Can Solar Panels Cause Glare? How Reflection Risks Are Assessed

Solar panels reduce reflection with anti-reflective surfaces, but glare can still occur at specific sun-panel-observer angles. Here’s how assessment works, including the distinct rules and considerations for airport projects.

Yes. Solar panels are designed to absorb sunlight, and anti-reflective glass or treatments reduce reflection, but they do not eliminate it. Whether reflected light becomes a problem depends on the sun’s position, the panel’s angle and orientation, where an observer is, and when and how long the reflection occurs. A site-specific assessment checks those conditions rather than treating glare as an unavoidable feature—or an impossibility—of every solar installation.

What is the difference between glint and glare?

Glint is a brief flash caused by direct reflection of the sun from a panel. Glare is sustained, excessive brightness experienced by someone in the path of reflected light. The distinction matters: a fleeting flash and a prolonged bright reflection are different conditions to assess.

These definitions come from draft UK planning guidance for renewable energy infrastructure. They are useful terms, not a universal legal standard. The guidance also notes that frames and supports can be relevant reflective surfaces, not just the panel glass.

Why do some solar installations reflect light toward people?

A reflection becomes possible when the sun, the panel surface and a potential observer line up at the right angles. That geometry changes as the sun moves across the sky and through the seasons. A reflection may reach a window, road, occupied outdoor area or other receptor only at particular times—and may last briefly or persist, depending on the layout and conditions.

Panel technology reduces but does not rule out reflection. A 2019 draft U.S. Department of Energy (DOE) environmental assessment for a specific Los Alamos project described that project’s panel reflectivity as comparable to still water and below standard glass and steel, and said anti-reflective treatments reduce glint by increasing absorption. That is a project-specific qualitative comparison, not a universal reflectance specification or proof that every installation is harmless to every nearby observer.

The relevant question is therefore not simply whether a panel reflects sunlight. It is whether a reflection can reach a particular receptor, at what time and season, and with what intensity and duration.

How is a reflection risk assessed?

Assessment typically starts with a map of potential receptors—places where people may experience the reflection—and a review of whether the sun-panel-receptor geometry could align. If that initial review identifies a plausible path or leaves a meaningful question unresolved, a more quantitative analysis can estimate when a reflection could occur and consider its angle, duration and potential impact.

  1. Identify receptors. Map relevant locations such as homes and windows, roads, occupied outdoor areas, and—in airport projects—locations used by pilots or air traffic controllers.
  2. Describe the solar system. Record panel position, orientation, tilt and operating type, along with potentially reflective frames or supports. Fixed panels and tracking panels do not necessarily present the same reflection paths.
  3. Check the geometry over time. Evaluate whether the sun’s path and the proposed surfaces could direct a reflection toward each receptor, and when that could happen during the day and across seasons.
  4. Estimate potential effects. Where needed, consider the reflection’s angle, likely intensity and duration, and whether it could impair a person performing a relevant task.
  5. Compare design alternatives. Check whether a changed layout, orientation or other site-specific measure alters the reflection path, and weigh that change against its effect on energy generation.

For a U.S. airport project, Federal Aviation Administration (FAA) airport technical guidance, updated in April 2018, describes analysis options ranging from qualitative review with air traffic control, pilots and airport officials to a field demonstration using panels at the proposed location or geometric analysis predicting when a reflection could reach a fixed receptor. The appropriate level depends on the site and system design. The guidance notes that larger reflective surfaces increase the likelihood of glare impacts, but geometry still determines whether and where a reflection reaches people.

DOE described the Solar Glare Hazard Analysis Tool (SGHAT) in a 2013 article as a way to examine potential glare by time of day and season and evaluate alternative designs or layouts. That historical description does not establish that a Sandia-hosted version remains freely accessible or define its current licensing. DOE procurement guidance now points users to a tool hosted by Sims Industries; project teams should check current access and terms rather than assume those details from the 2013 article.

What should project comparisons include?

When comparing modules or layouts, focus on how each option changes the actual reflection path and the experience at the receptor—not on a general label such as “low glare.” The criteria below follow the assessment factors described in UK draft planning guidance, FAA airport guidance and DOE’s SGHAT description.

Comparison factor What to check
Receptor path Whether a reflection can reach a mapped receptor at all.
Timing and duration Time of day, season and how long a potential reflection may last.
Angle and potential effect The direction of the reflection and its likely intensity or potential for visual impairment.
Panel operation Whether panels are fixed-tilt or track the sun, since tracking can change daily or seasonal impacts.
Reflective components Panel surface treatments and potentially reflective frames or supports.
Design trade-off How an alternative layout or site measure changes reflection risk as well as energy generation.

A measure should not be assumed to work just because it changes the design: its effect depends on whether it removes or alters the relevant reflection path. Assessment is what establishes that for a particular site.

Do airport projects have special rules?

Yes, in a specific U.S. context. The FAA’s May 26, 2021 policy announcement applies to proposed solar systems at federally obligated airports with control towers; it is not a general rule for home installations or all solar sites. The policy says those airports must file FAA Form 7460-1 with a statement that the project will not cause visual impact. The FAA relies on the airport to confirm that sufficient analysis has been performed, and expects impacts discovered after construction to be mitigated at the airport’s expense.

For a live airport project, confirm current FAA requirements with the agency and airport officials. Separate from that policy, aviation studies should be interpreted within their study conditions. In a 2015 FAA simulator experiment, general aviation pilots saw simulated glare from halogen lamps at four angles—0, 25, 50 and 90 degrees left of straight ahead—and for 0, 1 or 5 seconds. Researchers reported significant effects of angle and exposure duration on subjective impairment ratings: longer exposures and sources nearer straight ahead were perceived as more impairing. This was a simulator study, not a field assessment of a particular solar array.

An FAA Office of Aerospace Medicine report published in May 2003 classified natural sunlight glare as a contributing factor in 130 accidents during the 1988–1998 study period. Those were accidents associated with natural sunlight glare, not solar-panel incidents; the figure does not establish that a particular array caused an aviation event.

What should a homeowner or project owner do?

DOE procurement guidance advises checking module glare requirements, particularly near airports, and obtaining relevant tenant and neighbor approvals. That supports screening and communication; it does not mean every residential system requires a formal glare study.

  • If you are planning an installation, ask the installer or project designer whether nearby receptors and possible reflection paths have been considered, especially if the site is near an airport or another sensitive location.
  • If you are experiencing a reflection, note the date, time, duration and where you see it from. Those details help identify whether the observation is consistent with a recurring sun-panel-receptor alignment.
  • Share the observations and location with the installer, project owner or relevant planning authority, and ask whether a site-specific assessment or design review is appropriate.
  • Check local planning requirements and, for airport-related projects, current FAA and airport requirements rather than assuming a general residential rule applies.

Personal observation can help document when and where a flash occurs, but it cannot by itself determine the full annual reflection pattern or replace a formal assessment where one is required. Polarized glasses are not a remedy for reflections reaching someone else’s property.
