Possibly. YouTube lists livestreaming from a computer as an intermediate feature, while advanced features are a separate access tier. An advanced-features review alone does not establish that computer livestreaming is disabled. Check YouTube Studio > Settings > Channel > Feature eligibility to see whether it is enabled for your channel. YouTube’s feature-access guidance explains the tiers.
What an advanced-features review means for livestreaming
For an India-based channel, phone verification grants access to intermediate features. YouTube places computer livestreaming in that tier; advanced features are separate and include features such as embedding live streams. So, if Studio shows computer livestreaming enabled, a pending advanced-features review need not prevent you from going live.

Eligibility is account-specific. YouTube’s general livestream guidance says a channel must be verified and must not have had a livestream restriction in the preceding 90 days. The practical check is your channel’s Feature eligibility screen, not an assumption based on a review still in progress. YouTube’s livestream guidance lists the general conditions and streaming methods.
Check your channel’s access in YouTube Studio
- Open YouTube Studio.
- Go to Settings > Channel > Feature eligibility.
- Look for live streaming and check whether computer livestreaming is enabled or whether Studio lists an action you still need to complete. YouTube’s feature-access page identifies this as the place to check feature access.
- Confirm that phone verification is complete. YouTube’s India-specific instructions describe phone verification as the route to intermediate features for India-based channels. India phone-verification instructions explain the process.
- Check Studio notifications and channel status for a livestream restriction. If there is an active restriction, do not try to get around it by livestreaming through another channel.
YouTube says that phone verification comes before advanced-feature access. Depending on what Studio offers, creators may build sufficient channel history or verify their identity with valid ID or video. An ID or video review usually takes 24 hours, according to YouTube, but that is guidance rather than a guaranteed deadline for an individual account. YouTube’s intermediate and advanced feature guidance describes the routes and review timing.

Computer and mobile livestreaming have different requirements
Do not apply mobile eligibility rules automatically to a computer stream. YouTube lists mobile, webcam and encoder as livestreaming methods, but its mobile-specific requirements include a threshold that does not apply as a blanket rule to computer livestreaming.
Streaming from a computer
Check Feature eligibility in Studio, ensure phone verification is complete, and make sure there is no relevant livestream restriction. If computer livestreaming is enabled, the pending advanced-feature review alone is not proof that you cannot stream.

Streaming from a phone
YouTube’s mobile rules require at least 50 subscribers, a verified channel, no livestream restrictions in the previous 90 days, live streaming turned on, and a compatible device. The first mobile stream may take up to 24 hours to activate. These are mobile-specific conditions; check YouTube’s mobile livestream instructions for the current steps and availability.

If livestreaming still appears unavailable
- Feature eligibility does not show live streaming as enabled: Follow the action or status shown in Studio. Phone verification and advanced-feature review are distinct steps, so check each status rather than treating one as a substitute for the other.
- You are trying to stream from a phone: Check the mobile subscriber threshold, device compatibility and whether first-stream activation is still pending. The first mobile stream can take up to 24 hours to become available.
- Studio shows a restriction: Wait until the restriction is no longer active and follow any instructions YouTube gives. YouTube prohibits evading an active livestream restriction by using a different channel; circumvention may lead to account termination. See YouTube’s livestream restriction guidance.
- An advanced-feature identity check is under review: Check Studio for the review status and next available steps. YouTube says ID or video reviews usually take 24 hours, but does not promise that timing for every account.
Or let it run in the cloud
If YouTube has enabled livestreaming on your channel and you want a prerecorded video to keep playing as a YouTube live stream, StreamNeo runs the stream from the cloud: upload a recording or build a playlist, add your YouTube stream key, and go live. It does not resolve YouTube eligibility reviews or restrictions; your channel must be able to livestream.
