Yes—but not always by opening an app on screen. A phone-based AI agent needs an action path into the software that provides a service: an app-defined action, a backend integration, or permission to interact with an app’s interface. Agents can change how people use apps, but they do not make the apps’ capabilities or the platform access behind them disappear.
Why do phone agents still need apps?
An agent can understand a request such as “book a ride” or “find a flight,” but understanding is not the same as being able to act. To complete the task, it needs access to the relevant service and a way to perform the necessary steps. That may happen through an app’s structured action, a service connection, or interaction with the app’s visible controls.

In that sense, the operating system can become more than an app launcher: it can coordinate actions across software. Android describes this direction as a shift “from an application launchpad into an active task orchestrator.” That is Google’s platform framing, not an independent finding about how well agents work in practice.

App-defined actions
Android’s AppFunctions let developers expose specific app capabilities as discrete functions that an on-device agent can discover and execute. This gives the agent a defined action rather than requiring it to infer which screen control to tap. The approach depends on developers exposing the capability the agent needs. Backend or service integrations
A service can also provide a route that does not require the agent to navigate its app screens. Android’s documentation describes a remote Model Context Protocol (MCP) server as a complementary server-side integration. As with app-defined actions, this route depends on a service exposing the relevant capability.
Screen automation
With screen automation, an agent reads and interacts with an app’s interface. It can potentially reach an app without a bespoke integration, but it has to deal with the app’s current screen and controls. A changed layout, an unexpected state, or a misunderstood request can lead to an incorrect action. The agent also remains subject to app permissions and feature coverage.

These mechanisms are different routes, not interchangeable guarantees. A structured action gives the agent a specific capability to call; screen automation operates through the interface and is more exposed to what is happening on screen. The documentation describes their mechanisms but does not establish a general performance comparison between them.

Google’s Gemini Apps Help page describes app screen automation as a beta for select apps, not universal control of every Android app. The page accessed on October 7, 2026, lists Pixel 10, Pixel 10 Pro, Pixel 10 Pro XL, Samsung Galaxy S26 Series, Galaxy Z Flip 8, and Galaxy Z Fold 8. It says users must be at least 18, located in the United States or Korea, and using English or Korean. Pixel 10 devices are not supported in Korea. A personal Google Account is required; work, school, and supervised accounts are excluded. Google says availability is rolling out gradually, so a listed device does not guarantee that the feature is available to every eligible user. Gemini can use a connected-app route instead of screen automation when that connection can complete the request. For screen automation, the user grants the Google app permission separately for each app, with options to always allow, ask each time, or do not allow. The feature can operate in an on-device virtual phone environment, and the user can view progress, stop a task, or take over when prompted. Some consequential final steps—such as confirming a ride or placing an order—may be left for the user.
Google lists examples such as booking rides, ordering food or groceries, shopping, travel reservations, and tickets, while noting that examples vary by phone family. The feature’s own help page cautions: “Gemini is still learning and can make mistakes, so avoid using screen automation for emergencies or tasks involving sensitive information.” It also warns that Gemini may tap the wrong control, make unintended changes, or incorrectly report that a task is complete. Do not enter sign-in or payment details directly into the chat.

What permissions and safeguards should users expect?
Permission is part of the action path: allowing an agent to work in one app is not the same as granting unrestricted access to the phone. For Gemini screen automation, Google says the user must request the automation and allow access to each app involved. The permission choices let users limit access to a single use or deny it altogether.

For a task with real-world consequences, keep the agent’s progress visible and verify the result in the service itself. A successful-looking message is not proof that a booking, order, or other change happened as requested.
How does Apple’s app-action approach compare?
Apple documents App Intents as a way for developers to describe app actions and content in a structured form that Apple Intelligence and Siri can discover and use. Apple’s documentation also describes schemas as a contract for understanding actions and content, including moving content across apps through transferable entities. Apple’s App Intents documentation describes the developer framework, while its Apple Intelligence and Siri AI documentation explains the related system concepts.
This establishes an app-integration route; it does not show that Apple offers the same consumer screen automation feature as Gemini. The documentation cited here does not provide a controlled comparison of Android and iOS agent availability, supported-app breadth, or task success, so it cannot support a ranking of the platforms.
What does the available success-rate evidence actually show?
One published research result illustrates why agent performance figures need context. The AutoDroid authors reported 71.3% task-completion success with GPT-4 on a benchmark of 158 manually labeled tasks across 13 open-source Android apps. In the same experiment, they reported 90.9% action-selection accuracy. The paper appeared at ACM MobiCom 2024. These are results for that system, model, and benchmark—not a success rate for Gemini, Apple Intelligence, current commercial assistants, or phone agents generally.
