Yes. A YouTube channel can offer channel memberships without livestreaming. Memberships are a paid program with creator-defined perks; livestreams are optional. Some related features—such as gifting memberships in live chat—do require a live stream or Premiere.
What channel memberships require
YouTube describes setting up memberships in YouTube Studio by enabling the feature and creating membership levels and perks. Livestreaming is not listed as a general prerequisite. Creators must meet YouTube’s fan-funding and membership eligibility requirements, including applicable location and policy conditions. Because eligibility details can change and depend on the channel, check the Memberships area in YouTube Studio and YouTube’s current membership setup guidance rather than relying on a partial checklist.
Perks you can offer without going live
Membership perks can use formats that do not require a livestream. YouTube lists badges, posts, custom emoji, members-first videos, Shorts, and videos among the available options. A members-only livestream is another possible perk, but it is not the only way to give members value.
YouTube allows up to six membership levels, each with one to five perks. Perks are reviewed against YouTube policies before they go live. See YouTube’s levels and perks guidance for the current setup details.

Which membership features do need a live stream?
Membership gifting is a separate, optional feature. To gift memberships, a creator or viewer uses live chat during a livestream or Premiere. That live requirement applies to gifting, not to ordinary channel memberships or non-live perks. YouTube explains the process in its membership gifting guidance.
YouTube livestreaming is a distinct feature for real-time video and chat, with its own requirements. Those requirements do not determine whether a channel can offer memberships; consult YouTube’s livestreaming guidance if you want to stream.

How to enable memberships
- In YouTube Studio, open the channel’s Memberships area and check whether the feature is available to your channel.
- Review the eligibility conditions and policies shown there and follow YouTube’s linked guidance for any requirements that are unclear or have changed.
- Turn on memberships, then create your levels and select the perks for each one. Keep each level within YouTube’s limit of one to five perks.
- Submit perks for review and make sure the descriptions match what you can provide. You can use videos, Shorts, posts, badges, or emoji without scheduling a livestream.
Why a viewer may not see the Join button
If memberships are enabled but a viewer cannot find Join, the issue may be on the channel, regional, platform, or page side. YouTube identifies creator settings, region availability, platform coverage, and restrictions on particular watch pages as possible reasons. A viewer can try the channel homepage or add /join to the channel URL, as described in YouTube’s joining guidance.
