Yes. An indie studio can self-publish on Xbox through Microsoft’s ID@Xbox program, acting as both developer and publisher. It still has to apply, get a game concept approved, sign Microsoft’s required agreements, complete Partner Center and payee setup, and pass product certification before release. “Without a publisher” means no outside publishing company is required; it does not mean Microsoft’s approval and release process can be skipped.
What “without a publisher” means on Xbox
A studio does not have to hire an independent publishing company to release a game on Xbox. Under ID@Xbox, an applicant can identify its role as developer, publisher, or both. A studio that takes on both roles is responsible for the application and release workflow itself, including Microsoft account and Partner Center steps, product setup, and certification.

Microsoft remains the platform holder and controls access to Xbox services and publication. Approval to join the program is not the same as approval to launch a finished game. The studio must clear the program’s onboarding and concept gate, then complete the separate product and certification steps for its title.

How to self-publish through ID@Xbox
The standard route is a sequence of partner registration, ID@Xbox application, concept approval, agreements, and product release work. Microsoft’s onboarding guidance describes these stages; exact account instructions and contract terms may be specific to the applicant.

- [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
- Register as an Xbox partner. Begin with Microsoft’s Xbox partner registration and sign the required non-disclosure agreement. Then accept the App Developer Agreement and enroll in Partner Center.
- Complete the ID@Xbox application. Verify contact information and provide business details. Microsoft’s application asks for information such as a registered business number—for example, a tax ID—and whether the applicant is acting as developer, publisher, or both. It also asks for information about the studio’s public presence, such as a website and public game trailers.
- Submit at least one game concept. Use the Xbox Partner Dashboard to submit a concept for review. The form asks who the developer and publisher are, what the game is and what its key features are, planned Xbox release timing and prior release dates on other platforms, target platforms, market availability and pricing, and details about Xbox network features and user-generated content. Supporting materials such as gameplay videos or trailers can be included.
- Wait for the concept decision. Microsoft says new concepts are reviewed each business day and estimates review may take up to three weeks, typically 10–15 business days. That is an estimate, not a guaranteed decision date or a promise of approval.
- Sign the agreements if the concept is approved. Microsoft then provides the Title Licensing Agreement, which covers publishing rights, and the GDK agreement, which governs use of developer tools and related hardware and software terms. Microsoft says both must be signed to complete the ID@Xbox application and unlock the full program development and publishing features.
What the concept submission should make clear
The concept form is more than a short pitch. It gives Microsoft the information it requests to understand the proposed product and how it will use Xbox capabilities. Prepare consistent answers before starting the submission so the game description, feature list, planned platform scope, and release information align.
- Product identity: identify the developer and publisher, and explain the game and its key features.
- Release plan: state the planned Xbox release date, relevant prior platform release dates, target platforms, and intended market availability and pricing.
- Online and community functionality: describe Xbox network capabilities and whether players can create or share user-generated content.
- Supporting material: provide optional gameplay video or trailers where they help explain the concept.
Concept approval permits the studio to move into the full program pathway; it does not certify a build, reserve a release date, or guarantee that Microsoft will approve the final product for publication.
Can development start before concept approval?
Some development and testing can proceed with the limited Xbox services available in Partner Center before concept approval. Microsoft’s guidance distinguishes this limited access from the full services unlocked by approval. In particular, an applicant without an approved concept cannot submit its game for certification or publish it to the Microsoft Store through the Xbox route.

This means the approval gate does not necessarily prevent all preparatory work, but it does block key official release steps. A team should not plan its schedule as if it can complete console certification or store publication while waiting for concept approval.
What happens after approval
Complete supplier and payee setup
Before publishing Xbox games in the Microsoft Store, the studio must complete Microsoft’s supplier/payee setup. Microsoft requires this setup for payments relating to Xbox products. The public guidance establishes the need for the setup, but not the applicant’s individual payment terms or a universal payment schedule.
Arrange development kit access
Xbox development kits are accessed through Microsoft’s Entertainment Developer Store after the GDK agreement and onboarding steps. Do not assume every applicant receives the same kit configuration or automatic access, or that the relevant hardware is simply a consumer retail purchase. Ask the Xbox onboarding contact what the studio needs and what access applies to its project.

