page for graphics, networking, chipset, and peripherals.
- License and activation: Match the edition and key to the license, check prior use and transfer rights, and account for any major hardware changes.
Passing one step does not imply passing the next. For example, a key can be valid while the installer lacks a driver for the storage controller, or the operating system can install while graphics or networking remains unsupported.
Activation does not make Windows 7 supported or secure
Microsoft ended Windows 7 support on January 14, 2020. Its lifecycle information lists the third year of Extended Security Updates as ending January 11, 2023, for certain editions and specific volume-licensing programs. That limited program does not establish current ESU coverage for an ordinary Windows 7 PC.
Microsoft says unsupported Windows versions no longer receive technical support, software updates, or security updates, and that unsupported devices face greater risk from viruses and malware. Activation does not restore those protections. A PC that must connect to networks or handle sensitive information should not be treated as safe merely because Windows reports that it is activated.
