Yes, apps can collect information without a separate prompt for every kind of data—but that does not mean they can freely use every protected feature on your phone. iPhone and Android permissions gate access to resources such as location, contacts, camera, and microphone. They do not, by themselves, explain what an app does with information after access, what it sends over a network, or what its embedded software partners may collect. Denying one permission or a cross-app tracking prompt is not a universal block on data collection.
What phone permissions do—and don’t—control
An operating-system permission answers a narrow question: can this app access a particular protected resource under the system’s rules? You can review and change many permissions later in Settings. For example, Apple requires apps to ask before using the camera or microphone, and iOS displays indicators when those sensors are active. Apple’s privacy settings guide explains the available controls.

Permission is not the same as a full explanation of data handling. It does not tell you whether information an app receives will be retained, analyzed, combined with other data, or shared. An app can also include third-party software development kits (SDKs). In 2024, the Federal Trade Commission described allegations that location data was collected through SDKs embedded in mobile apps. In its proposed InMarket complaint, the FTC alleged users were not told that precise location information would be used for extensive profiling. Cross-app tracking is a separate control
Apple’s App Tracking Transparency (ATT) governs tracking across other companies’ apps and websites under Apple’s rules, including access to the device’s advertising identifier. If a user declines, Apple says a developer may not substitute another identifier to carry out tracking covered by the prompt. Apple’s developer guidance describes the policy.

ATT is not a universal switch for all data collection. It does not mean that an app’s first-party activity, operational telemetry, or ordinary network communications stop. Likewise, denying a location permission does not automatically prevent an app from collecting information it can access through other permitted means.
How to review access on an iPhone
- Open Settings > Privacy & Security.
- Choose a category such as Location Services, Contacts, Photos, Calendar, Camera, or Microphone, then review the apps listed and change access that is not needed for the feature you use.
- For location, choose a more limited option, such as access only while using the app, when available and adequate.
- To inspect recent access, open Settings > Privacy & Security > App Privacy Report and turn it on. It starts collecting after activation, stores report data encrypted on-device, and covers sensitive-data and sensor access over the previous seven days, as well as network activity. The feature is available on iOS 15.2 or later and iPadOS 15.2 or later. Apple’s App Privacy Report guide.
- To manage cross-company tracking requests, open Settings > Privacy & Security > Tracking and review the controls.
How to review access on Android
- In Settings, open an app’s Permissions page, or open Permission Manager to review access by category. Menu names differ among device makers and Android releases.
- Check sensitive categories such as location, camera, microphone, contacts, photos, and files; remove permissions that the app does not need for the feature you use.
- For location, camera, and microphone on supported devices, options may include Allow only while using the app, Ask every time, or Don’t allow. Location may also offer Allow all the time. Availability varies by device and version. Google Play’s permission guidance.
- Open Privacy Dashboard in Settings to see which apps used permissions and when. Google documents a seven-day history on Android 13 and a 24-hour history on Android 12. Google’s Privacy Dashboard guidance.
- On supported Android versions, use device-level camera and microphone controls if you want to disable those sensors more broadly.
What privacy reports can tell you
Apple’s App Privacy Report and Android’s Privacy Dashboard help connect app names with recent access to sensitive permissions. Apple’s report also shows network activity. They are visibility tools, not a complete audit of what information was inside each transmission or how a recipient later used it. Turn a report on and allow it to gather activity before relying on its history; Apple’s report does not show activity from before activation.

These tools answer different questions from app-store privacy disclosures and an app’s privacy policy. Disclosures describe an app’s stated practices; device reports show certain observed access and activity. Neither should be mistaken for a complete guarantee of behavior. Apple explains its privacy labels and report in its App Privacy Report documentation.

A practical privacy check
- Start with permissions for location, microphone, camera, contacts, photos, files, and health or activity data. Keep access only when it supports a feature you actually use.
- Prefer limited access—such as location only while using the app—when that meets your needs.
- Enable the iPhone report or inspect Android’s dashboard periodically, keeping in mind their different history windows.
- Read the app’s store privacy disclosures and privacy policy to understand stated collection and sharing practices, but treat them as disclosures rather than proof of observed behavior.
- If a particular app concerns you, check that app’s permissions and observed behavior on your device. The general controls described here cannot establish what an unspecified app is doing on a specific phone.