Set up the game and store products in Partner Center
Once the studio has the required program access, it must create and configure the game and any related products in Partner Center. Xbox product onboarding applies to games as well as bundles and add-ons. Microsoft’s publishing workflow includes package upload, product properties, age ratings, store listings, pricing and availability, gaming metadata, and Xbox services where applicable.
Submit for certification and publication
The studio must complete product certification and then submit the product for publication. These are release stages after concept approval, not substitutes for it. A concept decision therefore answers whether the proposal can proceed in the program; certification evaluates the product and its submission for release.
ID@Xbox and the UWP Creators Program exception
Microsoft documentation describes a separate exception: a developer making a UWP game through the Xbox Live Creators Program could self-publish to Xbox without the concept-approval process required for ID@Xbox or managed partners. That documented distinction does not establish that enrollment is currently open, which devices are supported today, or whether the route is appropriate for a new console release. Confirm current status and scope with Microsoft before relying on it.

| Question | Standard ID@Xbox route | Documented UWP Creators Program exception |
|---|---|---|
| Concept approval | Required as part of the standard onboarding path. | Microsoft’s documentation describes an exception from the concept-approval process for UWP games made through the program. |
| Current enrollment and supported scope | Follow the current ID@Xbox onboarding process. | Not established by the cited Microsoft documentation; confirm availability and supported devices with Microsoft. |
| Certification, store, payee, and technical requirements | Product onboarding, certification, store configuration, and supplier/payee setup apply to the release workflow. | Not established for a current release by the documentation describing the exception; verify the applicable requirements with Microsoft. |
| Development tools and hardware access | GDK agreement and onboarding are part of the full program pathway; kit access is through the Entertainment Developer Store. | Current access and requirements are not established for this route. |
Because the exception’s present-day availability and boundaries are unclear, it should not be treated as a shortcut around current Xbox publishing requirements. For a new project, ID@Xbox is the documented standard self-publishing route.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Time, money, and what Microsoft does not promise
The only specific review timing stated in the onboarding guidance is the concept review estimate: typically 10–15 business days, with a possible wait of up to three weeks. It is not a service-level guarantee. The material does not establish an application fee, a universal development kit cost, a standard revenue share, territory-by-territory eligibility, or the likelihood that an individual concept will be approved. The agreements and account-specific instructions govern the applicant’s actual legal and economic terms.
Microsoft’s onboarding guide says approved studios can pitch for strategic funding opportunities, including Xbox Game Pass and the Developer Acceleration Program. “Can pitch” describes a possibility, not guaranteed funding, program acceptance, or a promise of placement or purchase.
Best Value
Microsoft reported in November 2023 that “over $4 billion has been paid out in royalties to developers who publish through ID@Xbox.” That is a dated program-wide figure from Microsoft, not a current total, an estimate of what a new studio might earn, or a guarantee of earnings.
Common planning mistakes to avoid
- Treating “self-publish” as “publish without approval.” The studio can be its own publisher, but still needs the program process and product release approval.
- Confusing concept approval with launch approval. The concept gate comes before product setup, certification, store configuration, and final publication.
- Assuming full development access is immediate. Limited Partner Center services may support some work before approval, but certification submission and store publication are blocked without an approved concept.
- Scheduling from the review estimate as a fixed deadline. The 10–15 business-day typical timeframe and up-to-three-week estimate are guidance, not a guaranteed turnaround.
- Assuming kit access or payment terms. Kit access follows GDK agreement and onboarding, while supplier/payee setup is required for product payments; specific access and economic terms depend on Microsoft’s instructions and agreements.
- Building a release plan around the UWP exception without confirmation. Microsoft documents the concept-approval exception, but the current enrollment and supported scope are not established.
Practical readiness checklist
- The studio can register as an Xbox partner and provide its business and contact information.
- The applicant is ready to accept the App Developer Agreement, complete Partner Center enrollment, and sign the required NDA.
- The team can explain the game, features, platform plans, timing, markets, pricing, Xbox network functionality, and user-generated-content plans in a coherent concept submission.
- The release schedule allows for concept review, subsequent agreements, product onboarding, certification, and publication rather than treating concept approval as the final step.
- The studio has a plan to resolve Microsoft supplier/payee setup and confirm its development kit needs through its onboarding contact.
For most indie teams asking whether they need a publisher to release on Xbox, the practical answer is no: apply through ID@Xbox and take on the publisher role yourself. The trade-off is that the studio must manage Microsoft’s program, technical, product, and certification steps directly.
