Yes. A YouTube channel’s Owner, Manager, or Editor can manage live streams when they have that channel permission. But the role does not make the channel eligible by itself: YouTube also requires channel verification, no live-streaming restrictions in the previous 90 days, and a streamer who is at least 16. Mobile live streaming has an additional minimum of 50 subscribers.
Channel permission and live-stream eligibility are separate
Channel permissions determine what a collaborator can do in YouTube Studio. They do not bypass YouTube’s requirements for live streaming. Before going live, the channel must be verified and must not have had a live-streaming restriction in the previous 90 days; the person streaming must be at least 16. YouTube’s current requirements are described in its Get started with live streaming guidance, checked on October 3, 2026.

So a Manager or Editor can be authorized to manage the stream, but the channel and streamer still need to meet the applicable eligibility conditions.

| Editor | Yes, with limits | No | No |
| Viewer or Viewer (Limited) | No; may view or monitor relevant stream information | No | No |
YouTube’s channel permissions guide identifies Owner, Manager, and Editor as roles that can manage live streams. Editors cannot delete scheduled, live, or completed streams, and cannot delete or reset stream keys. A stream-key reset is limited to the channel Owner or Manager under YouTube’s stream settings guidance.

Requirements by streaming method
Webcam or encoder
For a webcam or encoder stream, YouTube’s general requirements apply: verify the channel, have no live-streaming restriction in the previous 90 days, and ensure the streamer is at least 16. The mobile subscriber threshold is not a general requirement for these methods.
Mobile live streaming
YouTube lists a minimum of 50 subscribers for mobile live streaming, along with channel verification, no live-streaming restrictions during the prior 90 days, and live streaming turned on. YouTube notes that a first mobile live stream may take up to 24 hours to become available. See its mobile live streaming requirements.

How to check access and eligibility
- Confirm the collaborator’s role. In YouTube Studio, open Settings → Permissions and check that the person is assigned Owner, Manager, or Editor access. The role controls delegated actions; it does not confer eligibility.
- Check the channel’s live-stream status. Confirm the channel is verified and has no live-streaming restriction from the past 90 days. If this is the first mobile stream, check the subscriber minimum and allow for the possible activation delay.
- Use the appropriate account and method. The person operating the stream must be at least 16. Confirm whether the plan is to stream by mobile, webcam, or encoder, since only mobile has the 50-subscriber minimum.
- Check whether the needed action is allowed for the role. An Editor can manage a live stream but cannot reset a stream key or manage channel permissions. Ask an Owner or Manager to perform those actions.
What to do if a Manager or Editor cannot go live
- The person cannot find or manage live streams: Verify their assigned role in YouTube Studio permissions. Viewer and Viewer (Limited) roles cannot manage live streams.
- The channel has not enabled streaming: Check channel verification and live-stream availability. YouTube says a first mobile live stream can take up to 24 hours to become available.
- The stream is from a phone and the channel has fewer than 50 subscribers: The channel does not meet YouTube’s stated mobile threshold. That threshold is specific to mobile streaming, not webcam or encoder streaming.
- An Editor needs to reset a stream key: Have the Owner or Manager reset it; Editors do not have that permission.
- The channel has an active live-streaming restriction: Wait until the restriction is resolved or expires and follow YouTube’s process. YouTube says using another channel to stream while restricted is circumvention and may result in account termination. See its live-streaming restrictions guidance.
