Steelmaking waste may help make roads that last longer, but the projected pollution and health gains are not proven results from roads already built at national scale. A 2026 study modeled recycled steel slag in epoxy-modified asphalt across mainland China and estimated lower lifetime emissions, less PM2.5 and fewer premature deaths under its deployment scenarios.
What is the proposed road material?
The material is steel slag epoxy asphalt mixture (SEAM): steel slag is used as the aggregate, while an epoxy-modified asphalt binder holds the mixture together. Steel slag is a by-product of steelmaking. Rather than use natural coarse aggregate, the SEAM designs assessed in the study replaced all of it with steel slag.

The authors modeled mixes with 20%, 35% and 50% epoxy. Their conventional steel-slag asphalt comparison used a 60% steel-slag replacement share, so it was not identical to the SEAM designs. The study identifies the 35% epoxy design as the best balance of durability, carbon reduction and cost among the options it tested—not as a universally optimal road recipe. Zhang and coauthors’ open-access study was published in Communications Earth & Environment on 24 September 2026.

SEAM has higher modeled construction emissions and costs at the outset. Its potential advantage comes later: longer-lasting pavement can mean less deterioration, maintenance and traffic disruption. The study also accounts for vehicle fuel use rising as road surfaces become rougher or deteriorate. Those lifetime effects can outweigh the larger initial footprint in the model.

In the study’s baseline cases, use-phase effects accounted for about 95% of emissions and 60% of lifetime costs. Those proportions describe the modeled baseline scenarios; they should not be assumed to apply to every road or location.
What did the China-wide scenarios estimate?
The authors built a bottom-up, high-resolution model connecting pavement deterioration, traffic demand, road networks, maintenance, fuel consumption and emissions with provincial steel-slag availability. It considered phased deployment from 2030 to 2060 and later service cycles in mainland China. The figures below are model estimates across scenarios replacing 25% to 100% of conventional pavement—not measurements from a completed national rollout.

The lower and upper ends represent different deployment scales in the modeled scenarios. The death figures are projected estimates tied to the modeled pollution changes and health relationships, not a precise epidemiological forecast or a count of confirmed lives saved.
How long did the modeled pavement last?
The service lives below are assumptions in the model, not observed lifetimes from a national road deployment. The figures are reported by ScienceAlert’s 3 October 2026 summary of the study.

These assumed lifetimes help explain why the model favors SEAM despite higher upfront costs and emissions: a surface that lasts longer can require fewer replacement and maintenance cycles. But the modeled advantage depends on those durability assumptions holding in real road conditions.
What could slow or change deployment?
- Supply and distribution: Steel-slag production is unevenly distributed among Chinese provinces. The model accounts for cross-provincial allocation and the added transport impacts, but it does not establish that current industrial capacity and supply networks could immediately meet nationwide demand.
- Curing time: ScienceAlert reports that the pavement needs seven days of curing before it can fully open to traffic. That could affect construction scheduling and road availability.
- Local performance: The modeled service-life advantage is not a guarantee for every climate, traffic load, mix design or road project. The study’s 35% epoxy balance point applies to its tested scenarios, not automatically to another engineering specification.
- Geographic scope: The numerical outcomes are for mainland China. The authors say their framework may be useful in other rapidly urbanizing economies with substantial steel industries, including India, Southeast Asia and parts of Africa, but the study did not measure outcomes in those places.
What the findings do—and do not—show
The study makes a case for evaluating steel slag pavement over its full life cycle rather than comparing construction footprints alone. It does not show that nationwide SEAM construction has occurred, that the modeled pollution reductions have already happened, or that the estimated deaths have been prevented. The real-world case depends on pavement performance, available feedstock, transport and construction constraints as well as the assumptions used to model future traffic and maintenance.

Zhang and coauthors write that their framework can provide “actionable guidance for building more sustainable, resilient, and low-carbon urban road systems worldwide.” That is a proposed use for the assessment approach; the quantified benefits in the paper remain China-focused model results.
