Can Missing Level 3 Data Add 180 Basis Points to a B2B Card Transaction?

Missing or invalid Level 3 data can prevent an eligible commercial-card transaction from receiving a lower interchange category. The claimed 180-bps impact needs a transaction-specific, dated rate comparison.

Not as a universal rule. Missing or invalid Level 3 data can keep an eligible commercial-card payment from qualifying for a lower interchange category, but the available documentation does not verify a fixed 180-basis-point penalty. To substantiate that figure for one transaction, compare its actual rate categories under the same network, card product, merchant eligibility, transaction type, geography and effective date.

What Level 2 and Level 3 data contain

Level 2 and Level 3 are enhanced transaction data sent through a processor to a card network. They do not describe cardholder tiers or consumer credit scores.

Data level Typical information What the documentation establishes
Level 2 Purchase and tax details Adyen’s “Level 2/3 data” documentation describes these fields as part of enhanced transaction data.
Level 3 Line-item details, such as product quantities and descriptions Adyen’s “Level 2/3 data” documentation distinguishes these additional details from Level 2 data.

PayPal Braintree’s “Level 2 and 3 Processing Overview” and Adyen’s documentation describe enhanced data as a way to help certain eligible Visa and Mastercard corporate or purchasing card transactions qualify for lower interchange categories. Eligibility is conditional: the merchant, card product, network, transaction and submitted fields all matter.

How missing or invalid fields can affect interchange

Sending enhanced data does not guarantee a lower rate. The data must meet the applicable network and processor requirements, and the transaction must otherwise be eligible.

Adyen says it drops Level 2/3 data when a required field for both levels is missing or incorrectly formatted. In that case, the payment does not qualify for the lower interchange rates through that data submission. If only Level 3 fields have errors, Adyen may drop Level 3 data and submit Level 2 data instead, depending on the error and card eligibility. The precise result therefore depends on which field failed and how that network and card product treat the transaction.

What it would take to verify an 180-basis-point difference

Basis points describe a rate difference: 180 bps equals 1.80 percentage points. As a mathematical illustration, a 1.80-percentage-point difference applied to a $10,000 transaction would equal $180. That calculation does not show that any particular network would charge that difference, or that the entire transaction amount is the right basis for a specific fee.

To check a transaction-specific claim, obtain the original processor record and the rate-category evidence for both outcomes. Compare the following before attributing the difference to missing Level 3 data:

  • Network and card product: Identify the network and the commercial-card category, such as corporate or purchasing, rather than treating all business cards alike.
  • Merchant eligibility: Check the merchant category code and any merchant qualification or identifier requirements that apply to the program.
  • Transaction conditions: Match the channel, transaction type and amount, and determine which enhanced fields were present, valid, omitted or rejected.
  • Effective date and geography: Use the schedule applicable to the transaction’s location and date, not a rate from another period or region.
  • Pricing model: Separate interchange from processor markup and other processing fees. A changed interchange category may not appear as the same-sized change in a merchant’s total bill.

Then compare the applicable rate categories for the same transaction conditions and calculate their actual difference. The cited documentation does not provide a complete rate table for the transaction in this claim, so it cannot establish an 180-bps amount on its own.

Visa’s US enhanced-data program has changed

Visa-specific timing should not be generalized to Mastercard or to transactions outside the United States. Stripe’s “Understand the Visa Commercial Enhanced Data Program (CEDP)” support page reports that Visa replaced its previous US Level 2/Level 3 program with CEDP and Product 3 interchange rates in October 2025. Stripe also describes a January 2026 rate change and an April 2026 sunset for Level 2. Its page says that, as of November 2025, Visa had paused verification of new businesses for CEDP while per-transaction qualification could continue.

Those are dated program milestones reported by Stripe, not a current rate schedule. They do not establish the applicable rate for a transaction after those dates. Confirm the current Visa rules and effective rates with Visa or the processor before using them for a new transaction or cost calculation. The cited documentation does not establish a current Mastercard rate schedule or support applying Visa’s timeline to Mastercard.

What the 180-bps claim does—and does not—show

The mechanism is credible: eligible commercial-card transactions may receive a lower interchange category when the required enhanced data is submitted correctly, and missing or invalid required fields can prevent that qualification. But the documentation cited here does not verify that missing Level 3 data added 180 bps to a particular B2B payment. That number should be treated as transaction-specific until its original record and dated rate-category comparison support it.
