Changing battery optimization or Wi-Fi-related settings can affect notifications, syncing, alarms, scheduled tasks, Wi-Fi network discovery, or connected-device features. The effect depends on the app, Android version, device maker, and the exact setting changed.
What can change when battery optimization is disabled?
Android uses Doze and App Standby to limit some background activity and conserve power. Doze can defer background CPU and network work when a device has been unused for a long time. While Doze is active, Android can suspend network access, defer standard alarms, prevent Wi-Fi scans, and postpone sync adapters and jobs; periodic maintenance windows let deferred work run. The device leaves Doze when the user wakes it, turns on the screen, or connects a charger. Android Developers’ Doze and App Standby guide explains these behaviors.

App Standby applies to apps without recent user activity and defers their background network activity. Plugging in the device releases apps from standby; after long idle periods, Android may allow idle apps network access about once a day.
Exempting an app from battery optimization is not a universal bypass. An exempt app may use the network and hold partial wake locks during Doze and App Standby, but jobs, syncs, and regular alarms can still be restricted in some circumstances. Changing one app’s optimization setting therefore may not fix every background problem, and a change to one app’s settings should not be treated as proof that unrelated apps have been damaged.

Wi-Fi scanning is different from staying connected
Wi-Fi scanning means searching for nearby networks; it is not the same as using an existing Wi-Fi connection. Android limits how often apps can request scans. According to the Android Developers Wi-Fi scanning overview, on Android 9 and later all background apps combined are limited to one scan per 30-minute period. Android 9 also limits a foreground app to four scans in two minutes; Android 10 and later retain Android 9’s throttling limits. Earlier versions have different rules: on Android 8.0 and 8.1, a background app may scan once in a 30-minute period.
Separately, Android vitals classifies more than four background Wi-Fi scans per hour as excessive because scans wake the CPU and too many can noticeably shorten battery life. As a result, an app that discovers nearby networks or devices may behave differently from one that simply uses an established Wi-Fi connection. Doze’s network suspension is another mechanism and should not be confused with scan throttling.

Which symptoms are most likely?
- Late notifications: background network work may be deferred. Android recommends Firebase Cloud Messaging for downstream messages where possible; high-priority messages are intended for time-sensitive, user-visible notifications.
- Delayed sync or scheduled work: Doze and other background restrictions can postpone jobs, sync adapters, and alarms.
- Delayed or absent alarms: standard alarms may be deferred in Doze, and stricter background restrictions can prevent alarms from triggering.
- Slower network or device discovery: Wi-Fi scans may be throttled or prevented while Doze is active.
- Connected-device behavior changes: a feature relying on repeated background scans or persistent background work may be affected, even if the app still opens and works when used directly.
Android’s documentation describes limits on background activity, not permanent app damage. The exact impact varies with the app’s design and the device’s state.

Why the same setting can act differently on different phones
Android version and manufacturer matter. Android’s background optimization guide says the restricted state can prevent an app from running in the background. On AOSP Android 9 and higher, documented restrictions can include blocking foreground-service launches, removing existing foreground services, leaving alarms untriggered, and preventing jobs from executing. The guide also says manufacturers determine the precise restrictions on their devices. See Background optimization.
Limits also depend on factors such as whether the device is charging, whether the screen is on, Doze state, the app’s standby bucket, process importance, and whether the user manually changed power management. Android summarizes these factors in its Power management resource limits guide.

How to troubleshoot without changing everything
- Name the failing function. Decide whether the issue is notification delivery, syncing, an alarm, Wi-Fi discovery, or a peripheral connection. An app can work in the foreground while one of these background functions is delayed.
- Record the conditions. Note the Android version, device model and manufacturer, the exact setting changed, and whether the problem occurs while the app is open or in the background.
- Check settings for the affected app. Review its battery or background restriction and any relevant Wi-Fi or location permissions. Do not assume a global exemption is necessary.
- Change one setting and retest. Check the same function under the same conditions. If the change does not help, restore the previous setting before trying another adjustment.
- Consider app design as well as phone settings. Android expects apps to account for Doze and App Standby; the platform guide recommends Firebase Cloud Messaging for downstream messages when possible.
Android’s guidance says Google Play policy generally prohibits apps from directly requesting battery-optimization exemptions unless the app’s core function is adversely affected, with narrow acceptable use cases. That is another reason not to exempt every app by default. Developer testing procedures using ADB are available in Android’s technical guides, but they are not necessary for ordinary user troubleshooting.
