Yes—if the API scrolls the page far enough to trigger the site’s lazy-loading behavior, then waits for the background image to render before capturing. Full-page output or a network-idle wait alone may not trigger an offscreen image. The exact controls and defaults vary by service.
Why a background image may be missing
A CSS background-image is not the same as an <img loading="lazy">. Chrome’s loading attribute applies to <img> elements, not CSS backgrounds. A background may load when CSS and the browser determine it is needed, or page JavaScript may defer assigning it until the element approaches the viewport, commonly using IntersectionObserver. If the page has not requested or rendered the image, the screenshot cannot include it.

For an immediately needed background, check that the stylesheet loaded, the element has visible dimensions, and the expected CSS rule is active. If JavaScript defers the background, the browser may need to bring the element near the viewport before the site starts the request. See MDN’s documentation of the image loading attribute and Google’s overview of browser-level image lazy loading.

Full-page describes the output area; it does not necessarily mean the browser scrolled through every viewport before taking the image. If the site loads a background only when its element approaches the viewport, the trigger may never run. Likewise, a network-idle wait observes a period without qualifying network activity; it does not initiate a request that has not started.

Cloudflare notes that JavaScript-heavy pages can be incomplete when a capture starts at a default navigation event. Its documentation offers navigation wait modes such as networkidle0 and networkidle2, as well as selector waits. These can help after the page triggers the image load, but they do not prove every offscreen background has loaded. See Cloudflare’s screenshot API documentation.
How to make the page load the image before capture
- Scroll before capturing. Use the provider’s scroll-before-capture option, or automate scrolling through the page in viewport-sized steps until the target element is reached.
- Wait for the component, not just navigation. Prefer a selector or page condition that indicates the relevant section is ready. A short delay or network-idle condition can supplement that signal, but neither is a universal guarantee.
- Capture the required region. Use full-page mode if you need the whole document, and check any maximum height or dimension limits so the target section is included.
- Verify that the page actually loaded the image. Inspect the rendered page and network requests. Confirm that the CSS rule is active, the image URL was requested successfully, and the element became visible to any visibility-triggered loader.
If you control the site, consider providing a reliable readiness marker for automation or avoiding deferred loading for a background that must appear in the initial viewport.

What to check in a screenshot API
- Scroll control: Can it scroll the page or a region before capture?
- Readiness control: Can it wait for a selector or other target-specific condition, in addition to navigation events?
- Capture extent: Does it capture the viewport, a clipped region, or the full page? Are there height limits?
- Timing and diagnostics: Can you set timeouts or post-scroll waits, and can you identify page errors or failed requests?
- Page requirements: Does your target require authentication, client-side rendering, or interaction beyond scrolling?
For example, ScreenshotAPI documents doScroll, waitUntil, and waitForSelector; its scroll control is intended to trigger lazy-loaded content. Browserless documents scrollPage for the same general purpose. Cloudflare exposes scrollPage, waitForSelector, and navigation wait modes. The precise semantics, defaults, and limits are provider-specific; consult the current references for ScreenshotAPI, Browserless, and Cloudflare. These documented controls are feature examples, not evidence of comparative success rates.
The capture-website project offers a related browser-library pattern: its optional preloadLazyContent mode scrolls through the page, waits for network idle after each scroll, then returns to the original position. That is a library option, not a guarantee provided by hosted screenshot APIs.

ScreenshotNeo is a screenshot API with scroll, selector-wait, and full-page options for pages that defer content. Example cURL request:
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp
See the ScreenshotNeo API documentation for request parameters and options. ScreenshotNeo accepts cookie and consent banners before capture and removes more than 60 known consent platforms, newsletter popups, and chat widgets; each step can be turned off. Bot checks and CAPTCHAs, blank pages, timeouts, failed loads, and cache hits are not billed, with page verdict and billing details in response headers. Its MCP server lets AI agents use take_screenshot, get_page_info, and capture_pdf. The Free plan includes 1,000 shots per month with no card; paid plans start at $5 for 3,000 shots.

Troubleshooting a missing background
- The background is blank even after full-page capture: Full-page output may not scroll to trigger the site’s loader. Enable scroll-before-capture or scroll to the target before capturing.
- Waiting longer changes nothing: A wait cannot trigger an image request that has not begun. First bring the element into the loader’s trigger range, then wait for a selector or page-specific readiness condition.
- The element appears, but its background does not: Check its computed CSS, size, stylesheet loading, and the background URL’s network response. If the site assigns the background through JavaScript, verify that the relevant code ran.
- The image loads but is absent from the output: Confirm the selected capture mode includes the element and that the full-page dimensions or provider limits cover its position.
- Some pages work and others do not: The sites may use different loading triggers or require authentication or other interaction. Treat scroll, wait, and capture limits as provider- and page-specific rather than assuming one setting works everywhere.
Frequently Asked Questions
Does HTML loading="lazy" control a CSS background image?
No. The browser-level attribute applies to <img> elements, not CSS background-image properties.
Will network idle guarantee that every lazy background has loaded?
No. It can indicate that network activity has quieted, but it cannot guarantee that an offscreen image’s trigger ran or that every page component is ready.
